However, we kindly request a specific submission format or (RFP) template to respond with details of our solution.

You can fill in some details in this form, but also feel free to send us more details on any format that suits you.

Question:

“Our plan was to submit a response offering a web based system and API for managing mobile money transactions, which can be used as a standalone system or can be integrated within a broader information management suite. Would it be OK to submit this without covering the other parts of the RFP? Will MercyCorps potentially combine submissions or ask submitting partners to work together after the award is granted? If not, are there other partners whom you'd suggest we work with to prepare a joint submission?”

Response:

Yes it is possible to submit a proposal for a web based system and API for managing transactions without covering the other requirements of the RFP.Of course, the more comprehensive the proposal is, the stronger it will be.

MCN cannot suggest partners for bidders to prepare joint submissions.However, as stated inthe Scope Of Work of the tender document, all bidding platforms should be able to integrate with CommCare's IMS.

As a result, we recommend bidders familiarize themselveswith what CommCare can deliver and see how it could complement their own proposals.For instance, CommCare may be able to manage the biometric recognition component if the e-voucher platform is unable to.

I suggest your proposal clearly states what it will not be able to deliver and what it would require CommCare or another third party to deliver.MC might then ask submitting partners to work together (if the Commcare/e-voucher integration is not sufficient to cover all RFP requirements). All this would be part of a larger conversation once all bids are submitted.
