OBJECTIONS TO TRAFFIC REGULATION ORDERS – WARBURTON ROAD, KINGSBERE ROAD AND PALMER ROAD: REPORT OF HEAD OF TRANSPORTATION SERVICES

  1. Purpose of Report

1.1  To consider objections received as a result of the advertisement of Traffic Regulation Orders for the Area Committee’s Schemes.

2.  Recommendation

2.1 Recommendations on those Orders, which have prompted objections, are included on the attached sheets.

2.2 As there have been no objections, orders will be made as advertised in Kelly Close.

3.  Information

3.1  The following Orders have been recently advertised:-

(a)  Warburton Road – parking restrictions

(b)  Kingsbere Road/Hennings Park– parking restrictions

(c)  Palmer Road – relaxation of restrictions

(d)  Kelly Close – waiting restrictions

3.2  Representations have been received in respect of item (a) – (c) and these have all been circulated to the Committee members. The representations are summarised, and recommendations made on the attached sheets.

Summary of Proposals / No waiting restrictions along the northern side and at the accesses to Downland Place.
Objections and Support / Letters of support have been received from 5 local residents.
Three local residents have written to object to the proposals, saying that they will force residents and their visitors to park away from their homes.
Some of those residents supporting the proposals have asked for the yellow lines to be extended to the adjoining cul-de-sac.
Another local resident has written to support the need for restrictions but to ask whether the restrictions would be more appropriate on the southern side of the road
Conclusion / The restrictions were proposed in response to longstanding concerns about obstructive parking in this area, and it is clear that there is local support for restrictions here.
The restrictions could not be extended or swapped to the other side without re-advertising. The proposed restrictions protect the entrance to the area and there would be less justification for restrictions elsewhere in the road.
Recommendation / Make Orders as advertised.
Location / Kingsbere Road/Hennings Park Road

Summary of Proposals / Double yellow lines at the junction of the two roads and single yellow lines (no waiting Mon-Fri 8am-10am, 2pm-4pm)on both sides of Kingsbere Road.
Representations / A petition, signed by 25 residents of Kingsbere Road and Hennings Park Road, supporting the yellow lines at the junction but objecting to the single yellow lines in Kingsbere Road.
A resident of Hennings Park Road has written to object that the restrictions would displace town centre parking into the outlying suburban area, and lead to higher traffic speeds and volumes in Kingsbere Road
Conclusions / It appears that there is support for restrictions to keep the junction clear, but opposition to the single yellow lines proposed in Kingsbere Road.
Kingsbere Road is not unduly narrow and, if the junction is kept clear, there is no need to impose the single yellow lines
Recommendations /
  1. the Order for the double yellow lines at the Kingsbere Road, Hennings Park Road junction is confirmed as advertised
  2. The proposed single yellow lines in Kingsbere Road are not proceeded with.

Summary of Proposals / Relaxation of the existing double yellow lines between Stanley Green Road and Connell Close to allow parking outside Mon-Fri 8am-6pm
Representations / A resident of Connell Close has written to object that the relaxation to allow parking overnight and at weekends would cause difficulties for drivers wanting to use the Connell Close junction, and pedestrians crossing at Stanley Green Road.
Conclusions / The relaxation was requested by residents of Palmer Road, who wanted to be able to park near their homes when traffic volumes were lighter, outside the working day. The double yellow lines will still be retained for the standard distance at the junctions of Palmer Road with Stanley Green Road and Connell Close.
