- Requirement Description
According to bargaining unit contract, an employee’s union due deduction is determined by the employee’s salary range, hourly rate, or standard hours. Currently, an employee’s deduction amount for Union Dues can be automatically updated for specific unions according to the employee’s range of salary, hourly rate, or hours through the execution of a batch program. This program evaluates the employee’s job data for compensation or standard hours and automatically updates the employee’s union due deduction accordingly. The changes to the salary and/or hourly rate will affect the amount used for the calculation and the standard hours will affect the rate that is used based on specific criteria. PeopleSoft does not have the functionality to automatically update a general deduction amount each pay period based upon a change entered in compensation rate or number of hours.

The State’s current payroll system currently processes approximately 70,000 employees. The majority of these employees are in a bargaining unit and are obligated to pay union dues through a payroll general deduction. According to the bargaining unit contract the union due amount deducted for each employee is based upon the employee’s salary, hourly rate, or standard hours. Every time a transaction occurs when the employee experiences a salary change or a change in hours the union due deduction must be updated according to the union contract guidelines. There are at least 5 bargaining units for which this applies (P-1 &NP-6 HealthCare Union, P-5 A&R Union, NP-5 Protective Services Union, & NP-2 Maintenance and Services Union).

Due to the fact that this is a bargaining unit requirement, a program which automatically updates the employee’s union due deduction when an employee experiences a compensation rate change or a standard hours change would greatly reduce union due deduction errors and, therefore, law action.

Central Payroll would be responsible for maintaining the salary range and standard hour fields on the general deduction table. In addition, Central Payroll would need to be trained to execute the new program.

Option 1. Manually update the union due deduction in PeopleSoft. The Agency Payroll Specialists would be trained to reevaluate and update the union due deduction at the time the compensation rate change or standard hour change is entered.

Description: A new program would need to be developed to automatically update an employee’s union dues deduction amount. A new table would need to be added to store which deduction code represents which range of salary range and/or standard hours. The program would use job audits to determine any changes to the employee’s job compensation rate or standard hours. If the employee experiences a change in either of these fields, the program would automatically update the employee union due deduction. The changes to the salary and/or hourly rate will affect the amount used for the calculation and the standard hours will affect the rate that is used based on specific criteria.
