MEETING MINUTES

JULY 22, 2008 7:00 PM

MEMBERS ATTENDING: Harold Boyer, Jerry Kupp, Joseph Rusiewicz, David Rathgeb, Risa Marmontello. Also attending- Charles Lyon, Township Manager.

Chairman Harold Boyer called the meeting to order with the pledge to the flag at 7:00PM.

MOTION TO APPROVE MINUTES OF JUNE 24, 2008 MEETING made by David Rathgeb, seconded by Joe Rusiewicz. Motion passed 5-0.

BOARD OF SUPERVISORS ACTIONS

Mr. Lyon reported that the supervisors have authorized the solicitor to revise the recreation fee ordinance to indicate a new land value of $75,000 /acre. The method of calculating the fee would remain the same for both residential and commercial.

PLANNING COMMISSION ITEMS - None

COMMUNITY DAYS DISCUSSION

David Rathgeb stated that the Optimist Club was invited to attend the SeptemberParks and Recreation Board meeting to discuss the future of Community Days. Representatives from the Lions Club are also expected to attend.

Basketball/Volleyball Programs

Basketball program will run Monday nights from 3rd week of October 2008 to the 3rd week of March 2009. The program will be held at the IntermediateCenterfrom 6- 10 PM. Joe Rusiewicz will contact Mike Frampton about supervising the program. Mr. Lyon will complete the application for use of the IntermediateCenter. Board agreed to publicize program more widely. No plans to offer the volleyball program this year.

The recreation board members confirmed to meet at the township building at 6:30 pm on Wednesday, July 23, 2008 to do a tour of township recreation areas.

BUDGET DISCUSSION

The recreation board reviewed the budget print outs from Joanne Sowers Smith and discussed various items from the 2008 budget as well as forecasting possible expenses for 2009.

Mr. Lyon asked the board to consider a few items for Lake Drive: the outfield fence at Legion Field, security at skateboard park, the condition of tennis courts, and possible retaining wall for wood chips at new swing set.

Items discussed: Mowing contract will be renewed next year and will likely be more expensive. Supervisors have indicated they want more areas mowed. Will the money set aside for the Leaf Creek Trail Feasibility Study be spent in 2008? There is the possibility that the township will be acquiring a chipper or tub grinder. Contribution for Historic Preservation Trust still needs to be paid.

BOARD CONCERNS

Risa Marmontello informed the board that the Mom’s Club has decided to buy 2 infant changing stations for restrooms. Recreation Board discussed placement of the two units and would prefer one at AmityCommunityPark and one at Hill Road, but placing both at AmityCommunityPark would be acceptable also. Mr. Lyon said the club should check with Mr. Loomis to approve the model and check required clearance in restrooms. Mrs. Marmontello will contact Mom’s Club to work out details of location and township approval.
