CAUCUS MEETING

Members Present: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, James Kane and David Del Conte. CouncilpersonsKellyann Tolomeo and Joseph Rullo were not present. Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.

CITY CLERK JETT reviewed the communications on the agenda.

ADMINISTRATOR YECCO stated that the appointments on the agenda are seasonal. There is one person to be approved for the North Wildwood Volunteer Fire Company. Seven ordinances are on the agenda for 2nd Reading. Ordinance 1677, an amendment to the Land Development Ordinance, is scheduled for 1st Reading.

MAYOR ROSENELLO stated that 2 cases in conjunction with Ordinance 1672, Background Checks, have already been brought to the attention of the Administration.

ADMINISTRATOR YECCO stated that the Background Check process will be funneled through the HR Dept. North Wildwood is leading the way in these procedures throughout the County. The things to be amended by Ordinance 1677 are largely housekeeping items.

SOLICITOR KAUFMANN stated that a number of the revisions are being done on recommendation of the Zoning Officer.

CITY CLERK JETT stated that Ordinance 1677, after introduction, will be forwarded to the Planning Board for the statutory 35 day review period, after which the public hearing and 2nd Reading will be scheduled.

ADMINISTRATOR YECCO stated that the Dog Park ordinance needs to be followed up with rules and regulations, etc. The 2015 Budget, to be considered for final adoption tonight, contains a 1.8 cent tax increase, due to the Royal Tax Lien refund which the City was ordered to pay. There is a resolution amending the Policies & Procedures Manual. Resolution #15 regarding COAH will be pulled. The contract for the 2nd Avenue and 110 Delaware Bulkhead is ready to be awarded, which includes demolition of the structures at 110 Delaware.

MAYOR ROSENELLO stated that 110 Delaware will have a lien placed on it for the City to recover part of the cost of this project. The beach project with Wildwood is progressing. The beach between 3rd and 4th is now about 100’ wide.

COUNCILMAN RULLO arrived in Council Chambers at 6:52 PM.

SUPERINTENDENT OF PUBLIC WORKS WOZUNK stated that in 2 weeks 2,344 loads have been moved totaling 23,550 cubic yards. Seven trucks are currently working.

ADMINISTRATOR YECCO stated that Harry Wozunk is keeping detailed records of this project.

MAYOR ROSENELLO stated that the crossovers at 3rd, 4th and 5th will be rebuilt. Avalon’s current beach project will cost about $6 million while ours will be less than $500,000.

A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 7, 2015.”

PUBLIC HEARING FOR 2015 MUNICIPAL BUDGET:

President of Council Zampirri stated that this is the time and place for the public hearing for the 2015 Municipal Budget. City Auditor Leon Costello gave a brief overview of the

budget, which includes a 1.8 cent tax increase, maintains a stable fund balance, expenditures and tax revenues well below the State-mandated caps, and no gimmicks or surprises. Upon hearing no comments from the public, the President of Council then asked the City Clerk if he had received any in writing with the answer none. The President of Council then asked for a motion to close the public hearing.

On a motion by Koehler, seconded by Rullo, that the public hearing be closed. Carried.
