SERVICE SPECIFICATION FOR THE ENHANCED SERVICE TO PROVIDE PALLIATIVE CARE DRUGS

1.PURPOSE OF SERVICE

1.1To improve the accessibility of drugs used in palliative care for patients in the community.

2.SERVICE DESCRIPTION

2.1Selected pharmacies will hold a stock of an agreed range of drugs used in palliative care. The list will be agreed between the Primary Care Trust and their local palliative care specialists and updated as necessary.

2.2Participating pharmacies will be willing to be contacted by the Out of Hours service in an emergency to dispense drugs included on this list. However, this service is not a formal on-call arrangement and will only be provided during the normal working hours of the pharmacy.

2.3A list of pharmacists who have agreed to provide this service, together with their contact numbers, will be available to pharmacists, all GP practices, Dorset Emergency Care Service and the palliative care teams.

2.4The initial stock of agreed drugs will be purchased by the participating pharmacies from their usual wholesalers and will be the property of that pharmacy. Stock which reaches six months of its expiry date should exchanged for longer dated stock. The pharmacist should arrange to take the short dated stock to the pharmacy at PooleHospital. Identification may be required to be shown to pharmacists at these hospitals.

3.1A quarterly return should be completed and returned to the Family Health Services Agency for payment.

  1. REQUIREMENTS FOR PAYMENT

4.1Pharmacists are encouraged to identify any specific continuing professional development needs they may have and ensure that they attend relevant training courses.

  1. CONTRACT PRICE

5.1If a national template is issued for this service this service specification will be subject to review.

5.2Payment will comprise of:

  • a quarterly payment of £60 on receipt of the quarterly return;
  • a one-off initial payment of £200 in recognition of the initial capital outlay.

The enhanced service specification for the provision ofpalliative care drugs has been produced by Bournemouth and Poole Teaching Primary Care Trust and discussed with the Dorset Local Pharmaceutical Committee
1.The contract is made betweenBournemouth and Poole Teaching Primary Care Trust (the purchaser) and ……………………………….. (the provider), the pharmacy authorised to supply this service

It can be renewed annually by mutual agreement and is subject to termination as in point 5 below
3.The provider will ensure that the necessary documentation, as detailed in the service specification, is maintained and made available to the purchaser to enable the service to be monitored
4.The first points of contact for enquiries about this service specification are:

5.This agreement shall be terminated:
  • on expiry of the contract period;
  • by either party giving not less than three months notice in writing;
  • if either party commits a breach of the terms and conditions of the contract at any point during the period of the contract. The offended party may service notice in writing of not less than one month to the party in breach, terminating the contract on the expiry of the notice period;
  • if the provider ceases to maintain the standards of the service specification

6.In the event of a dispute remaining unresolved to the satisfaction of both parties, the issue shall be resolved by arbitration. Within one month of the required meeting between the contract manager for the purchaser and the contract manager for the provider, an arbitrator who is mutually acceptable to both parties shall be nominated. The decision of the arbitrator shall be binding upon both parties
