The City Council of Red Bud, Randolph County, Illinois met on Monday, November 2, 2015 at 7:00 P.M. at Red Bud City Hall, City Council Chambers.

B. Quadrant Design Proposal (Finance)

1. Training Request – Josh Eckart

Motion made by Council Member Linnertz, seconded by Council Member Reed, to approve sending Josh Eckart to training entitled “USDI Operator Qualifications” in Effingham, IL on November 4, 2015. Registration fee is $475 and transportation is required. The vote was as follows: Linnertz, aye; Friess, aye; Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye. Motion carried.

2. CenterPoint Energy 2015-2016 Gas Sales Exhibits

1. Request from St. John the Baptist Catholic School – Use of Lincoln Park for Run, Rudolph, Run 5K

Motion made by Council Member Reed, seconded by Council Member Friess, to approve the request from St. John the Baptist Catholic School to use Lincoln Park on November 21, 2015 and to leave the restrooms open, weather permitting, for the Run, Rudolph, Run 5K. The vote was as follows: Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Friess, aye. Motion carried.

2. Request from Tom Steibel for Use of Ratz Park for Holiday Happenings

Motion made by Council Member Thompson, seconded by Council Member Friess, to approve the request from Tom Steibel to use Ratz Park on November 21, 2015 and to leave the restrooms open, weather permitting, for Laser Tag. 1. Replatting of Lots in EIP - Ordinance No. 1349

Motion made by Council Member Esker, seconded by Council Member Hanebutt, to approve affixing the proper signatures to Ordinance No. 1349 “An Ordinance Approving An Amendment To The Final Plat Of The First Addition To The City Of Red Bud East Industrial Park” The vote was as follows: Hanebutt, aye; Linnertz, aye; Friess, aye; Esker, aye; Thompson, aye; Reed, aye. Motion carried.

2. Bid Opening and Results

Motion made by Council Member Esker, seconded by Council Member Thompson, to reject the sealed bid of $57,000, from First Stage Fabrication, for Lot 11A in the East Industrial Park. (The bid did not meet the reserve bid set in executive session of $58,000.) The vote was as follows: Linnertz, aye; Friess, aye; Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye. Motion carried.

3. Sale of Property – Ordinance No. 1350

No action taken.

Motion made by Council Member Esker, seconded by Council Member Linnertz, to reauthorize the advertisement of the sale of Lot #11A of the East Industrial Park. The vote was as follows: Friess, aye; Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye; Linnertz, aye. Motion carried.

A. Review of November Calendar

Committee meetings will be moved to Tuesday, November 24, 2015, because of Thanksgiving.

B. Other Comments

1. Alderman Thompson requested support of the items for sale at city hall, Keil’s Pharmacy, Cowell Insurance, Dieterich Bank and Red Bud Winery celebrating the 150th anniversary of Red Bud.

2. Mayor Lowry announced that he has withdrawn his name as a candidate for County Commission because of his desire to carry out his commitment as Mayor to the citizens of Red Bud.
