KY Legislative Ethics Commission

December 11, 2003

The Kentucky Legislative Ethics Commission held its regularly scheduled meeting at 10:00 A.M. in Room 125 of the Capitol.

Commissioners Present: Chairman George Troutman, Vice Chair Rebecca Tomblinson, Lloyd Clapp, Pat Freibert, Judge Paul D. Gudgel, Dr. Doug Moseley, and Joe Lane Travis.

Commissioners Absent: Ann Henn and Judge Charles B. Lester

LEC Staff Present: Judge Anthony Wilhoit, Peggy Williams, Connie Evans, and Donnita Crittenden.

Chairman Troutman called the meeting to order.

Chairman Troutman asked for a motion to enter into Executive Session to discuss a possible complaint, a formal opinion and reporting requirements of employers and legislative agents. Mrs. Tomblinson moved and Mrs. Freibert seconded the motion. All were in favor.

Chairman Troutman asked for a motion to come out of Executive Session. Mrs. Freibert moved and Mrs. Tomblinson seconded the motion. All were in favor.

Chairman Troutman asked for approval of the minutes of the November 12, 2003, meeting. Dr. Moseley moved and Judge Gudgel seconded the motion to approve the minutes as written. All were in favor.

Judge Wilhoit reported that Commission staff has received a record number of informal advisory opinion requests from legislators this month.

Judge Wilhoit informed the Commission that LEC staff has submitted all required information to the Kentucky Bar Association for CLE Credit for the Current Issues Seminar scheduled on January 7-8, 2004.

Judge Wilhoit announced that he would be hiring a part-time data entry person for the 2004 Legislative Session and a new investigator for the LEC office. Doug Wilson has resigned to accept other employment.

The next meeting will be held on Wednesday, January 7, 2004, at 10:30 A.M. There being no further business, Judge Gudgel moved and Mr. Clapp seconded the motion to adjourn. All were in favor.
