ANSTY AND STAPLEFIELD PARISH COUNCIL

The minutes of the meeting of the Planning Committee held in the Committee Room above Staplefield Village Hall on Monday 14th January 2013 at 7.30pm.

Members Present: Jon Gilley (Chair), Pete Bradbury, Bob Birthwright, Brian Wright.
Also Present: Liz Bennett (Clerk), Mr and Mrs Fielding, Crispin Salimbeni (late arrival).

PUBLIC SESSION
The Fieldings urged the Parish Council to object to application 12/02953/FUL The Bungalow, Handcross Road. They believe that the existing building is classified as a “small dwelling” and is therefore covered by policy H12 of the Local Plan which states that the new dwelling must not change significantly the scale of the existing building and is appropriate to its build and natural setting. The planning application proposes increasing the size of the building by 300% and so they believe contravenes policy H12. Whilst some changes proposed in this application are an improvement on the previous application i.e. moving it further from the boundary with Rosebank and ensuring that bedrooms are not directly overlooked, the scale of the new building remains an issue.

2.  Declarations of interest in items on the agenda.
Pete Bradbury declared a personal interest in application 12/04250 Vicarage Cottage, because he is a Governor at St Mark’s School which is a neighbour to this property.

3.  Minutes of the Planning Committee meeting held on 10th December 2012.
The minutes were AGREED and will be signed at the next meeting.

4.  Planning Decisions.
The following decisions were noted.

a.  12/03891/FUL Orchard Cottage, Orchard Way, Warninglid. Proposed single storey flank and rear extensions and conversion of roof to form improved family accommodation. Variation of approved scheme 12/00813/FUL. Granted.

b.  12/03767/FUL Land to the rear of Sunnyside, Bolney Road, Ansty. Residential development of two new dwellings. Refused.

5.  Planning Applications:

a.  12/02953/FUL and 12/02954/CON The Bungalow, Handcross Road, Staplefield. The demolition of an existing dwelling and the erection of a replacement dwelling and detached garage (Amended plans received 30 November 2012 and 18 December 2012). After some discussion the committee agreed to object to the application unless MSDC believes that it does not conflict with policy H12 of the Local Plan.

b.  12/04200/FUL High Barn, Orchard Way, Warninglid. First floor extension to existing flat roof. No objection.

c.  12/04275/TREE 22 Cedar Avenue, Haywards Heath. Fell one pine tree and replace with 1 smaller tree. No objection.

d.  12/03327/FUL Dillions Farmhouse, Tanyard Lane, Staplefield. Orangery extension to main dwelling – re-advert. No objection.

e.  12/03330/LBC Dillions Farmnhoue, Tanyard Lane, Staplefield. Internal alterations to staircase. Replacement of disused garden building. (Bat and Owl survey received 27/12/12). No objection.

f.  12/04356/FUL Dillions Farmhouse, Tanyard Lane, Staplefield. Replacement ancillary outbuilding following demolition of existing outbuilding. No objection.

g.  12/04250/CON and 12/04251/FULVicarage Cottage, Brantridge Lane, Staplefield. Demolish existing dilapidated West side extension and construct new two storey extension to rear (North) and single storey East side (to reinstate earlier structure). The committee object to this application because of the scale of the proposal which they consider to be overdevelopment in the conservation area.
