The United Nations Interim Administration in Kosovo (UNMIK) has received an Institutional Development Grant (IDF Grant) for the amount of US$ 0.486 million from the International Bank for Reconstruction and Development (the World Bank) to build the capacity of the Kosovo Judicial Council, and it intends to apply part of the proceeds to payment goods and consulting services to be procured/selected under the Judicial Statistics Project.

The proposed IDF Grant will be used toprovide support with the development objective of building the KJC's capacity for using judicial statistics to increase the efficiency of the court system - in the first instance by effectively monitoring and targeting resources at reducing the case backlog.

The project will include the following components:
• Component 1 – Registering and monitoring the case backlog: This component would therefore finance consultancy services and training as well as equipment and operational expenses necessary for the registration and classification of all pending cases into the CMIS database.

• Component 2 – Performance monitoring & strategic resource allocation to reduce the backlog & increase efficiency:This component will finance consultancy services to provide the KJC with targeted technical assistance to develop the capacity of the KJC budget and finance, human resources, and project planning departments.

The main packages/contracts of the project include:
Consulting services:
- Consulting services (firm) – Registration and classification of all pending cases into a data file, including training of temporary clerks and operational costs required for this task;
- Consulting services (firm)- Technical assistance for using judicial for monitoring court performance, budgetary planning, and strategic resource allocation to courts – including dissemination of guidelines and training/ workshops;

-Project audit.

Goods/equipment:

- Supply of PCs, printers/copiers, server for the registration of cases by consulting firm.
Selection of consultants and procurement of goods will be carried out by the Public Procurement Agency observing procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (date May 2004 and revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (dated May 2004 and revised October 2006).
Procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, on UN Development Business, dgMarket and on the PPA website.
