Schedule – Treatment of quarantine waste by autoclave
Biosecurity
Purpose
This Schedule sets out the outcome to be met during the burial of quarantine wasteto prevent the introduction of exotic pests and diseases to Australia.
Scope
The scope of this scheme is limited to the burial of quarantine waste in accordance with the requirements of this Schedule.

Legislation Applicable
This Schedule and associated Operational Procedures Statements (OPS) are to operate in accordance with the Quarantine Act 1908, specifically, but not limited to:

Prerequisite
The landfill facility that the Other Party intends to use for the burial of quarantine waste must be a category 8.2 Quarantine Approved Premises (Deep Burial Waste Facility) unless otherwise agreed with the Department of Agriculture and Water Resources (the department).
Requirements
Outcome
The Other Party must exercise due diligence to assist the department in managing the risk associated with the importation of goods subject to quarantine, by ensuring that all quarantine waste is appropriately and securely buried at a landfill site by the Other Party, as outlined in the PMS, so as to prevent the escape of exotic pests and diseases of quarantine concern.
Compliance with Operational Procedures Statements (OPS)
The Other Party must implement and operate the system of procedures described in the OPS relating to this Schedule (as listed in the Table of Schedules) to ensure that the outcome specified above is achieved.
Specific Procedural Requirements
(i)The Other Party must comply with all lawful instructions issued by a departmentalofficer.
(ii)The Other Party must co-operate with the department and provide relevant information as requested.
(iii)The Other Party must ensure that only approved persons undertake functions under this Schedule, which are specifically attributed to approvedpersons.
Record keeping
(i)The Other Party must ensure that the OPS (as listed in the Table of Schedules) is maintained and kept up-to-date.
(ii)The Other Party must ensure that the following categories of records and documents, relating to supervising, monitoring and testing compliance with the procedures for goods covered by this schedule, are maintained and kept up-to-date:
(a)Quarantine Waste Log Sheet, or equivalent; and
(b)Register of trained persons.
(iii)The Other Party must ensure that the records and documents referred to above are made available to a departmentalofficer on request.
Examinations or Services Conducted by the Commonwealth for which a Fee is Chargeable
(i)The Other Party acknowledges that failure to comply with the requirements of this schedule may compromise quarantine integrity and therefore an auditing system is necessary to monitor performance.
(ii)The Other Party acknowledges that this Schedule entails the conduct, by the Commonwealth, of examinations or services for which fees are chargeable under section 86E of the Quarantine Act 1908 and that, in particular:
a)All audits will be charged on a fee-for-service rate as set out in the department’s fees schedule; and
b)Reviews and corrective action in response to non-conformities will be charged on a fee-for-service rate as set out in the department’s charging guidelines.

Persons holding or occupying the following positions with the Other Party are authorised to provide the department with a certificate or assurance that all the procedures to which this schedule refers have been complied with in respect of the goods covered by this Schedule:

Review date
The review date for the Schedule for the burial of quarantine waste scheme is 30 June 2017or such period as determined by the department subject to the giving of two (2) week’s notice to the Other Party.
