Session 3.1: Recruitment Rules in IA & AD and Reservations and Concessions in Appointments and Promotions.
SESSION OVERVIEW
The founding fathers of the Indian Constitution specifically provided for taking into consideration the claims of the members of the SCs & STs in matters of employment under the State. The constitutional provisions also empower the State to make provision for the reservation of posts in favour of backward class of citizens. The Constitution makers have proclaimed by incorporating various provisions in the Constitution of India indicating that “Scheduled Caste and Scheduled Tribe” are by and large backward in comparison with other communities in the country. This is the result of historical causes. There is a definite need to improve the condition of the Scheduled Castes and Scheduled Tribes as to bring them at par with other sections of the society as part of the scheme for the uplift as envisaged in our Constitution.
It was this consciousness and awareness of the Constitution-makers about the neglected position of certain section of Indian Society which inspired them to make provisions of reservation in favour of Backward Classes, Scheduled Caste and Schedule Tribe citizens in public employment.
