Calling To Order:

Mayor Greene called this meeting to order at 7:30 pm.

Attendance:

Mayor Dennis Greene, Councillors Wayne Sturgeon, Kevin Travis, Mark Ingersoll, Stuart Green, Kirk Cheney, Sherman Ross, Phil Ells Jr., Maurice Green ( 7:37pm ), CAO Rob MacPherson, Clerk Linda Sullivan Brown, Acting Clerk Natalie Parsons, Cpl Andy Cook, 1 GMTV Worker, 6 Members of the Public

Prayer:

Councillor Sturgeon gave prayer over Council and this meeting.

Opening Remarks:

Mayor Greene congratulated the Tidal Threads Quilt and Needlework group of Grand Manan for having their ‘Herring Day Smoke Sheds’ quilt on the cover of the Canadian Quilters Magazine and also having an article published in the magazine. They raised $6000.00 for the Rotary Club.

He also congratulated CARS groups on their success of Chocolate Dreams their fundraising event.

Mayor Greene read the letter that he received from MLA Rick Doucet.

Disclosure of Conflict of Interest:

Councillor Cheney declared conflict on item 11.3

Adoption of the Minutes:

Moved by Councillor Travis, seconded by Councillor Ells to accept the minutes of February 2, 2009 as circulated.

Request for Proclamation-

Moved by Councillor Sturgeon, seconded by Councillor Ingersoll to not read proclamation from The Kidney Foundation of Canada, New Brunswick Branch.

ADI Payment-

Moved by Councillor Ells, seconded by Councillor Maurice Green that be it resolved to move $5,343.93 from the MRIF bank account in the Capital Reserve Fund to the General Capital Fund to make payment to ADI Limited with a certified cheque for their work on the Boys and Girls Club Infrastructure.

Fitzgerald and Snow Payment-

Moved by Councillor Ells, seconded by Councillor Ingersoll that be it resolved to move $191,705.83 from the MRIF bank account in the Capital Reserve Fund to the General Capital Fund to make payment to Fitzgerald and Snow for their work on the Boys and Girls Club Infrastructure.

Moved by Councillor Ells, seconded by Councillor Maurice Green that be it resolved to make a draw on the Village’s Gas Tax Line of Credit with Scotia McLeod in the amount of $6228.56 and deposit it into the General Operating Account.

Moved by Councillor Ells, seconded by Councillor Maurice Green that be it resolved to make payment to Fitzgerald and Snow in the amount of $6228.56 by certified cheque from the General Operating Fund for their work completed on the Gas Tax Project.

Moved by Councillor Ells, seconded by Councillor Sturgeon that be it resolved to make payment to Wortman Enterprise Ltd in the amount of $5436.43 from the Capital Reserve Fund, for the basketball and gym equipment.

Source One Supplies-

Moved by Councillor Ells, seconded by Councillor Stuart Green that be it resolved to make payment to Source One Supplies in the amount of $12,954.32 from the Capital Reserve Fund, for the cleaning equipment for the new complex.

Appointment of Temporary Village Clerk/Assistant Treasurer:

Moved by Councillor Ells, seconded by Councillor Maurice Green that be it resolved to appoint Natalie Parsons to the temporary position of Acting Clerk/Assistant Treasurer for the Village of Grand Manan with an annual salary of $24,788.40 while Clerk Linda Sullivan Brown is on Maternity/Parental Leave.

Committee Report:

Mayor Greene was approached by Councillor Stuart Green with a suggestion to create an energy Committee. After speaking with Councillor Stuart Green, Mayor Greene has decided that on this committee would be Councillor Stuart Green (Chairman), Councillor Ingersoll and Councillor Ells.

Marine Planning-

Councillor Ingersoll read report.

Moved by Councillor Ingersoll, seconded by Councillor Maurice Green to support the Grand Manan Fisherman’s Association in their opposition of this plan and have the Village send a letter out to MLA Rick Doucet, Hon. Greg Thompson, Hon Gail Shea, and Faith Scattolon of DFO.

Moved by Councillor Travis, seconded by Councillor Cheney to read the final reading of the Bylaw Composition of Council.

Memorandum of Understanding with Boys & Girls Club-

Memorandum of Understanding for Swallowtail-

Personnel - Appointment of Acting Treasurer /Assistant Clerk-

This meeting was called back to order at 8:45 pm.

Moved by Councillor Ells, seconded by Councillor Maurice Green that we amend the paragraph 2.1.9 of the MOU between the Boys and Girls Club to omit the second sentence.

Moved by Councillor Ross, seconded by Councillor Ingersoll to change the MOU for Swallowtail to add an additional sentence stating very clearly that the Village is not liable or bound to supply any financing whatsoever other than what may from time to time be gifted to the society for specific purposes, nor that the Village will underwrite the society for the purposes of paying of debts, etc., incurred by the society over time. After the words “agree upon” a comma should be placed instead of a period and then stating “notwithstanding anything stated here in the Village shall not be liable in any way for the maintenance or upkeep or improvement of the premises nor liable for any debts or the like incurred by the society in its undertakings under this memorandum.

Moved by Councillor Ells, seconded by Councillor Travis that be it resolved that on the successful candidate accepting the position with the Village of Grand Manan that Alyssa Ingersoll be appointed to the position of Acting Treasurer/Assistant Clerk with an annual salary of $23,649.60, to be reviewed after the expiration of the probation period of six months.

Moved by Councillor Ells, seconded by Councillor Travis that be it resolved to grant Acting Clerk / Assistant Treasurer Natalie Parsons and the appointed Acting Treasurer/ Assistant Clerk Alyssa Ingersoll signing authority for all of the accounts for the Municipality of Grand Manan.

Moved by Councillor Sturgeon, seconded by Councillor Ingersoll to go with a DOT sign and have on one side the Village logo and on the other side the Boys and Girls Club logo with the wording Grand Manan Community Centre.
