VETA in the Nutshell

Introduction

The Vocational Education and Training Authority (VETA) is an autonomous Government Agency established by an Act of parliament in 1994 (Cap 82 Revised edition 2006). The overall objective of VETA is to oversee the Vocational Education and Training system in Tanzania.

Vision

The vision of VETA is “an excellent Vocational Education and Training system that is capable of supporting national social economic development in the global context”.

Mission

The mission of VETA is “to ensure provision of quality Vocational Educational and Training that meets labour market needs, through effective regulation, coordination, financing and promotion in collaboration with stakeholders”.

Roles of VETA

The main roles of VETA are:

§  Providing vocational education and training;

§  Coordinating vocational education and training;

§  Regulating vocational education and training;

§  Financing-managing VET fund; and

§  Promoting of Vocational Educational and Training

Providing vocational education and training

VETA provides training through 27 training centres and institutes that it owns. Also, it provides vocational teachers training through its college in Morogoro.

Coordinating vocational education and training

VETA coordinates more than 600 private VET institutions in the country, providing training in form of long courses, short courses and tailor-made courses. Also, VETA conducts Labour Market Surveys to determine skills demand by labour market.

As well, the Authority establishes and maintains close linkage and partnership with other training providers at national and zonal levels.

Regulating vocational education and training

VETA regulates provision of vocational education and training in the country through registration of VET institutions; Accreditation; Setting Standards; Curriculum Development; Auditing for compliance; Assessment; and Certification.

Financing-managing VET fund

VETA finances vocational education and training through managing VET Fund. The main source of VET Fund is employers’ contribution of Skills Development Levy (SDL). Employers with four and above employees contribute 6% of their employers’ salaries as SDL.

Some other sources of VET fund are government development projects; development partners’ contributions; funds from internal sources like income generating activities and training fees.

Promoting of Vocational Educational and Training

VETA is charged with the role of promoting vocational education and training in the country. VETA believes that the public can support VET if it is provided with adequate information about VET goals and activities. Promotion is carried by communicating VET to different stakeholders including the government, parents, employers, employees, and donors. Also, current and prospective trainees, instructors, VET graduates legislators, trade unions, NGOs and the media.

VETA uses different media in communicating VET to stakeholders: advertising, VET week activities, public presentations, trade fairs and exhibitions and publicity. The Authority also uses newsletters, annual reports, brochures, VET catalogues, website and other promotional materials.

VETA Zones

VETA operates its functions through nine (9) geographical zones. VETA zonal offices were established in order to facilitate effective coordination of VET centres in different regions. The offices coordinate establishment of new VET centres, registration of Vocational Training Centres, accreditation of VET programmes, coordinate the availability of approved curricula, quality auditing of VET centres, assessment and certification.
