The following joint concurrent resolutions have been introduced for approval by the Senate and House and will be adopted automatically unless a Senator or Representative requests floor consideration before the end of the session of the next legislative day. Requests for floor consideration in either chamber should be communicated to the Secretary’s office and/or the House Clerk’s office, respectively.

Senate concurrent resolution congratulating the 2007 South Burlington High School Rebels girls' lacrosse Division I championship team.

Whereas, after leaving the 2006 girls’ lacrosse Division I state championship game bereft of the division title, the South Burlington High School Rebels were afforded a championship rematch in 2007 when they once again faced the Middlebury Union High School Tigers in the season’s finale, and

Whereas, throughout the 2007 contest played at the University of Vermont’s Widner Field, the many enthusiastic South Burlington fans in attendance provided the Rebels an extra degree of momentum, and

Whereas, South Burlington grabbed an early lead, having outdistanced the Tigers 3–0 after only 10 minutes of play, and

Whereas, Middlebury was not prepared to concede defeat easily, and by the halftime break, the Tigers had narrowed the Rebels lead to a narrow 7–6 margin, and

Whereas, early in the second half, South Burlington scored three quick goals in succession and continued to increase its lead until victory was assured with a 14–9 win when the game concluded, and

Whereas, the offensive muscle that brought the championship crown to South Burlington featured the scoring of seniors Lexi Crook (six goals), Taylor Rand (three goals), Caroline Andrew (two goals) and their classmates, Ashley Moirano, Jenny Wheel and Donna Jezwinski, who each contributed a goal, and

Whereas, the entire 2007 South Burlington Rebels girls’ lacrosse squad, consisting of Donna Jezwinski, Zoe Iasilli, Katie LeClair, Julie Barrett, Annie Rendall, Sydney Stevens, Alex Dionne, Caroline Andrew, Becca Lee, Lexi Crook, Kylie McLane, Jenny Wheel, Michelle Handy, Ashley Moirano, Malinda Wisell, Gillian Mann, Alyssa Crews, Gigi Veve, Natalie vonTurkovich, Andrea Luxenberg, Jenn Duff, Taylor Rand, Kaleigh Giard-Chase and Becca Shaw, and the leadership of its great coach, Anjie Soucy, resulted in the team’s fantastic 17–1 state championship 2007 season, now therefore be it

That the General Assembly congratulates the 2007 South Burlington High School Rebels girls’ lacrosse Division I championship team, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to Anjie Soucy at South Burlington High School.

Senate concurrent resolution congratulating the 2007 South Burlington High School Rebels Division I championship boys' tennis team.

Whereas, the 2007 South Burlington High School Rebels boys’ tennis team brought its proud tradition of high-quality play, symbolized by the team’s amazing record of 16 prior state championships, into the spring 2007 campaign, and

Whereas, after the Rebels defeated every team they played, which translated into wins in 92 of 114 matches, the Rebels were prepared to take their 15-0 record into the state championship against the second-seeded Brattleboro Union High School Colonels, and

Whereas, in his matches, the Rebels’ No. 1 singles player, Jeff Yang, despite falling behind 3-1 in the opening set, rebounded easily and dominated his opponent by winning five consecutive games, culminating in a match point based on 6-3, 6-2 set victories, and

Whereas, freshman Alex Ward thrilled the hometown championship final crowd with his commanding 6-1, 6-1 set scores, demonstrating why he won the state 2007 state single’s championship, and teammates Kevin White and Taylor Wilkins also has successful singles matches, and

Whereas, the Rebels’ No. 1 doubles pair of Ethan Tarricone and Charlie Dunn, after a first set 6-3 loss, focused on their play and captured their match 6-3, 7-3, and South Burlington’s second doubles pair, Ben Wargo and Mark Mallory, also won a tie breaker to clinch their match, and

Whereas, the Rebel’s 2007 season was assured of a state championship designation when Jonathon Covell won his single’s match handily 6-2, 6-1 as South Burlington left the courtside benches with a 7-0 victory over Brattleboro Union High School, and

Whereas, everyone on the 2007 South Burlington boys’ tennis roster, including Charlie Dunn, Andy Gower, Jeffrey Lee, Ethan Tarricone, Ben Wargo, Kevin White, Taylor Wilkins, Jeff Yang, Jonathon Covell, Andrew Kaufman, Steve Bolger, Mark Mallory and Alex Ward, contributed to the Rebel’s superb 2007 undefeated Division I championship season, and

Whereas, Coach Bill Price exhibited great leadership talent throughout this exciting endeavor, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates the 2007 South Burlington High School Rebels Division I championship boys’ tennis team, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to Bill Price at South Burlington High School.

Senate concurrent resolution congratulating the 2007 South Burlington High School Rebels Division I championship baseball team.

Whereas, the 2007 South Burlington High School Rebels played an incredible spring of baseball, both on the field and at the plate, and

Whereas, at each succeeding game during the 2007 season, the prospect of another high school defeating this team of extremely adroit and powerful athletes became more unlikely, and

Whereas, the Rebels advanced during the playoff competition and won their penultimate contest with a 1-0 10th-inning victory against Mount Mansfield Union High School, and

Whereas, with their place at the Centennial Field Division I final secured, the Rebels prepared to face the Champlain Valley Union High School (CVU) Red Hawks, and

Whereas, through the first five innings, a repeat of the semifinal game was emerging as each team’s display of outstanding play on the pitcher’s mound and elsewhere on the field prevented any runners from crossing the plate, and

Whereas, the bottom of the sixth inning proved to be the game’s decisive frame as the Rebels scored three runs based on just a single hit from the bat of Brandon Fay who also slammed the essential hit in the semifinal game against Mount Mansfield, and

Whereas, South Burlington held back a CVU scoring threat in the seventh inning as a runner advanced to third base before three consecutive Red Hawk outs extinguished this challenge of the Rebels’ lead, and

Whereas, when the game was over, South Burlington had won the 2007 Division I baseball championship, its second in three years, and Rebel pitcher Casey Harman had thrown a memorable two-hitter with 15 strikeouts and just one walk, and

Whereas, Rebels Rob Griffin, Ben Mowczan, Ethan Martin, Casey Harman, Jared Candib, Brandon Fay, Dylan Freeman, Dylan McLean, Jason McMahon, Josh Blow, Taylor Stevens, Steve Collins, Owen Ozanich, and Dan Maldonado played a quality of baseball that enabled the team to finish with a 20-0 season record, and

Whereas, coach Patrick Bose, and assistant coaches Tim O’Day and Steve Maglaris, served as outstanding role models and mentors for the Rebels, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates the 2007 South Burlington High School Rebels Division I championship baseball team, and be it further

Whereas, Theodore (Ted) Riehle Jr.’s environmental and political leadership on behalf of the state’s scenic heritage resulted in the general assembly’s adoption of Act 333 of 1968, legislation that severely restricted outdoor advertising signs, more commonly referred to as billboards, and

Whereas, the legislation was adopted with findings that “scenic resources of great value are distributed throughout the state,” and that “the scattering of outdoor advertising” was “detrimental to those scenic resources,” and

Whereas, bringing his vision to dismantle these widely prevalent and unattractive large roadside signs was a mission that few of his general assembly colleagues thought even the most masterful politician could accomplish, and

Whereas, as a United States Naval officer with both World War II and Korean War combat experience, Ted Riehle Jr. had invaluable expertise gathering all needed hands on deck for this monumental legislative battle, and

Whereas, Ted Riehle Jr. attended Choate, Cornell University, and the New York Maritime Academy where he was commissioned as an officer in the U.S. Navy, and

Whereas, as a talented engineer, Ted Riehle Jr. held several patents, and he rose through the ranks at the Master Rule Company in Middletown, New York, becoming the company’s youngest-ever executive vice president, and

Whereas, while visiting Vermont in the` 1950s, he saw, ironically, a billboard advertising the sale of Savage Island in Lake Champlain which he purchased and built a vacation home that was solar powered and independent of the electric grid, and

Whereas, Ted Riehle Jr. decided to settle permanently in Vermont and moved to South Burlington whose voters had the foresight to elect him to the house in the special 1965 election and again in 1966, and

Whereas, following his legislative tenure, Ted Riehle Jr. served as Vermont’s first planning director under Governor Deane Davis, and in that role organized the first Green-Up Day activities, and

Whereas, after leaving state government, Ted Riehle Jr. was Congressman Richard Mallary’s Vermont director, and

Whereas, he continued his naval service in Vermont commanding the U.S. Naval Reserve Center in Burlington, and

Whereas, Ted Riehle Jr. established a legacy of legislative service that his son Ted III, and daughter-in-law Helen, continued, he as a member of the house, and she as a member of the house and later the senate, and

Whereas, Ted Riehle Jr.’s life of public service and personal accomplishment ended with his death on New Year’s Eve 2007 at the age of 83, and his survivors include his wife, Ayn, his son, Ted III, and his wife, Helen, his son, Dunlap, and his son, Parker, and his wife, Deidre, five grandchildren, and two great-grandchildren, now therefore be it

That the General Assembly extends its sincere condolences to the family of former Representative Theodore Riehle Jr., and be it further

Resolved: That the secretary of state be directed to send a copy of this resolution to Ayn Riehle, and to each of Ted Riehle Jr.’s sons.

House concurrent resolution in memory of Rutland City Deputy Fire Chief Michael Walsh

Whereas, Rutland City Deputy Fire Chief Michael Walsh was dedicated to his profession and to improving his colleagues’ working conditions and advancement opportunities, and

Whereas, he began his firefighting career as a part-time employee of the department before his appointment to a full-time firefighting position in 1974, and

Whereas, Michael Walsh was born in Rutland, graduated from Mount Assumption High School in Plattsburgh, New York, and earned a degree in fire science from the State University of New York’s Empire College, and

Whereas, always seeking to broaden his skills, Michael Walsh becoming an EMT in 1975, a paramedic in 1981, and most recently, in 2007, earned certification as an FAA Airport Firefighter, and
