DIRECTOR of ENGAGEMENT

JOB DESCRIPTION

TITLE:Director of Community Engagement

RESPONSIBLE TO:Chief Executive Officer

STATUS:Full time and permanent post.

SALARY:£35,190 - £39,675 (or relevant NICS pay scale for a Deputy Principal)

The post shall be equivalent in salary terms to a Deputy Principal in the Northern Ireland Civil Service.

Secondment to the post will also be considered. Secondment will be 2 years with possibility of an extension of no more than 1year

The Director of Community Engagement will be a member of the Senior Management Team and will contribute to the Community Relations Council’s (CRC) corporate planning and decision making processes. The post holder will assist the CEO in shaping the policy and strategic direction of the CRCwithin their area of responsibility. In line with relevant public policies and the objectives of the CRC the post holder will:-

  1. In conjunction with the CEO and representatives of The Executive Office, co-ordinate and oversee the delivery of the Together: Building a United Community (T:BUC) Engagement Forum.
  1. Develop, maintain contact, representand provide guidance on the objectives of the CRC to key personnel in local and central government, other public and voluntary sector bodies involved in community relations workand the delivery of relevant government strategies.
  1. Advise the Community Relations Council on appropriate responses to new issues, policies and changes in practice relevant to the objectives of the CRC. This will include organising and servicing any relevant CRC research, conferences, information events, advisory or discussion groups.
  1. Develop appropriate CRCprojects and resources in co-operation with relevant statutory and voluntary organisations.This will include the oversight of the Decade of Commemorations Project run jointly with the Heritage Lottery Fund.
  1. Develop and implement the CRC’s public relations policy in conjunction with the CEO, Board and when appropriate, The Executive Office. This will include news monitoring and the preparation and dissemination of appropriate press releases and other information. The post holder will develop and maintain contacts with relevant external personnelincluding press and other media. In conjunction with relevant stakeholders the post holder will also plan and co-ordinate any related campaigns (for example Community Relations and Cultural Awareness Week).
  1. Develop and update the resources of the CRC and maintain an up to date database and library of information on relevant issuesand work undertaken, supported or funded by the CRC.
  1. Plan and implement a strategy for the effective development, publication and dissemination of information and resources. This will include responsibility for the CRC web-site, social media, e-bulletins, occasional journals and other publications.This will also include contributing to corporate responses to Freedom of Information requests.
  1. Manage the financial and other resources allocated to the Engagement Directorate.
  1. Be a member of the Senior Management Team. This will include contributing to strategy and setting direction for the organisation, leadership, business planning, representing the organisation, leading and guiding staff (including undertaking line management duties allocated to the post).
  1. Undertake such other reasonable duties as may, from time to time, be required.

CONDITIONS OF SERVICE:

The conditions of service for Community Relations Council are broadly in line with those of the Northern Ireland Civil Service and these are set out in your contract of employment and in the Council’s Staff Conditions of Service which are available from the Director of Finance, Administration and Personnel.

The main conditions of service applying to the post are:

(1)Period of Employment: This is a permanent full-time post subject to the successful completion of a 6-month probationary period.

(2)Salary: Equivalent to Deputy Principal Officer Grade in NICS

(3)Holidays: 25 days annually plus statutory holidays (length of service additions may apply).

(4)Hours of employment: 35 hours per week, exclusive of meal breaks.The postholder will occasionally be expected to work unsocial hours, and a system of time in lieu will operate.

(5)Travel and subsistence: Broadly based on NICS rates.

(6)Pension: All Council staff are offered membership of NILGOSC Pension Scheme.

(7)The post is located in the Council’s offices, presently at Equality House, 7-9 Shaftesbury Square,BelfastBT2 7DP. The Director of Engagement will be required to travel throughout Northern Ireland, and occasionally further afield.
