Summary

The Data for Health Initiative is a strategic area of focus for Vital Strategies, a global public health organisation (www.vitalstrategies.org). Vital Strategies is a close affiliate of the International Union against Tuberculosis and Lung Disease (The Union). The Union is supporting Vital Strategies in recruiting the best talent to execute their initiatives in India. This is being executed through the Union’s South-East Asia branch office.

Currently, the Data for Health Initiative is seeking a qualified individual to serve as Coordinator for a multi-year initiative to improve the use of data to inform decisions on critical public health policies in Mumbai. This role will operate as a consultant with the Union South-East Asia.

Background Information

The Data for Health (D4H) Initiative is a multi-year initiative funded by Bloomberg Philanthropies in partnership with the Australian Government. Implementing partners include the US Centers for Disease Control (CDC), the CDC Foundation, Vital Strategies, Johns Hopkins Bloomberg School of Public Health, the University of Melbourne, and the World Health Organization (WHO). The D4H Initiative seeks to support governments in at least 20 countries and cities to improve the collection and use of crucial public health information. D4H operates under the principles of country leadership and ownership, a commitment to capacity building, and a primary concern for sustainability.

The Initiative focuses on strengthening three areas:

·  civil registration and vital statistics systems (CRVS)

·  strategic use of data for policy and planning and

·  availability of information on non-communicable disease risk factors

General Responsibilities: The Project Coordinator is required to support the successful implementation of technical assistance for CRVS improvement. The main tasks and deliverables of the Project Coordinator will be related to ensuring that implementation of CRVS activities are country owned and driven; technically sound and sustainable as well as in line with current best practice standards. The Project Coordinator will work under the supervision of senior Municipal Corporation of Greater Mumbai (MCGM) and TATA Medical Center (TMC) leadership and a CDC Program Officer. The Project Coordinator will interface between government agencies, D4H Initiative partners, and other critical CRVS stakeholders in the country.

Primary Duties

Manual coding system strengthening:

·  Assist in the finalization of coder scope of work responsibility, ensuring agreement from CDC, MCGM, and TMC teams

·  Assist in the hiring of coders and programmers by publishing the announcement, serving as the point of contact for applicants, and assisting in the first round of application assessments

·  Assist in the coordination of manual coder training

·  Assist in the procurement of computers and other materials for coders, coding supervisor, and programmers

·  Facilitate coder and coding supervisor coordination in ward location schedule

·  Maintain updated contact information of coders and coding supervisor

·  Support coder supervisor in communicating monthly results of coder quality and issues that require resolution

Liaison, Reporting and Monitoring

·  Update MCGM, TMC, and CDC teams in a weekly email on program updates, issues, and resolution

·  Facilitate the collection of indicator results for BD4HI reporting requirements

·  Assist with data analyses and the writing of BD4HI reports

·  Write summary training report for each training using standard reporting template with participant list

·  Prepare brief summary report of all meetings held using standard reporting template with participant list

·  Conduct COD reporting quality assessment of physicians who have been trained

·  Assist coding supervisor in conducting coding quality assessment

Secondary Duties: to support Project Coordinator with primary responsibilities in building capacity in medical certification of cause of death. The tasks can include the following:

Medical certification of cause of death (COD) training:

·  Support the development of training materials

·  Maintain responsibility for the publication and distribution of training materials

·  Maintain updated contact form of trainers

·  Support MCGM team in identifying physician trainees for training

·  Support MCGM team in identifying available training locations

·  Notify physician trainees and confirm attendance at training

·  Notify Indian Medical Association of training participants for continuing medical education credits

·  Notify trainers and confirm attendance at training

·  Contact and confirm catering for training

·  Support TMC and MCGM teams in transferring funds in time to pay for trainings and maintain records of these transactions

·  Support TMC and MCGM teams in making trainee and trainer incentive funds available and maintain records of these transactions with signatures of recipients

·  Assist with certification trainings as required

·  Maintain database of trained physicians and those requiring retraining

·  Communicate any training or training planning issues with MCGM, TMC, and CDC teams in a timely fashion

Meetings:

·  Facilitate coordination of special meetings

·  Coordinate steering committee meetings

·  Support coordination of medical school steering committee meetings

·  Contact or notify meeting participants and communicate participation confirmation to CDC, MCGM, and TMC teams

·  Confirm meeting venue availability and material procurement to CDC, MCGM, and TCM teams

·  Maintain updated contact sheet of steering committee and medical school steering committee members

·  Facilitate communication and transmission of key documents between committee members, ie. meeting minutes, participant list,& draft curriculum

·  Assist with integrating revisions in documents discussed at committee meetings

Detailed timelines for deliverables: The detailed timeline for deliverables will be provided by CDC to the Project Coordinator and, once agreed by the Project Coordinator, will become the timeline for deliverables applicable during the term of work of the Project Coordinator.

Qualifications

·  Post-graduate degree in public health, health informatics, public policy, health service management or related field

·  Previous experience managing a complex, multi-party project (at least 5 years’ experience is essential)

·  Proficiency in English

·  Strong organizational and written and oral communications skills

·  Ability to work independently

Location of work and inputs: The Project Coordinator will work be based in Mumbai at either MCGM or TATA Memorial Hospital. The CDC will provide the Project Coordinator with a project laptop computer and dongle. The Project Coordinator will be reimbursed for dongle and mobile phone charges associated with the production of the deliverables outlined in these TORs.

Position: This is a full-time position with substantial commitments, thereby limiting the Project Coordinator’s ability to conduct other contracting work simultaneously or work in private practice.

Management of Project Coordinator contract: The Union South-east Asia is the contracting entity. Day to day management of tasks will be by the Implementation Team lead based in the MCGM and the CDC Program Officer based in Hyattsville, Maryland. Approval of deliverables will be by the CDC Program Officer.

Timeline: The contract will be initially upto March 2017 and renewable for another 12 months depending on continued funding for the position and satisfactory performance of the incumbent.

Compensation offered:

Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate. Candidates outside of Mumbai must be able to support their own relocation.

Fees: Payment will be on a monthly basis upon submission of an invoice by the Project Coordinator.
