CITY MANAGER POSITION DESCRIPTION

NATURE OF WORK
This position is the chief administrative officer for the City who is responsible to and assists the City Council and Mayor in the duties of management of all City affairs.
The City Manager is required to report his/her daily activities, if they take him/her out of town for City business, to the Mayor or in his/her absence to the Mayor Pro Tem.
The individual is to provide municipal public management, technical assistance and guidance to citypersonnel in order to carry out City activities and building inspections in the most efficient and economical manner in compliance with City Council policies and objectives, government regulations and good engineering and construction practices.
Work involves responsibility for the planning, organizing and directing the day-to-day activities of the city. The City Manager shall work in an oversight capacity to execute and superviseall projects done by and for the City including among others: storm sewers, streets, alleys, surveys, and mappingwith the appropriate licensed assistance if needed. The City Manageris responsible for overseeing citypolicies, for planning long-term capital improvements programs, and for making administrative and professional decisions. Duties also include supervision of department heads. Works closely with economic development entities. Supervises the administration of the City’s building inspection, planning and zoning and housing code programs.
ILLUSTRATIVE EXAMPLES OF WORK
The City Managershall have general supervision over all City employees. This does not include the Denison Municipal Utility Board and its employees.
The City Manager shall utilize the City Attorney for any City business when needed. The City Manager shall:
Provide coordination and direction of all City services through the various departments.
Study possible joint arrangements with municipal boards and commissions, make recommendations for such arrangements as are mutually acceptable and to coordinate these activities as agreed upon.
Works with the, Crawford County Development Corporation and other entities as designated by the Mayor and Council to further community progress and act for the City in the exercise and execution of all policies and programs in whichthe City of Denison, Iowa, is involved on a joint basis with any political subdivision including any subdivision of the government of the United States of America or the State of Iowa.
Be responsible for theadministration of all ordinances, resolutions, Mayor and Council policies and directives and to supervise the City Administrative policies and procedures.
Continuously studies the government’s operating procedures, organizations and facilities and makes recommendations of fiscal and other policies to the Mayor and Council whenever necessary and to keep the Mayor and Council informed on the progress of its programs and the status of its policies.
Formulate the yearly budget; be responsible for the purchasing of all goods, materials, and supplies needed by the City. He/She shall enter into consultation with department heads to delegate responsibility to department heads to determine needs for all departments of the City; formulate the technical and financial aspects of bids, submit contracts for City needs to the Council for approval and authorization, advertise for bids on the basis of the contracts and enforce quality standards for goods purchased.
Shall be in charge of all public works for the City, under the jurisdiction of the Council, to includenew construction, maintenance andrepair.
Shall, when directed by the Council, and with appropriate licensed professional assistance, supervise the construction of all public improvements under the jurisdiction of the Council.
Shall review plans and specification for construction contracts; confers with consultants, contractors and other interested parties in the planning and design of all public improvements under the jurisdiction of the Council.
With appropriate licensed professional assistance shall make or cause to be made all the necessary surveys, plats, and drawing, and estimates, together with suitable specifications for all public works, when ordered by the Council.
Direct all professional, sub professional or other employees in the Public Worksdepartment in the investigation, development, design and construction of Public Works projects; controls fieldwork and projects through review of reports prepared and conferences.
Develops Public Works department work schedules and reporting procedures; personally participatesinthe preparation of the capital improvements program.
Prepares budget estimates for the Public Works departments and supervises the assignment and preparation of various reports required of the department.
Represents the municipal government in dealing with other governmental jurisdiction, private firms, and general public on Public Works matter as designated.
Explore all potential grants and all other potential alternative funding opportunities for community projects and when directed to do so write and submit grant applications.
Supervises the administration of the City Code.
As required, attend meetings of the Planning and Zoning Commission, Board of Adjustment, Aquatic Center Board, Library Board, Community Housing Agency, Tourism Board, Airport Zoning Commission, and the Airport Commission, and furnishes information on subjectsubjects under discussion, if requested.
Shall assist in the carrying out of the Comprehensive Plan and shall assist in all other forms of planning within the City government.
Recruit, select and employ persons to fill all offices for which no other mode of appointment is provided, subject to the approval of the Council.
Shall perform such other duties as the City Council may beby resolution or ordinance, prescribe.
DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the organization and functions of city government.
Considerable knowledge of the principles and techniques of governmental administration.
Considerable knowledge of the principles of accounting, personnel management, and budget preparation.
Ability to plan, assigns and direct the work of others, including the ability to delegate authority. Ability to properly interpret and make decisions in accordance with laws, regulations and policies.
Ability to establish and maintain harmonious working relationships with employees, other City officials, representative of other agencies and the public.
Generalknowledge of civil engineering principles, practices and techniques, and of the construction and maintenance methods, materials and equipment as employed in municipal public works projects.
Considerable knowledge of City zoning and regulations. Ability to enforce and interpret regulations with firmness, tact, impartially, and consistency.
Knowledge of the laws and regulations governing the development and construction of public improvementprojects and ability to supervise a varied municipal Public Works programs and to express facts and ideas clearly and concisely, orally and in writing.
DESIREABLE EDUCATION AND EXPERIENCE
Graduation from an accredited four-year college or university with major course works in public, business administration, civil engineering, fields.
Should have considerable experience in municipal Public Works programs and in building construction, with some experience in the inspection of residential and commercial construction projects.
Three to five years of progressive experience in City management.
PHYSICAL REQUIREMENTS
Physical Demands and Work Environment:
Employee is regularly required to, sit at a desk and in meetings for long periods of time; talk or hear, in person, in meetings and by telephone; use hands and fingers to handle, feel or operate standard office equipment; and reach with hands and arms. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Employee is intermittently required to twist to reach equipment surrounding desk; walk to observe department activities; bend and squat to perform file searches; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; operate an automobile to attend various meeting and workshops. Employee is also required to oversee City projects that require presence on job sites during all seasons. While performing duties, employee is regularly required to used written and oral communication skills; analyze community service, budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve community service issues; remember personnel rules, legal and code requirements; and explain and interpret codes, policies and procedures; interact with City management, other governmental officials, contractors, vendors and the public.
