Job purposeTo effectively manage the Asset & Investment team and contribute to the development and delivery of Prima Group`s asset management strategy. To effectively manage legal compliance activities and the procurement/delivery of Prima Group`s stock investment and cyclical maintenance programmes.
Key Accountabilities
- Responsible for the procurement and delivery of the Group 5 year stock investment and cyclical maintenance programme in consultation with Prima Group colleagues and senior management to ensure stock is effectively maintained.
- Ensure that the asset management database is regularly reviewed, updated and validated to continually provide relevant and accurate stock condition information.
- To ensure that statutory legal compliance, internal procedures and best practice requirements in relation to gas, asbestos, fire safety, water hygiene and electrical safety are consistently met.
- Effectively and efficiently project manage consultants and in-house staff to undertake specialist surveys in relation to health & safety risk and legal compliance.
- To develop and manage effective record keeping, monitoring systems and processes for all of the Group asset legal compliance activities.
- Provide regular supervision, appraisal, support and line management of technical surveyors and other Assets & Investment staff members.
- Contribute to the development of the Group Asset Management Strategy and support the Head of Commercial and Asset in producing the associated forward plan investment programme.
- Support the Head of Commercial and Assets in the development of policy and procedures in the areas of investment & and asset legal compliance.
- To collate and produce timely performance reports in relation to asset management, health and safety compliance, and to present reports to senior management and board when required.
- Procure works & services contracts across the organisation effectively and efficiently to achieve value for money at all times.
- Manage and control designated budget lines within agreed limits, including the preparation of project expenditure reports and budget forecasts.
- To undertake any other duties in order to achieve personal, team and organisational objectives following consultation with your manager.
Person specification
Essential / DesirableQualifications / Degree level qualification in a surveying or construction related field.
Evidence of continuing professional development.
Full driving licence and use of a car for work / Qualified to or working towards MRICS/MCIOB or similar professional membership.
P402/P405 Asbestos Qualification.
Management Qualification.
Experience / Minimum 2 years experience at Senior Surveyor level in a housing association, not for profit or public sector organisation.
Experience in at least one of the following housing asset management health & safety legal compliance functions.
-Asbestos Management
-Fire Risk Assessment
-Gas Servicing
Experience of responsive repairs and the use of schedule of rates.
Experience of project managing housing stock investment programmes.
Experience of budget management and control. / 2 years management level experience working for a housing association, not for profit or public sector organisation.
Experience of presenting and reporting to Senior Management Team, Board of Management or similar.
Experienced in the use of asset management ICT software systems.
Experience of analysing stock condition data to produce short and long term investment plans.
Knowledge / Knowledge of legal compliance in the areas of asbestos management, fire risk assessment and gas safety.
Knowledge of modern procurement methods and recognised forms of contract. / Knowledge of the strategic asset management appraisal and investment planning process.
