Information for all Governing Bodies on Headteacher Appraisal
Work with a team of experienced ODBE advisers who can advise and support you in relation to your statutory duty to undertake the appraisal review of your headteacher. We will ensure that you have access to the very best information and support. Our service includes full facilitation for governors, full analysis of current practice and recorded documentation compliant with national requirements
The governing body has a statutory duty to ensure that an Appraisal policy is adopted and reviewed each year. As part of this policy a panel of 2-3 governors will be appointed by the full governing body as reviewers for the headteacher's performance. The governing body has a duty to appoint an external adviser for the purpose of providing it with advice and support in relation to the appraisal of the headteacher. An ODBE adviser will support the governing body by managing the process and offering support and advice. It is recommended that the governor appraisers undertake relevant training which is offered by the ODBE twice a year.
The Oxford Diocesan Board of Education (ODBE) advisers act as external advisers to the governing body for reviewing the performance of the headteacher.
Timescales
Governing bodies are advised to make arrangements for their headteacher’s appraisal during the summer term to ensure advisers from the ODBE are available
The Role of the ODBE Advisers
The ODBE adviser will support the appraisal process with preliminary advice, attendance at the review meeting and in setting new objectives for the coming year and in drafting a written report for the panel’s agreement. Dates and times can be agreed to meet your requirements.
Stage 1
Headteacher
The headteacher completes a self-review form and sends this along with any evidence to the review panel and the external adviser at least 10 days before the review meeting
Stage 2
Headteacher and ODBE Adviser meeting
· Review the previous objectives and the extent to which these have been met
· Discuss overall performance and celebrate successes and discuss any issues that may have affected performance
· Consider the headteacher’s well-being and work-life balance
· Consider professional development needs
Review Panel and Adviser meeting
· Consider the self-review form, evidence and discussion with the ODBE Adviser to review the progress made by the headteacher towards current objectives and overall performance using the national standards
· Discuss issues that may have affected the headteacher’s performance
· Provide advice on objectives for the coming year
· Provide advice on professional development needs
· Provide advice on consideration of the headteacher’s wellbeing and work life balance
· Advise governors where applicable to consider a pay recommendation
· Give advice to governors on leading the review meeting with the headteacher
Review meeting with the review panel, Headteacher and adviser chaired by the chair of the panel
· Governors will chair the meeting
· Adviser will assist governors and offer support
· Reach a judgement about the overall performance of the headteacher against the current objectives set
· Agree new objectives
· Consider the well-being and work-life balance of the headteacher
Stage 3 –Appraisal Review Statement
The ODBE adviser will draft the Appraisal Review Statement recording the outcomes from the review meeting and the new objectives set. The statement will also include a section on the professional development needs and the well-being of the headteacher. The ODBE adviser will send the draft statement to the chair of the panel for the panel to approve and forward to the headteacher.
Mid-Year Appraisal Review Meeting
Governors on the Headteacher appraisal panel organise a mid-year review meeting with the headteacher to look at progress towards the objectives and this is recorded in writing by governors on the panel.

The service is delivered by a dedicated team of experienced ODBE advisers with significant headship experience, many of whom are also OFSTED and/or SIAMS trained inspectors
Cost of the Service
The price for the service includes:
· Preparation for the review meeting by our adviser looking at the self-review form and evidence made available and at the school data
· Provide any advice for governors prior to the review meeting
· A meeting with the headteacher followed by a meeting with the review panel followed by the review meeting with everyone
· Drafting of the review statement
This is part of our menu of additional services which is purchased separately. The charge is £600 for whole process. An invoice will be raised once the draft statement has been written and sent to the chair
