1. Points to note for all applicants

  • The closing date for receipt of grant applications for each round is published on the Ofcom website.
  • Prior to completing this application form, please refer to the accompanying Guidance Notes, including the section on eligibility to apply for funding.
  • Applications to the Fund will be treated as confidential and will not be published during the application process.
  • Applicants must be broadcasting by the time the Panel meets to consider applications for the second round in each financial year.
  • The Community Radio Fund Panel (‘the Panel’) will announce which licensees have been awarded funding, including information about the amount of the grant and the purpose for which it was awarded. Details will be published on Ofcom’s website.
  • This application form is available in English and Welsh. Applicants based in Wales may submit applications in either language. Any application submitted in Welsh will not be treated less favourably than an application submitted in English, and vice versa.
  • Irrespective of the language of the application, applicants based in Wales are asked to provide additional information – please see section 12 of the Application Form.

2. Data Protection

  • We require the information requested in this form in order to carry out our licensing duties under the Broadcasting Act 1990, Broadcasting Act 1996 and Communications Act 2003. 1.What is the TOTAL amount of funding you are applying for? To the nearest wholepound (£)

2.Please give an overview of your station with details of its target community, the objectives of the service and its broadcasting philosophy.

3.Please explain what the grant is for. Please provide full details (spending not referred to in your answer to this question may be considered to be in breach of the agreed purpose of the grant).

If the request is for staff, please:

  • separate out each position by job title,
  • list in order of priority and
  • provide a job description or work plan for all, (these may be attached as separate documents).

4.Give your reasons for why this grant is needed and why it is important to the running of your station (in no more than one page). If you are applying for grants for more than one purpose, please set out the details in respect of each one separately.

5.Please detail how you have arrived at the amount set out in Q1 above. If the purpose of the grant is staffing, include a budget with a financial breakdown between salaries and employers on costs (such as employer’s National Insurance, pension, management fee).

6.If successful, is this funding expected to be used as ‘matched’ funding for a grant application to another body? If so, please provide details.

7.If you are offered less funding than you have requested how would this affect your plans? For example, will you seek additional funding from elsewhere, or scale down your plans? (If you are applying for more than one purpose, please answer this question in respect of each one.)

8.Please supply a summary of your current annual income and expenditure. (Do not include the Fund grant that you are applying for with the station income).In addition, a copy of the company’s most recent accounts (or equivalent) should be provided.

9.If you have received a grant from the Fund before, is this application related to the post (or project) which has been funded previously?

10. If yes, why do you require further funding? (It would be helpful for us to understand the obstacles to sustainability that stations encounter. If a role did not prove to be self-sustaining, what were the reasons? What, if anything, has changed with this application or the job role or the organisation?)

If the station has previously received a grant, please ensure a report has been submitted on the spending of that grant.

11.Please list any additional documents accompanying this current application, e.g.job description, person specification, work plan, operating budget, company accounts (or equivalent), or grant report. No other information should be included here.

Please do not send key commitments, business plans, letters of support or other supplementary information. Anysuch additional submissions will not be included for consideration

12.Applicants based in Wales: as set out in [paragraph 1.6] of the Fund Guidance Notes, Ofcom is required to take into account certain matters in relation to the Welsh language when making decisions about the award of a grant. Please provide the following information (for the avoidance of doubt, you are not being asked to provide information on Welsh language programming or content for these purposes):

  1. please set out what effects the grant would have on—
  2. opportunities for persons to use the Welsh language; and
  3. treating the Welsh language no less favourably than the English language; and
  4. please set out what further steps you could take to create or increase any positive effects, or avoidor reduce any adverse effects, a grant may have on—
  5. opportunities for persons to use the Welsh language; and
  6. treating the Welsh language no less favourably than the English language.

Completed applications and any appropriate supporting documentation should reach Ofcom by 5pm on the advertised closing date preferably by email to . The application form and supporting documentation should be in in Word, RTF or Excel format, rather than PDF. Our email system cannot accept emails with attachments larger than 10 Megabytes, so in the event of all documents exceeding this value any supporting documentation can be sent by post and should be addressed to the Community Radio Fund (5th Floor), Ofcom, 2A Southwark Bridge Road, London, SE1 9HA. Please ensure that these are posted well in advance of the advertised closing date to ensure receipt by the application deadline. Please contact the Team before the day of the deadline if you have any problems.

Applications and supporting documentation received after the deadline will not be considered.
