This inventory is carried out in each of 14 regions of the Czech Republic.

CONTAMINATED SITES POPs-INVENTORY PROJECT (based on the National Implementation Plan of the Stockholm Convention and Regulation No 850/2004)

Inventory period NOV/2008 to DEC/2009 (I. PHASE) based on the Open Public Tender in the Czech Republic.

Compilation of basic data on existing contaminated sites and locations potentially consisting of, containing or contaminated with certain POPs chemicals and pesticides (subject to the inventory – Aldrin, Chlordane, Dieldrin, Endrin, Heptachlor, Hexachlorobenzene (HCB), Mirex, Toxaphene, Polychlorinated Biphenyls (PCBs), DDT (1,1,1-trichloro-2,2-bis(4-chlorophenyl) ethane), Chlordecone, Polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDDs/PCDFs), Hexachlorocyclohexane (HCH), including Lindane, Hexabromobiphenyl (HBB)).

Project comprisesmainly available data collection. No waste, soil, water or ground water sampling and laboratory analyzes were carried out. Data obtained will subsequently become the part of the National Inventory of Contaminated Sites incl. proposal of the priority and the risk profile of each contaminated site.

Within the Project, any site contaminated with one or more above substances and with concentration >0.1 mg POPs/kgsoil or 0.1 μg POPs/l water is included if known or put on the list by various contaminated sources.

MAIN RESULTS OF THE CONTAMINATED SITES POPs-INVENTORY PROJECT
(I. PHASE)

- 774 contaminated or potentially contaminated sites and locations consistingof, containing or contaminated with certain POPs chemicals and pesticides was found

- those sites are contaminated, if known, with POPs of concentration >0.1 mg POPs/kgsoil or 0.1 μg POPs/l water

- 774 locations are of:

30 % former and closed municipal landfills sites

25 % of sites proposed as pesticides contaminated

23 % of industrial or enterprise areas, mostly abandoned

8 % electro energy supplying companies

4 % already closed industrial landfills

< 4 % military areas, mines, petroleum refining, natural gas purification and pyrolytic

treatment of coal areas, and other contaminated sites

II. PHASE of the POPs CONTAMINATED SITES INVENTORY in the Czech Republic is currently in the process within the Open Public Tender for period SEP/2009 to DEC/2010. II. PHASE Project is dealing with “new”-POPs contaminated or potentially contaminated sites and locations and those locations that have not been completely described in the I. PHASE.

Data collected also based on the Act No. 356/2003 Coll., on chemical substances and chemical preparations, as amended.

SECTION IV: IMPLEMENTATION PLANS

The Czech Republic transmitted its Implementation Plan to the Conference of the Parties on 8. 5. 2006 and inparallel to the Commission and to the other Member States via CIRCA system.

1.2.1. Did you give the public early and effective opportunities to participate in the development of your NIP?

Yes. There was more than 3 years opened discussion with the broad public.

During the process of preparation of the NIP there was the group of people, scientists, researchers, university teachers and NGOs members involved. All of them were asked to send their comments to 4 proposals of the NIP during 3 years preparation period. Final opened inter-ministerial discussion was also attended by representatives of NGOs.

The Government of the Czech Republic through the Government Regulation No. 1307 from 19 October 2009 was informed about the fulfilment of the short- and mid-term tasks and measures set in the NIP in September 2009. Based on that and currently discussed “new” POPs Regulation revision the NIP will be revised shortly.

SECTION V: MONITORING

1. Has your Member Stateestablished a monitoring programme on the presence of dioxins, furans and PCBs in the environment?

Yes

Data is collected every year as a fulfilling the obligations of the EU Directives and Regulations. Mainly the Integrated register of pollution and air protection databases are filled by data:

CR has very broad and long-term system of POPs monitoring – ambient air – active measurement as a part of EMEP; passive sampling national network, water, sediment, soil, biota and human monitoring. Another source of monitoring data is here:

Research Centre for Toxic Compounds in the Environment (

Centre is an independent department at Faculty of Science, Masaryk University, with its own research and development, educational programmes and expert activities within the field of environmental contamination. Centre focuses on persistent organic pollutants (POPs), polar organic compounds, toxic metals and their species and natural toxins - cyanotoxins. Centre is formed by research divisions, service laboratories and technology-transfer centres:

-Environmental chemistry and modelling

-Ecotoxicology and risk assessment

-Trace laboratory

-Laboratory of data analyses
