Council Meeting – May 17, 2012
Mayor Thomas L. Hardesty called the regular council meeting to order at 6:30 p.m. with the following council members present: Alan Matthews, Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler, and Frank Page.
City Employees Present: Inez Harris, Judy Smith, Jennifer Herrell, and Joe Hess.
City Attorney: Steven Gregory
Councilmember Matthews gave the invocation.
All present pledged allegiance to the flag.
Minutes Regular Council Meeting May 3, 2012
Councilmember Matthews moved to approve the minutes of the regular council meeting on May 3, 2012 as read by council members prior to the meeting. Seconded by Councilmember Page.
All voted “aye” and motion carried.
Guest Speaker – Becky Jew, Chapter Coordinator, Project Linus Program
Ms. Becky Jew, Chapter Coordinator, Project Linus, explained to council that this organization is non-profit with a twofold mission. First, it provides handmade blankets to children that are ill, have been traumatized, and are in need of a sense of security. Second, it’s an opportunity for individuals and/or groups to provide a service to the local community. Anyone can make a blanket or donate supplies to the local Project Linus Chapter. This chapter is getting started and anyone can drop off donations at the Cotton Blossom Quilting Shop at 522 Washington Street.
Ordinance #2012-05-17 – Adopting the City of Shelbyville’s Annual Budget 2012-2013 – 2nd Reading – Judith Smith
Judith Smith, Office Administrator, read the ordinance estimating revenues and resources and appropriating funds for the 2012-2013 fiscal year of city government.
It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Zoeller.
Upon roll call, the following council members voted “aye”: Matthews, Zoeller, Eaton, Suttor, Swindler, and Page.
Ordinance/Amending Chapter 32 of the Shelbyville Code of Ordinances Providing for the Control of Construction Site Stormwater Runoff – 1st Reading – Steven Gregory
Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending Chapter 32, Section 3, to require permits be required for site construction projects. It details the requirements for the permits and adds Section 4 dealing with review and issuance of permit.
It was introduced for first reading by Councilmember Swindler. Seconded by Councilmember Page.
Department Reports
Jennifer Herrell, City Engineer/Public Works Superintendent, reported they finished with the planting at Public Works. They will start to work on a parking pad at Public Works using some new composite materials.
Mayor’s Report
Mayor Hardesty reported the Public Hearing on the Blue Gables CDBG Building Project was well attended. The Police Department has started parking enforcement in the downtown area, especially in the 2-hour parking zone. The Weissinger Hills Golf Course is in good shape and looks good.
Council Reports
Alan Matthews reported Daniel Field has been sprayed and now has brown grass. It was done to improve the field. The Shelby County Parks Department is taking over the Puss Greenwell Football League.
Councilmember Page moved to adjourn at 7:05 p.m. Seconded by Councilmember Suttor.
All voted “aye” and motion carried.
