COTTON TOWN BOARD MEETING August 11, 2016
The meeting was called to order at approximately 4:00 p.m. in the township office, followed by the Pledge of Allegiance. Board members present were Supervisor Kourtney Kinsley, Supervisor Jamie Bowden, Supervisor Tim Randall by Skype, Deputy Treasurer Bridget Kinsley, Treasurer Debbie Leppala, Deputy Clerk Megan Julin and Clerk Sandi Nelson. Residents present were Rich & Pat Fredricks, Karen Makowski, Richard & Karen Wipson, William & Lois Wipson, Will Keyes, Stephanie & Lexi Bergum, and guests Brent Johnson and Gerald Wick.
Jamie Bowden motioned, supported by Kourtney Kinsley to approve the July 14, 2016 board meeting minutes as distributed. Kourtney Kinsley aye. Jamie Bowden aye. Tim Randall aye. ALL IN FAVOR. MOTION CARRIED.
The treasurer presented the cash control statement, schedule 1, and investments.

Resident Stephanie Bergum requested a donation towards an athletic trainer for South Ridge Panther Pride Athletic Club. The school district is paying for half of the cost. A donation will help benefit all the athletes at South Ridge School. Tabled
South Ridge School head football coach Brent Johnson requested a donation for the 7th – 12th grade football program. The school receives funding from the school district for the bare essentials but more is needed for running a successful and safe football program. Tabled
Residents from Pioneer Lake Road, Rich & Pat Fredricks, Karen Makowski, Richard & Karen Wipson, William & Lois Wipson, attended meeting to discuss the ditching planned on their road. Tim Randall explained the town basically wants to come in and clean the existing ditches and place culverts at driveways so the water flows. The town is trying to improve the integrity of the road. It will be done with a backhoe. The road will have gravel placed after the ditching is done. Before ditching is done Tim Randall and Bryan Tracy will check all the driveways and existing culverts to make sure how many culverts are needed.

Community Center: Still waiting for the garage fuel oil tank slab & curb to be poured. Security for events: Kourtney Kinsley motioned, supported by Jamie Bowden to approve Shawn Miller as security person for the Korpi family reunion. Kourtney Kinsley aye. Jamie Bowden aye. Heat shields were suggested to be placed between the stoves and the cabinets. Maybe green board could be used. The board approved to look into the heat shields but not to spend more than $500. If Sharps container are not required in the building no need to check into.
Roads: Tracy Excavating will do the beaver trapping on Kauppi Lake and McKay Roads. Clerk talked to Wayne Russo and the trapper has permission to go on his property. Will contact Keith Peterson.
Meetings: MAT District 10 August 25th, at 5:30pm, Township Legal Seminar October 1st, 9am to 4pm.
NEW BUSINESS
Civic Club: Entrance sign is tabled.
Town Finances: Clerk reviewed the town levy and its breakdown, township aid, State and County funds received and the dividend check from workers comp.
Kourtney Kinsley read the resignation letter from Jamie Bowden. Will Keyes said he was interested in the supervisor position. The clerk posted the position in the Chronicle and did not receive any response. Kourtney Kinsley motioned, supported by Tim Randall to appoint Will Keyes to be the new supervisor in place of Jamie Bowden. Kourtney Kinsley aye. Tim Randall aye. Sandra Nelson aye. ALL IN FAVOR. MOTION CARRIED. Will is appointed until the March Town Election and would have to run for the one (1) year supervisor position. The oath of office will have to be taken and paperwork filled out.
Kourtney Kinsley motioned, supported by Tim Randall to change the town board meetings starting time to 6:30pm beginning September, 2016. Kourtney Kinsley aye. Tim Randall aye. MOTION CARRIED.
Kourtney Kinsley motioned, supported by Tim Randall to give $300 to the South Ridge 7th – 12th football and $500 for the South Ridge Panther PAC, athletic trainer. Kourtney Kinsley aye. Tim Randall aye. MOTION CARRIED.
