Higher Education Administration

  • Director of Student LearningAssessment, Office of the Dean, College of Business, the University of Texas at San Antonio (UTSA), San Antonio, Texas (2005 – present). Provide leadership in working with department chairs and faculty in developing and maintaining an imbedded process within each College of Business academic program to assess whether learning is taking place in the classroom, and to provide a basis for improving student learning across all business disciplines. These processes are vital to obtaining and retaining academic accreditation by the Association to Advance Collegiate Schools of Business (AACSB International), and the European Quality Improvement System (EQUIS) by the European Foundation for Management Development (EFMD). Additional responsibility: Coordinator for Crisis Communication
  • Director, Online Writing Lab (OWL), Department of Management, College of Business, UTSA, San Antonio, Texas (2005 – present). Manage the staff, process, and content of the department's online business writing and English grammar lab, providing College of Business faculty and students a valuable tool for assessing and improving these student skills. Made operational a “Chinese OWL,” an English OWL which permits Chinese international students at UTSA to get supplemental instruction of English language concepts in Mandarin.
  • AssociateDean for Undergraduate Studies, College of Business, UTSA, San Antonio, Texas (2001 – 2004). Provided executive leadership in support of academic programs and students, particularly at the undergraduate level, including advising, orientation, mentoring, student development, recruitment, retention initiatives, and implementation and assessment of enrollment management initiatives. Oversaw the implementation and continuing management of newly developed College of Business admission and retention policies affecting undergraduates. Provide leadership for College professional development programs for students, including directly supervise the assistant dean for undergraduate professional development, providing direct contact with the local, State, national, and international business communities in obtaining internships and post-graduation professional positions for students. Actively motivated and coordinated the faculty and staff in the Association to Advance Collegiate Schools of Business (AACSB International) accreditation maintenance activities. Provided senior level management of Office of the Dean staff functions. Responsible for seeing that college operations were efficient, assets were safeguarded, reliable data was maintained, and applicable laws, regulations, policies and procedures were followed. Member of the College of Business Management Team, the College of Business Undergraduate Programs Committee, and numerous University committees, including the UTSA Athletic Council, the Council of Associate Deans, the Affirmative Action & Diversity Committee, and co-chair of the Fall Convocation Committee.
  • Interim Commandant/Vice Commandant, the Air Force Institute of Technology (AFIT), Dayton, Ohio (1994 - 1995). Interim President and Vice President of a graduate university accredited by the North Central Association of Colleges and Schools. Provided leadership in planning and directing resident graduate and doctoral degree programs in engineering and acquisition management, and resident professional continuing education programs in civil engineering and in logistics systems. Administered annual budget of $90 million and provided leadership to more than 600 members of the faculty and staff.
  • Dean, Civilian Institutions Programs, The Air Force Institute of Technology, (1992 – 1994).Managed the educational programs of over 3,000 graduate, Ph.D., law and medical students at more than 400 universities and hospitals worldwide. Managed an annual budget of more than $33 million.
  • Director, Training and Education Division, Air University, Montgomery, Alabama (1974 – 1977). Senior administrator developing plans, policies, and budgets for professional continuing education and training programs. Command Test Control Officer overseeing 155 personnel testing accounts throughout the United States. Provided command oversight for the elementary and secondary schools operated by the Department of Education. Negotiated an agreement with AuburnUniversity to provide doctoral programs for the faculty and staff of the Air Force’s AirUniversity.

Teaching & Research Fellowships

  • Senior Lecturer in Management, the University of Texas at San Antonio (UTSA) (1999 – present). Teach upper division undergraduate courses in management, and perform duties as curriculum coordinator for course on business communication and professional development.
  • Adjunct Lecturer, the University of Texas at San Antonio (1998 – 1999). Taught upper division courses in business communication and in human resources.
  • Senior Research Fellow, the NationalDefenseUniversity, Washington, D.C. (1982 – 1983). One-year fellowship researching national security issues resulting in the publication of an anthology of 15 original and previously published articles, chapters and papers (three of which I co-authored), on the national security implementations of the missions, roles and organizations of the military reserves and the National Guard.

  • General Manager & Director of Training, San Antonio Operations, Lucent Technologies Technical Services Co., Inc., San Antonio, Texas (1997 – 1998). Executive in charge of local office of a major leader in the telecommunications industry, providing over $4.2 million in annual sales of computer training and services, including networking and systems administration and management.
  • Project Site Manager, Kelly AFB, Lucent Technologies Technical Services Co., Inc., San Antonio, Texas (1997). Program manager for the Mission Support Contract with the U.S. Air Force in support of the economic privatization and revitalization of Kelly Air Force Base. Provided highly qualified human resources on a short-notice basis in such functional areas as information management, logistics and aircraft maintenance, engineering and environmental management, and manpower and organization.
  • Director of Human Resource Development, Assistant Director of Human Resources & member of the Executive Committee, San AntonioStateHospital, San Antonio, Texas (1996 – 1997). Responsible for the professional development of more than 1200 employees. Engaged in human resource policy formulation and strategic planning.
  • Assistant Chief of Staff for PersonnelAdministration, United States Forces, Korea (1990 – 1992). Corporate vice president of human resource management for all United States Armed Forces in the Republic of Korea—approximately 40,000 soldiers, sailors, airmen and marines and their families. Directed a 100-person joint headquarters human resources management staff, and a 50-member combined American-Korean personnel staff in support of United Nations missions. Managed an annual operating budget of over $186 million and was accountable for over $1.3 billion in real property, equipment, and vehicles.
  • Vice Commander, United States Military Entrance Processing Command, North Chicago, Illinois (1988 – 1990). Corporate leadership of a unique joint military service organization responsible for the control and guidance of 73 subordinate organizations in the aptitude, medical, and background evaluation and processing of over one million applicants for military service annually. Directly supervised such staff functions as strategic planning, human resources, systems management, comptroller, public relations, facility management, and auditing and quality control.
  • Director of Testing, United States Military Entrance Processing Command, North Chicago, Illinois (1986 – 1988). Operations executive for the $25 million Department of Defense (DOD) human resource recruitment and testing program. Formulated national policies affecting the aptitude evaluation of over one million individuals annually who desired enlistment into one of the five U.S. Armed Services. Managed the DOD Student Testing Program, involving the administration of the Armed Services Vocational Aptitude Battery (ASVAB) annually to 1.2 million high school and vocational school students in the United States and overseas.
  • Deputy Base Commander, Edwards Air Force Base, California (1985 – 1986). Corporate leadership over 1,000 employees in support of 49 other organizations committed to the mission of testing new combat aircraft. Controlled a 300,000-acre military installation containing over $2.5 billion in assets. Administered annual budget of over $16 million in the management of such community functions as police, human resource management, transportation, recreation, dining, housing, and social support for more than 25,000 people. Concurrent duty as On-scene Commander for NASA Space Shuttle landing, leading over 300 security, rescue, medical and fire-fighting personnel in support of the U.S. space program.
  • Director of Personnel, Edwards Air Force Base, California (1983 – 1985). Senior HR director and personnel advisor to the commanders of 50 Air Force organizations, affecting the HR and education programs for more than 25,000 people. Managed an annual budget of over $7.4 million in operations and research and development fund, and controlled real property and equipment valued in excess of $2.6 million.
  • Assistant Director, Pre-trained Individual Manpower Directorate, Office of the Secretary of Defense, the Pentagon, WashingtonD.C. (1980 – 1982). Lead staff officer for the Secretary of Defense on U.S. wartime supply, availability, and readiness of nearly 1.6 million Reserve military personnel and Regular and Reserve military retirees. Developed and implemented DOD policies regarding the management and mobilization of over 30 percent of our Nation’s military manpower assets. Wrote and proposed legislation, passed by the U.S. Congress, to increase mobilization manpower strength and to improve the peacetime management of Reserve military forces.
  • Assistant for Personnel Programs and Training, Office of the Chief of Air Force Reserve, Department of the Air Force, The Pentagon, Washington D.C. (1978 - 1980). Formulated U.S. Air Force policies and served as the Air Staff programming and requirements manager for education and training programs affecting more than 146,000 Air Force Reservists. Air Staff manager for over $18 million annually in appropriated funds. Speechwriter for the Chief of Air Force Reserve for Congressional testimony regarding Reserve personnel strength authorizations. Represented the Air Force Reserve on the Community College of the Air Force Advisory Panel.
