1.  Background:

The Rural Microfinance and Livestock Support Program (RMLSP) is a development program of Ministry of Agriculture, Irrigation and Livestock, Government of Afghanistan.

The overall objective of the program is to provide sustainable access for smallholders and livestock owners – with a focus on women, women-headed households, the in-creditworthy and the Kuchis (Nomads) – to appropriate microfinance services and technical livestock packages and the skills required to engage in new, more productive or more profitable economic, livestock-based enterprises. This objective will be pursued through the implementation of two main program components:

(a)  The Rural Microfinance Component, the objective of which is to increase access by poor rural households, with a focus on women, to a wider range of microfinance products and services adapted to the specific needs in the agriculture and livestock sectors through the pilot-testing of new, innovative microfinance products and services built around agriculture-based business plans; and

(b) The Livestock Support Component, the objective of which is to strengthen the livestock production systems of poor rural households, developing their marketing opportunities, and improve local livestock production, productivity and incomes.

2.  Job Summary:

In liaison with livestock specialist of RMLSP, contribute to strengthening the reporting and monitoring system of DAIL and more specifically Khatiz Dairy Union. In addition the consultant will help to build the capacity of KhDU staff in carrying out their duties effectively.

3.  Duties and Responsibilities:

·  Assist Khatiz Dairy Union (KhDU) in preparing annual work plans, reports etc.

·  Report to the DAIL and livestock deportment of MAIL on all activities related to the dairy product program and compile and summarize the monthly report from the field staff.

·  Assist KhDU in scaling up their activities in new villages, communities.

·  Assess the current KhDU system of collecting dairy cow performance data and assist in further development and strengthening whereby ensuring to put in place a manageable system.

·  Develop and providing training to primary, district cooperative members and plant staff on general milk hygiene and milk handling, quality standards and related tests, cold chain management, milk composition and related payment and other items as per demand and need assessment

·  Assist the KhDU to operationalize their business plan and provide advice in making relevant up dates.

·  Facilitate the development of competitive marketing structures for milk and milk products.

·  Establish contacts, and liaise with the government, NGOs donors and the international community’s as per need of union.

·  In line with DAIL responsibilities, contribute to development and implementation of monitoring dairy production marketing and quality control.

·  In collaboration with relevant agencies and experts, periodically organize need based training program, for instance on input delivery mechanism at farm level, milk collection, testing and quality maintenance, consumer education on importance of consuming quality milk and milk products, etc.

·  Make a Good Manufacturing Practices(GMP) manual for dairy and the feed plants, for assured quality of products to the consumers.

·  Perform any other related duties as may be directed by his supervisors.

4.  Qualification and Skills:

·  Animal science or veterinary degree with four of more years of relevant experience in livestock development with special knowledge and experiences in dairy development.

·  Experience and knowledge of the government regulations and good skills towards supervising and guiding a team working and problem solving skills.

·  Good computer skills, including proven experience using Microsoft office package.

·  Excellent communication skills, team working and problem solving skills.

·  Fluency in written, reading and spoken Pashto, Dari and English.

5.  Skill and Abilities:

·  Experience in the use of Arc Info, ArcView, Data Base applications (SQL, MS Access), CAD or other related computer experience (SDE)

·  Familiar with GIS system planning and design, geographic database design, and GIS technical implementation project management.

·  Good communication, interpersonal and liaison skills.

·  Tested multitasking skills.
