TherecommendationsinthepaperrelatingtotheestablishmentofanewcommitteeandinparticulartherestrictionofmembershipofthenewcommitteetoexternalmembersofSenateandco-optedexternalindependentmembersofthecommunitywerediscussed.Anumberofmembersexpressedconcernabouttheexclusionofinternalmembersfromtheproposednewcommittee.Thefollowingpointsweremade:

11.FINANCIALCOMMITMENT-FUNCTIONALREVIEWSSTAGE2A–DECISIONBYCIRCULAR

Onrecommendationfrom theExecutiveandtheStrategicResourcesCommittee,membersconsideredbycircular,areportoutliningtheprogresstowardsimplementationoftheFunctionalReviewsacrosstheUniversityincludingtheoutcomesofStage1andtheplannedStage2A whichwillproduceadetaileddiagnosticonalloftheUniversity’sadministrativefunctions(MarketFacing/CorporateServices/Other).ThecommitteenotedthatsubsequentlyareportwillbeprovidedtotheUniversityExecutivewhichwilloutlineinformedoptionsforStage2B(DetailedDesign).

Stage2AwillcosttheUniversity$3.1m(excl.GST)inexternalconsultancycosts,andapproximately$1.3m inin-kindcosts(internalstafftime).Expenditureofthisscalefalls withintheVice-Chancellor’sfinancialdelegation.However,thesecostsareoutsidethepreviouslyapproved2014budgetandthereforeinaccordance withSenateResolution101/12requiredconsiderationandapprovalbytheStrategicResourcesCommitteeandSenaterespectively.On18Julybycircularit was

12.REPORTOFTHEVICE-CHANCELLOR

Membershadbeforethem thereportoftheVice-Chancellordated25August2014.TheVice-Chancellortooktheopportunitytocommentfurtheronthefollowingthreemattersallofwhichfeaturedinthemedia:

•UWA’simprovementintheAcademicRankingofWorldUniversitiestobeplacedat88thcountingalongwiththeUniversityofMelbourne,ANUandtheUniversityofQueenslandasoneofonlyfourAustralianuniversities inthetop100.ThesuccesswascreditedtothestrategyoverseenbytheDeputyVice-Chancellor,Research,theeffortsofUWA’sresearchersandtheprofessionalstaffwhosupportthem.

•UWAreceivedthelowestratingof1starforteachingqualityintheHobson’sAustralianGoodUniversitiesGuide.Theratingmethodologywasdiscussedatsomelength.DiscussionofproposedactiontoaddressUWA’slowratingswasdeferreduntillaterintheagendatotheitemon“Education”ledbytheDeputyVice-Chancellor,Education.

•TheplannedlectureattheUniversitybycontroversialMuslimactivistUthmanBadar.TheinvitationtodeliverthelecturewaswithdrawnbythePresidentoftheMuslimStudents’AssociationandtheVice-Chancelloracknowledgedhimforhisdecisiveandappropriateaction.MembersdiscussedUWA’sduediligenceprocesseswhenacceptingbookingsforvenuesanditwas notedthatallusersarerequiredtocomplywiththeUniversity’sCodeofEthicsandCodeofConduct.
