JOB SUMMARY
  • Operate and maintain a grader to road construction and gravel road maintenance standards including earthworks and pavement construction to final trim in accordance with Council’s Code of Practice for Operation of Plant and Vehicles.
  • Organise, supervise and direct the day to day activities of road construction gang undertaking road construction and drainage works throughout Cobar Shire.

  • The Engineering Section is responsible for the management of the following areas:-

Parks, gardens and sporting fields;

Town streets, footpaths, street trees, urban drainage systems and street furniture;

Cobar Airport and village Approved Landing Areas;

Cobar and village cemeteries;

Swimming pool;

Water reticulation and sewerage collection systems in Cobar and villages;

Water filtration and sewerage treatment plants;

Classified and Shire roads, bridges and traffic facilities;

Bushfire control;

Workshop and depot facilities at Cobar and Euabalong;

Garbage collection services staff;

Engineering administration services.

  • As a member of this Section the person may be directed to carry out such duties that are within the limits of the employee’s skill, competence and training, to assist the Section in meeting its overall objectives.
  • Management reserves the right to transfer staff internally to undertake duties as work programmes dictate required staff levels. Wages/Salaries payable following such a transfer shall be in accordance with the NSW Local Government (State) Award and shall be at least equal to the entry level of the positions Band/Level/Grade or higher dependent on the employee’s individual skill level. Council has proposed this modification in order to be flexible towards undertaking work programmes and to all for covering absences of other employees absent on sick, annual or long service leave.
SPECIFIC ACCOUNTABILITIES

1Organise, supervise and direct the day to day activities of road construction gang.

1.1Completion of instructions from the Works Manager or the Rural Maintenance and Construction Supervisor.

1.2Reporting of or action taken on complaints received from the Works Manager, Rural Maintenance and Construction Supervisor or general public.

1.3Maintain a happy medium within the maintenance gang

1.4Adequate supply of fuels, oils, lubricants and store consumables are available on site.

2operate and maintain road construction plant

2.1Ensure that all plant in gang is safely operated and maintained in accordance with the Motor Traffic Act, Council’s Code of Practice for safe operation of plant and vehicles, relevant guidelines of WorkCover and the Workplace Health and Safety Legislation.

2.2Communicate requirements of Codes, etc. to staff.

2.3Ensure timely attention to and reporting of matters requiring corrective action.

3Optimise plant utilisation within gang

3.1All plant on site is fully utilised.

3.2Guidepost and sign structures, etc. are removed prior to the grader and replaced after the area has been graded.

3.3Minimum down time with adequate servicing and reporting of defects to workshop.

3.4Whilst waiting for water trucks to return, clean out table and mitre drains.

3.5Liaise with the Rural Maintenance and Construction Supervisor to advise the location of plant and worksite on each day.

4Workplace health and safety of staff

4.1Ensure staff comply with WHS standard work practices.

4.2Safety equipment is worn by all personnel within the maintenance gang, i.e. red vests, safety boots, etc.

4.3Adequate warning signs are in place and safety to the general public is maintained.

4.4All accidents are reported and appropriate paperwork completed and returned to the Works Manager or the Rural Maintenance and Construction Supervisor by time specified in reporting procedure.

4.5Camp is kept clean and meets safety and workplace health and safety requirements.

5Liaise with the Rural Supervisor, Construction SupervisorAND WORKS MANAGER

5.1All major repairs or breakdowns are notified to the Workshop, the Rural Maintenance and Construction Supervisor or the Works Manager as soon as the incident occurs to coordinate repairs, schedule works and plant availability.

5.2All minor repairs are written into the ‘Defect Book’ and handed to the Rural Maintenance and Construction Supervisor or Workshop on Friday.

5.3Liaise with the Rural Supervisor, Construction Supervisor and the Works Manager regarding availability of water carts, rollers and plant required to undertake works.

5.4Pick up fortnightly work schedules prepared by the Rural Maintenance and Construction Supervisor on Friday of close of pay period.

6completion of works meet standards, within timeframes and budget

6.1Works carried out in accordance with safe work practices.

6.2Adequate cross fall within pavement to gravel road standards.

6.3All table drains and mitre drains are cleaned as per instructions of the Works Manager or the Rural Maintenance and Construction Supervior.

6.4All guide posts/regulatory signs are correctly erected and to Road Standards.

6.5All works meet quality standards as scheduled under MMS guidelines.

6.6All works are undertaken as per work methods established under MMS.

6.7Optimise the use of materials and use only those materials specified for the works within specified limits.

6.8Adequate supply of fuels, oils, lubricants and consumables are available on site by arranging the supply, collection and utilisation of stores and consumables.

7RECORD KEEPING

7.1Keep accurate records of times and work performed by each staff member, plant item or truck and of stores used.

7.2MMS sheets are completed correctly and handed to Overseer by close of pay period.

7.3All time sheets supplied by each staff member within the maintenance gang are true and correct and initial before forwarding to the Overseer.

7.4All plant sheets are correctly filled in with job numbers, location, plant hours and forwarded to Overseer by Friday of the close of the pay period.

7.5Keep accurate and progressive records of any changes to the plans for work and keep and maintain a written daily diary of works performed and of incident that may lead to public liability claims, workers compensation claims, litigation or adverse public perception of Council.

8PROVIDE SAFE ENVIRONMENT FOR TRAFFIC, PEDESTRIANS AND GANG

8.1All roadwork’s are signposted to AS1742.3 – 1985.

8.2Only traffic controllers that are trained and/or certificated are used.

8.3Minimisation of accident and injury to staff and community.

8.4Timely attention to and reporting of matters requiring corrective action.

8.5Use of signposting, traffic controllers, PPE and other safety devices for staff to meet WorkCover requirements.

9general duties

9.1Fair availability for overtime and weekend work as required by constraints of project and/or emergency works as requested.

10WHS Responsibilities

10.1Ensure all work is performed in accordance with the requirements of Council’s workplace health and safety policy and procedures.

10.2Only traffic controllers that are trained and/or certificated are used.

10.3Ensure all work is performed in accordance with the requirements of Council’s workplace health and safety policy and procedures.

10.4Ensure all work is performed in accordance with the site-specific risk assessments, SWMS (safe work method statements) and SOPs (standard operating procedures).

10.5Take reasonable care for own health and safety as well as health and safety of others by adhering to safe working procedures including verbal instructions given by supervisors.

10.6Report all identified hazards, accidents/incidents and near misses to manager/supervisor by actively monitoring the workplace to determine presence of hazards and initiate actions to rectify/eliminate the hazard.

10.7Use and maintain all safety equipment and personal protective equipment in accordance with relevant standards.

10.8Commitment to workplace health and safety, and promote a risk assessment approach to all activities performed by Council by participating in risk assessment process and attending toolbox and other meetings relating to workplace health and safety requirements.

10.9Have a sound understanding of workplace health and safety requirements associated with employment duties by attending workplace health and safety training sessions.

SELECTION CRITERIA

Essential Criteria

  • Experience in the operation and maintenance of tender and light trucks, rollers and tractors in road construction and maintenance works.
  • Experience in the areas of road maintenance and construction plant operation and labouring.
  • Possess a current Class C Driver’s Licence.
  • Effective oral and written communication skills and sound numeracy skills .
  • Knowledge of workplace health and safety practices and Equal Employment Opportunities principles.
  • Capable of working with a minimum of supervision.
  • Be available to camp on construction and maintenance construction sites during the working week and be available to work extended hours.

Desirable Criteria

  • Possess a Class MR or higher Driver’s Licence.
  • Specific experience in the operation of earthmoving plant and equipment including trucks, rollers, tractors and other road construction equipment, road construction and maintenance works labouring.
  • Broad experience in the areas of sign erection and guidepost installation.
  • Training and/or certification in traffic control procedures for the safe conduct of traffic through work sites.
CONDITIONS OF EMPLOYMENT

SALARY

The position has been evaluated as being in the range Band 1 Level 4in accordance with the NSW Local Government (State) Award and its successors.

HOURS

Outdoor staff work a 38 hour week based on a nine-day fortnight.

MEDICAL CERTIFICATE

It will be necessary to undergo a pre-employment medical examination at Council’s cost.

SMOKE FREE WORK ENVIRONMENT

Council operates a smoke free environment in Council offices, vehicles, etc.

PERFORMANCE AND DEVELOPMENT REVIEW

A Performance and Development Review will be undertaken on a yearly basis utilising performance indicators detailed above and will include formulation of a career path and training plan. Any salary increments awarded will be effective the first full pay period in July following review.
