Subcommittee Updates (by exception)
I.Education, Recognition & Planning ...... Mietek Glinkowski
Minutes on web – The timeliness of submitting minutes for posting on the web for the Switchgear Committee is getting worse. All SC Chairs were admonished to be prompt. File name conventions will be posted on the web for reference and consistency of file types, software versions and file naming. The current format required for minutes and postings was questioned. The chair will ask the Main Committee to consider upgrading to more current versions of the software.
II.High Voltage Fuses...... Tim Royster
No exceptions to report – Due to the recent hurricane, Tim Royster could not attend and sends his regrets.
III.High Voltage Switches...... Alex Dixon
HVS continues working on C37.30.1. The document should ballot this year.
IV.High Voltage Circuit Breakers ...... Bill Long
An announcement was made concerning a meeting to discuss consolidation of distribution voltages to be held on Tuesday, 9/23/03 at 1830. All were encouraged to attend and participate.
V.Low Voltage Switchgear Devices...... Shaun Slattery
C37.26 was approved by the Standards Board in September.
VI.Reclosers and other Distribution Equipment...... John Wood
Presently there are devices being marketed which consist of underground devices modified for overhead use. These types of devices are not presently covered by current standards. The RODE SC was determined to be the most logical SC for standardization to begin. The RODE SC was asked to reference HVS documents when possible.
VII.Switchgear Assemblies...... Dave Lemmerman
C37.23 is approved. Due to the recent hurricane, Dave Lemmerman could not attend and sends his regrets.
All Subcommittee Chairs chosen to review papers were kindly asked to be prompt in their reviews by the Switcgear Committee Chair.
Power and Energy magazine – All subcommittee chairs were asked to submit a brief paper outlining the activities of their respective Subcommittees and submit it to Jeff Nelson. Jeff would like to have something written from the SC Chairs within a couple of weeks for submission to the P&E editors.
ADSCOM Working Group Reports
C37.100.1 Common ClausesAlan Storms C30.100.1 is still soliciting a new chair to replace Alan. Dave Stone has volunteered to help with 100.1. The goal is to launch by year end. An introductory letter will be written to help smooth things during ballot. The question of ratings was raised. The WG will revisit the issue. IEC MT34 met in Ashville NC for the revision of 60694. A CD is on schedule for next May.
C37.59 Conversions of Power SwitchgearPete Dwyer
The WG is continuing to have brief meetings to review questions and topics for future revisions. Please send all information to Pete for review.
TF on Capacitor SwitchingRoy Alexander
The work continues to languish due to workload. Other groups are attempting to harmonize tests for capacitor switching. The work is deemed a very worthwhile effort. (Post-Meeting Note: Roy has turned over the Chair of the TF to Neil Mcord.)
C37.20.6 ReaffirmationAlec Monroe
Switchgear Assemblies will take the lead for future work on the document. The comments generated during the Reaffirmation ballot have not bee reviewed by the SC.
Standards Coordinator Update
Standards Report / Actions for ADSCOMDean Sigmon
Dean Sigmon not present.
C37.04 and .09 had typographical errors that were subsequently corrected. However, now the paper and electronic copies differ. How do we get it fixed? T. DeCourcel will work with HQ to determine a course of action. (The documents are not numbered differently to differentiate the original from the corrected versions, and have no errata or corrigenda.)

Revision needed to Switchgear Operations Manual?
Roy did last revision. Alec will begin work revising the O&P manual. Send all comments to Alec.
IEEE Metric Policy
Dual units have been reinstated.
PES Standards Strategy
After a lengthy discussion, the Strategy was noted.
Joint IEEE/IEC Logo Agreement
Possible documents - .013, .24 - .60 (.24 and .60 are finished.) C37.013 will have to be consolidated prior to submittal.
A Motion was made to agree with the dual logo agreement in principle. There was a 2nd. The Motion carried, unanimous in principle.
Adscom will recommend that Switchgear approve agreement and request that the SCs submit recommendations for documents under their control. The Standards Coordinator must be notified of these actions.

Round Table
STLNA-STL: Vacuum Interrupters (VIs) - The testing community is having difficulty providing valid statistical data for dielectric tests. (Kirk Smith’s position paper has been used as a basis.) STL has had an opportunity to review the paper. A proposal was made to form a joint IEEE/IEC WG to write recommendations that would be directed to IEEE and IEC for the adoption of improved test methods for VIs. Documents that could be affected by the work = Common Clauses “test procedure” (C37.100.1 and 60694) HVCB, RODE, HVS, SA.
N. McQuin will chair a task force to interface with ADSCOM and solicit interface with the SCs to form a WG roster, jointly with the IEC.
Future presentation on the Process of Standards Production – The “first cut” is done, but still soliciting comments. This item will be added to the agenda for the next meeting.
C37.016 is out for ballot. The document cites 60694 as a normative reference. This might be a first. Should a WG decide this? Is this what the customers want?
A motion was made that Adscom will recommend not to accept a normative reference to an IEC document in an IEEE SG document on a topic covered by an existing IEEE document.
There was a 2nd. After discussion, a vote was taken and the Motion carried.
