MINUTES

The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, July 10, 2017 at 5:00 P.M. with Mayor Carroll Breauxpresiding.

PRESENT:Dimettera Frazier,Dennis Smith, Ross Fleming, Adam Harris,and Ronnie Dees, Aldermen.

ABSENT:None.

Ronnie Dees,Aldermanopened the meeting with prayer.

Will Lynd, Police Chief, led the Pledge of Allegiance.

MOTION was made by Dimettera Frazier, seconded by Adam Harris to adopt the minutes from the last regular meeting held on Monday, June 12, 2017.

MOTION CARRIED.

PUBLIC COMMENT: None.

MOTION was made by Ronnie Dees, seconded by Adam Harris to set a minimum starting bid of $300.00 for the old Reynolds Street water tower property.

MOTION CARRIED.

Mayor Carroll Breaux opened the auction floor for bids.

Ronnie Hearnsberger bid $300.00 in the name of Jan Hearnsberger.

There being no other bids that concluded the auction.

MOTION was made by Ronnie Dees, seconded by Adam Harris to accept the bid of $300.00 from Ronnie Hearnsberger in the name of Jan Hearnsberger.

MOTION CARRIED.

An Ordinance entitled “An Ordinance Amending the Code of Ordinances of the City of Springhill, Chapter 106 entitled “Utilities-Article II. Water Service”, by Amending Section 106-59 entitled “Connection Deposit Required” Item (c) was presented for introduction.

MOTION was made by Ronnie Dees to introduce said Ordinance.

MOTION was made by Ronnie Dees, seconded by Dennis Smith, to authorize the Mayor to enter into an agreement between the City of Springhill and Local Exchange Network Company, Louisiana (LENCLA) for a right of way use pending approval by the City Attorney.

MOTION CARRIED.

MOTION was made by Ross Fleming, seconded by Adam Harris, to authorize the Mayor to sign an Engagement Letter and a SAUP Engagement Letter with the CPA Firm of Cook and Morehart FYE Audit 6/30/2017.

MOTION CARRIED.

A beer license for the Springhill Rodeo Association, Inc. was presented for approval.

MOTION was made by Adam Harris, seconded by Dennis Smith, to issue the beer license.

MOTION CARRIED.

A beer license for Discount Tobacco, Inc. dba Bayou Butts and Booze #41 was presented for approval.

MOTION was made by Adam Harris, seconded by Ross Fleming, to issue the beer license.

MOTION CARRIED.

Police Chief Will Lynd made a recommendation to the Council to accept the resignation letter from Patrolman Frank Evans who is leaving to accept another job.

MOTION was made by Ross Fleming seconded by Dimettera Frazier, to accept the recommendation from the Police Chief.

MOTION CARRIED.

The Police Chief made a recommendation to promote Officer Fannie Rankin from dispatch to the patrolman position that Frank Evans is resigning from.

MOTION was made by Dimettera Frazier, seconded by Dennis Smith, to accept the Chief’s recommendation.

MOTION CARRIED.

The Police Chief made a recommendation to move Don Box from part-time dispatcher to full-time dispatcher to replace Officer Rankin.

MOTION CARRIED.

The Police Chief made a recommendation to hire Frank Evans as a part-time dispatcher.

MOTION was made by Dennis Smith, seconded by Dimettera Frazier, to accept the Chief’s recommendation.

MOTION CARRIED.

The Police Chief made a recommendation to increase Sgt. McWilliams from pay level 16 base pay to level 16 step 1.

MOTION was made by Ronnie Dees, seconded by Dimettera Frazier, to accept the Chief’s recommendation.

MOTION CARRIED.

MOTION was made by Adam Harris, seconded by Dennis Smith, to pay the June 2017 bills totaling $176,997.50.

MOTION CARRIED.

At this time Mayor Carroll Breaux asked to amend the agenda for these two items of city business:

To determine a course of action for the street overlay program which has been completed and to adopt a Resolution for street overlay assistance for MLK Drive from the Webster Parish Police Jury.

MOTION was made by Ross Fleming, seconded by Adam Harris, to amend the agenda for these two items of city business.

MOTION CARRIED.

MOTION was made by Ronnie Dees, seconded by Adam Harris, to have our City Attorney Stuart McMahen proceed with a course of legal action for necessary repairs of the street overlay program that they believe should fall under the warranty coverage for the street overlay program.

MOTION CARRIED.

MOTION was made by Dennis Smith, seconded by Ronnie Dees, to adopt said Resolution for street overlay assistance for MLK Drive from the Webster Parish Police Jury.

Mayor Breaux called for a roll call vote. The vote was as follows:

ANNOUNCEMENTS: Alderman Ronnie Dees reminded everyone that the Ride for Life 2017 event is Friday, July 14, 2017 through Saturday, July 15, 2017. The Cruising Main Street is on Friday night with the Poker Run on Saturday and the Concert on Saturday night. Proceeds from the event will benefit several of our local non-profits in this area.
