The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, April 1, 2015 at 5:30 P.M. pursuant to notice given in writing to every member.

MEMBERS PRESENT: Tommy Angelle, President; Dawn Morris, Vice-President; Elroy Broussard, Justin Centanni, Tehmi Chassion, Jeremy Hidalgo, Erick Knezek, Britt Latiolais and Mary Morrison, Board Members; Burnell LeJeune, Interim Secretary-Treasurer/Superintendent

MEMBERS ABSENT: None

I. MEETING OPENINGS

The meeting was called to order by Angelle followed by a moment of silence. Morris led the group in the Pledge of Allegiance.

OPENING COMMENTS

Superintendent LeJeune informed the Board how much he had enjoyed attending the Special Olympics. He then thanked Ms. Melinda Voorhies, former principal of Northside High school for her dedication to the school, and informed the Board that the school would move forward under new leadership. Mr. LeJeune thanked Mrs. Rabalais for being the lead administrator, and Ms. Landor and Mrs. Williams, staff, students and parents for their commitment as school is in transition. He also said he hopes to have a new principal in place very soon.

2. Arts & Music Specialist Paget K. Guidry is the 2015 Southeastern Regional Supervision/Administration Art Educator of the Year

The Board recognized and congratulated Ms. Paget K. Guidry, Arts & Music Specialist for being selected as the 2015 Southeastern Regional Supervision/Administration Art Educator of the Year. Ms. Guidry was recognized for her excellence in professional accomplishment and service. She exemplifies the highly qualified art educators active in education today: leaders, teachers, students, scholars, and advocates who give their best to their students and the profession.

2. French Immersion Pathway Growth at Myrtle Place Elementary

Nicole Boudreaux, Foreign Language/Immersion Specialist, read a letter to the Board informing them that P. Breaux Middle School is now a state certified school in French Immersion. She then presented her proposed plan for consolidating and growing the Myrtle Place French Immersion Pathway. Discussion held on where students that attend Myrtle Place now would go; transportation costs and how it affects Evangeline Elementary.

3. Resolution 03-15-1849 Support for Legislation to Address Charter School Funding Issues and Dedicated Local Taxes

RESOLUTION 03-15-1849

EXPRESSING SUPPORT FOR LEGISLATION TO ADDRESS CHARTER SCHOOL FUNDING ISSUES AND DEDICATED LOCAL TAXES

WHEREAS, current Louisiana law provides that the funding of Type 2 Charter Schools provides for a per pupil allocation to charter schools that includes local taxes;

WHEREAS, the local taxes included in the calculation of the funding of Type 2 Charter Schools include taxes with a dedication for the use of those taxes;

WHEREAS, several Type 2 Charter Schools have recently opened in Lafayette Parish;

WHEREAS, the Type 2 Charter Schools in Lafayette Parish which are recipients of $7,500,000+ local allocation are not subject to the dedication of use of the funds, imposed by the voters of Lafayette Parish;

THEREFORE BE IT RESOLVED that the Lafayette Parish School Board urges Sen. Paige Cortez to file legislation in the 2015 Regular Session of the Louisiana Legislature to amend R. S. 17:3995 to exclude any portion of local revenues specifically dedicated by voter approval from all per pupil calculations used to determine funding that is to be provided to charter schools and to prohibit the reduction of a public school board’s Minimum Foundation Program funding for distribution to charter schools.

FINALLY, BE IT RESOLVED that a copy of this Resolution be provided to Sen. Paige Cortez.

Motion (Morris, Hidalgo) That the Board go into executive session regarding Recommendation to Terminate Maintenance Technician I - Telecommunications (Instructional Technology). Motion carried.

Motion (Morris, Centanni) That the Board go back into regular session. Motion carried.

Motion (Morris, Morrison) That the Board approve the recommended termination of the Maintenance Technician I – Telecommunications (Instructional Technology).

5. Consideration of Recommendation to Terminate School Food Service Technician - Scott Middle

Motion (Centanni, Knezek) That the Board approve the recommended termination of the School Food Service Technician - Scott Middle.

Voting for were Angelle, Broussard, Centanni, Hidalgo, Knezek, Latiolais, Morris and Morrison. Voting against was Chassion. Motion carried.

6. Consideration of Recommendation to Terminate School Food Service Technician - Broadmoor Elementary

Motion (Hidalgo, Morris) That the Board approve the recommended termination of the School Food Service Technician - Broadmoor Elementary.

Voting for were Angelle, Broussard, Centanni, Hidalgo, Knezek, Latiolais, Morris and Morrison. Voting against was Chassion. Motion carried.

7. Approval of Quotes for Refurbishing Three (3) Football Fields

Motion (Hidalgo, Latiolais) That the Board approve the low quote of NCAL Complete Lawn Care in the amount of $82,950 in accordance with Lafayette Parish School System purchasing regulations. Motion carried.
