Meeting called to order by President Mimi Chan at 7:30pm

Minutes taken by Mimi Chan, President in absence of Secretary Brad Edgar

Present: Mimi Chan, Della Johnson, Shanee Martin, Hillary Flowers, Cody Strub

Absent: Larry Cardoza, Brad Edgar, Rachelle Karpeles, Lee Rutter, Jennifer Smith

Quorum Count: 5/10

Potential Board Members: John Madden, Vicki Spears.

Retiring Board Members: Rachelle Karpeles to retire from the board and stay active on the Social Committee. Mimi Chan will follow up regarding official resignation letter.

Minutes of July 6, 2016 – M/S/A – Accepted as is. Mimi Chan to post to website.

  • Paid membership 98 out of 125 in membership database/ 254 homes in the area.

HEIA Response to CC&R and HOA Requests

  • HEIA is not responsible for CC&R and HOA requests from realtors as we are an improvement association.
  • Shanee to provide legal response. Board members to review and provide feedback on response.
  • Della to take lead in answering requests and cc Mimi Chan.
  • Mimi create place on website to inform new homebuyers/realtors.

Median-Safety/ Wildfire Prevention/Brush Clearing (*Lee Rutter, John Madden, Lilah Green)

  • Mimi Chan will follow up with Lee for update and next steps.
  • Hillary Flowers to connect with Lee Rutter.

Safety-Effective Installation of Cameras/Speed Monitors/Bumps (*Larry Cardoza, Cody Strub, Della Johnson, Lew Ripsteen)

  • Proposed new camera system and DVR capture – To obtain cost and present at next board meeting for decision.
  • Speed bumps/Speed monitors/Signs – Lew has pursued with city but it is not viable given need for firestation to be able to move quickly. Partner with groups as follows to petition city: Brad Edgar to talk with High School, Cody Strub to talk with Fire Station, Mimi Chan to talk withDesleyBrooks. Provide update to this committee by next board meeting.

Community Building-Social Events/Membership Recruitment/New Residents Welcome (*Jennifer Smith, Hillary Flowers, Rachel Karpeles, Emily Rosenberg after Nov)

  • Halloween Harvest Party Skyline Church 10/30 2-5pm
  • Speakers: Mimi Chan to give welcome, invite guests to join HEIA, share announcement. Mimi Chan to invite local representatives to attend and speak.
  • High School Music/Small Band: Brad Edgar to invite high school.
  • Food & Drinks: Shanee Martin to coordinate food.
  • BBQ: Larry Cardoza grill, Victor Martin & Eric to grill, Shanee Martin to ask Judy Bank for use of trailer (ok).
  • Fire Dept: CodyStrub to invite fire department to bring fire truck.
  • Jump House: CodyStrub to arrange for jump house.
  • Pumpkin Painting – bring pumpkins
  • Games for kids: Hillary Flowersto coordinate
  • Insurance: CodyStrub to secure.
  • Communication:
  • Mimi Chanto talk with Steve about signs/banner
  • Mimi Chan will post to website
  • Mimi Chan to coordinate mailing and/or email to Save the Date to drop 10/1/16. In mailing to request neighbors to bring small pumpkins for painting, outdoor games, bags candy or prizes.
  • Tabling & Raffle/Giveaways
  • Stables, goats, 4H Club – Mimi Chan to ask Judi Bank for contacts
  • Hillcrest Estates Vintners – Chris/Lee Rutter to confirm if interest
  • Intervention Group and Tree Service, Woodminster Theater, Observatory, Martha Hill Realtor – Mimi Chan to invite to take part.

High School/ Merritt College (*Brad Edgar, Cody Strub)

  • Skyline High School: Nancy Bloom and Vinnie Blye to serve as Co-principals.In process to be accredited for International Baccalaureate over 3 years.

City and County Representatives (*Mimi Chan, Liaison)

  • Mimi Chan to invite to annual picnic

Septic to Sewer (*Shanee Martin, John Madden, Suzanne Mount, Jennifer Der)

  • 9/21 Meeting – City coordinating. Meeting may be postponed. If needed Shanee Martin to call NBC Bay Area and Mimi Chan to reach out to FOX reporter contacts to raise awareness.

Crime Reports

  • Mimi Chan to request crime reports from Intervention Group.
