5:30 PM – City Hall
Mayor Flaherty called the meeting to order with Council members Reis, Ulmer, Belmore, and Maunu present.
Absent: Troy Schilling and Darren Pahl.
City Employees present were: City Foreman Flynn, Attorney Radermacher, Building Inspector Kassa and Police Chief Frannea.
Also present: Harold Rotunda-CPA, Johnson, representing Dickey County Leader, Steve Mereness, Dakota Supply Group, James Byerley DRN, Aaron Tschosik, Matt Thorpe, Chris Bauer and Jeanette Robb-Ruensz.
Motion by Ulmer, second by Maunu to approve the minutes from the April 8th council meeting and April 22nd Board of Equalization meeting. All members present, aye. Motion approved.
Motion by Maunu, second by Reis to approve operating statement as presented. All members present, aye. Motion approved.
5:35 PM - Harold Rotunda presented the 2012 city audit for Council approval. Motion by Maunu, second by Belmore to approve the 2012 city audit as presented. All members present, aye. Motion approved.
Motion by Ulmer, second by Reisto approve the bills as presented. All members present, aye. Motion approved.
Delinquent accounts: Hank Joubert, Kerry Kuno, Myron Masset and Charles Vanasse.
Building Permits: Motion by Ulmer, second by Maunu to approve building permits for Benedictine Living Communities DBA Prince of Peace, Nancy Kee and Kathleen Burkhardt. All members present, aye. Motion approved.
Raffle permits: Motion by Reis, second by Ulmer to approve raffle permit forKedishHouse All members present, aye. Motion approved.
6:10 PM –Fire Chief Thorpe reported to the council about the repairs needed to the Fire Hall building. The exterior brick walls are in bad condition. The building will be insulated, covered with steel and 2 new walk-in doors installed. Motion by Maunu, second by Belmore to approve the quote by Mertz Lumber & Supply for up to $31,000 to do repairs to the Fire Hall building. Roll call vote: All members present, aye. Motion approved.
Steve Mereness Sales Representative for Dakota Supply Group provided information for a remote radio read water meter reading system.
City Foreman Flynn updated the Council on the April projects. City wide clean-up waschanged to May 13th and 14thdue to weather conditions. Workers have been working at the cemetery preparing for Memorial Day.
7:00 PM - Motion by Reis, second by Ulmer to approve the Ellendale Acres Fourth Addition Plat. Roll call vote: All members present, aye. Motion approved.
Council discussed the proposed covenants for Ellendale Acres Fourth Addition.
Chief Frannea updated the Council on the police activity for the month of April. There was discussion on how to help inform residents of parking restriction during a snow emergency alert.
Discussion was held concerning buildings on the west end of Main Street. Property owners were asked about future plans due to the deteriorating condition. Council requested property owners report back with a plan that may include demolition; and a timeline for plan completion of these properties by the next council meeting.
Police Chief Frannea stated his plans to identify city properties without the proper building numbers. According toOrdinance 3.0601House Numbering Required -All lots, buildings and structures in the City shall be numbered.
7:30 PM - Building Inspector Kassareported on Martinson’s (300 1st ST N) progress of house demolition which has until June 1st to be completed. Knox (109 Main St) stated his plans for windows to be ordered in May. A special meeting will be scheduled as soon as possible to discuss what legal action could be taken.
Other properties discussed were Dobler’s (100 2nd St N) garage door; andOrwig’s (721 3rd St N) house not secured and soffit not repaired.
Motion by Reis, second by Maunu to advertise for bids to demolish building at 71 Main St. All members present, aye. Motion approved.
New building permit tabled to next meeting.
A letter will be sent to Myron Masset addressing the fence located in boulevard.
A suggestion of having a town hall meeting to discuss the rehab of Main Street and residential properties. Possibly having a “Grassroots” community help other community member’s cleanup. Something to achieve more PRIDE in our community.
Motion by Ulmer, second by Maunu to approve the First Reading of the Event Alcohol Beverage Permit Ordinance # 7.04022. Roll call vote: All members present, aye. Motion Approved.
Motion by Maunu, second by Reis to approve the First Reading to Amend Alcohol Beverage Ordinance #7.0401-7.0405; 7.0407-7.0416. Roll call vote: All members present, aye. Motion Approved.
Motion by Maunu, second by Belmore to approve the annual Gaming Permit for American Legion. All members present, aye. Motion Approved.
Motion by Reis, second by Ulmer to approve Daryl Monette as a member of the Special Assessment Board. All members present, aye. Motion Approved.
The re-plumbing of Stebner’s sewer will be started by June 1st.
Motion by Reis, second by Belmore to approve $15 per lot for mowing contract for monument lawn due to the bagging of the clippings of this area. All members present, aye. Motion Approved.
Information was given about the straw bale garden produced by Soil Conservation in front of the USDA offices.
Motion by Reis, second by Ulmer to adjourn.
Next Meeting will be held June 10that 5:30pm.
