1 Introduction of Project
1.1Rationale of the Fujian Provincial Rural Road Project Databank
Under the guidance of the “Rural road Development Program in FujianProvince”, governments in all levels seriously put it into practice, and make sure of constructive projects in a bottom-up manner. Finally, FPCD summarized to compile the “Fujian Provincial Rural Road Project Databank”, which is the phasic program within the long-term framework till 2020.
Projects ranked into Bank should meet three requirements as follows:
① Projects should be the rural road construction accessible to administrative villages;
② Technical class should meet the requirements of program, i.e. the county road must comply with the Class 3 standard, other village road should construct in accordance with classfied road, with the cement concrete pavement adopted.
③ The local fund should be in place.
1.2 Overview of Fujian Provincial World Bank Financed Rural Road Project Databank
1.2.1Construction Scale
The “Fujian Provincial World Bank Financed Rural Road Project Databank”is drafted based on the “Fujian Provincial Rural Road Project Databank”, those projects applying for reimbursement will be selected from the former, which includes 1881 projects, and the total mileage is 10000km and estimated investment is 4 billion RMB Yuan. For the scale, mosts of them are less than 10km, accounting for 72.3% of overall construction. For the road class, all are in Class III and IV, especiallyClass IV is about 9270km, accounting for 92.7% of overall construction. For the construction style, the rebuiltroad is 9883km, amounting to 98.8% of overall construction. The Databank is generally described in table 1.1.

1.2.2 Projects Distribution
From the aspects of project distribution, the items in “Fujian Provincial Rural Road Project Databank” are distributed over the whole province including 7 prefecture cities, 53 counties and 503 towns, extending to 1936 administrative villages. Generally, the mountainous items are far more than the coastal, covering about 70% of the overall mileage. See fig. 1-1 for details.

1.3 Main Technical Standard
The rural road standard principally should execute the “Highway Engineering Technical Standard”, but some road sections limited by natural conditions such as topography and geography, as well as economic condition (short for limited section below), after technical and economic demonstration, they can be processed according to the “Fujian Provincial rural road technical standard”.
2 Environmental Management Framework (EMF)
2.1Environmental Management System
The environmental protection on RRIP in Fujian province can be called the 3-level management, i.e. under the direction of the Fujian Communication Department, supervised by the Communication Bureau in prefecture city, and managed by county (or township) Communication Bureau. The employers, county people’s government or villagers’ committee are responsible for environmental protection of projects.
The administrative structure during the construction and operation period is shown at Fig.2-1 and Fig.2-2.

2.1.1Responsibilities of Environmental Management Organizations at All Levels
(1) FPCD
①FPCD World Bank Financed Project Office
Responsible for overall guidance of the environmental protection of RRIP of Project Ⅲ.
Responsible for stipulating relevant training plan for environmental protection and put it to practice.
②FPCD Supervision Group
The FPCD Supervision Group consists of personnel from Fujian Provincial Highway Bureau, Fujian Provincial Communications Quality Monitoring Station, including technical personnel familiar with highway environmental protection, the group is responsible for examining environmental protection of RRIP of Project Ⅲ, bringing forward proposals and submitting them to FPCD. (See table 4.5, 4.6)
(2) Prefecture Communications Bureau (Commission)
①Responsible for supervision, assessment and management on the RRIP construction, environmental protection and training;
②Report to the upper level for the environmental protection of RRIP.
(3) County (Prefecture, District) Communications Bureau, RRIP Leading Institute
①Implement the national, provincial, municipal laws, regulations, and policies on environmental protection;
②Assign environmental protection personnel, specially responsible for the environmental protection management and resettlement coordination of RRIP;
③Responsible for organizing the EIA of RRIP in county (prefecture, district);
④Responsible for drafting environmental protection training plan, periodically organize personnel from township government or villagers’ committee to implement training;
⑤Responsible for RRIP information disclosure within county.
⑥Responsible for stipulating RRIP environmental protection regulations andwork plan;
⑦Responsible for collection, safekeeping and putting on filefor documentation of RRIP;
⑧Carry out monitoring and management on water and soil conservation works along the line during the operation stage, accompanied with the implementation of environmental supervision;
⑨Supervise and put all environmental protection measures to practice advanced in EIA;
⑩Accomplish other tasks assigned by the upper level。
(4) Employers, Township government or villager’s Committee
①Implement the national, provincial, municipal laws, regulations, and policies on environmental protection;
②Assign personnel to implement the environmental protection of projects, and establish “environmental management framework” (see table 2.1), handed over to the county (prefecture, district) communications bureau for keeping before acceptance;
③Responsible for seriously implementing all environmental protection measures advanced during EIA and assure their performance:
a. Responsible for putting environmental protection regulations into practice among construction units;
b. Check, guide and supervise the implementation of environmental protection measures taken by construction units and important construction sites during the construction stage;
c. Timely report the environmental protection management in construction and operation stage to the upper administrative sectors。
2.1.2Responsibilities of Environmental Monitoring Organizations at All Levels
(1)Fujian Provincial Environmental Protection Bureau
Responsible for implementing environmental protection practices of RRIP of Project Ⅲ at the request of this Framework, and leading the monitoring on prefecture environmental protection bureaus.
(2)Prefecture Environmental Protection Bureaus
Responsible for carrying out environmental protection practices of RRIP of Project Ⅲ within their jurisdiction at the request of this Framework, and leading the monitoring on county (city, district) environmental protection bureaus.
(3)County (city, district) environmental protection bureaus
Responsible for carrying out EIA of RRIP of Project Ⅲ within their jurisdiction and leading the monitoring and examination during implementation.

2.2Preparation Procedure of EIA
The EIA of RRIP can be entrusted to the EIA qualified sectors by county (prefecture, district) communications bureau and carry out EIA for the entire rural road in the“Project Databank”, draft the EIA and submit to peer environmental protection administrations for approval.
The environmental-sensitive destinations listed among RRIP in Fujian mainly include: drinking water source reserve, natural reserve above county level, scenic spots, cultural relics, historical & cultural reserve, basic farmland reserve, ancient tree or other sectors specially need protection, as well as school, health center, old people’s home and residential area etc. “The scope of survey and assessment” covers within 50m away from both sides of road.
The preparation procedure is listed in table 2.2, and see figure 2-3 for the details of the technical route of EIA.

2.3 Training Plan
FPCD plan to implement rural road environmental management training in the hierarchical way.
Since Oct, 2005, FPCD has carried out training class on environmental protection management for personnel from prefecture communications bureau (commission) working in this field, which covers national environmental protection laws, standard, and main environment problems during rural road construction, main measures etc. FPCD will timely hold training courses, usually once every year, with the training cost listed in the budget in the budgetary year by FPCD and submitted to FPFD for approval.
The prefecture communications bureau (commission) is responsible for drafting environmental protection training plan under its jurisdiction, and train personnel from county (city, district) communications bureau,usually once every year, which covers the same to the above-mentioned.
The county (city, district) communications bureau is responsible for drafting environmental protection training plan under its jurisdiction, periodically train personnel from towns, employers, and managers from villager’s committee and construction units, which concerns national protection laws and environmental problems need specially concerned advanced in EIA and measures of environmental protection, water & soil conservation etc. Usually hold training specifically before construction, strengthen environmental protection awareness and knowledge, moreover, hold training once more by taking the opportunity of making summaries.
2.4Environmental Monitoring Plan (EMP)
See table 2.3 for the EMP of RRIP Component of Project Ⅲ.

The supervision on environmental protection implementation of “Project ⅢRRIP Component” will be carried out hierarchically.
(1) The FPCD Supervision Group is responsible for supervision and guidance on financed projects (including retroactive financed projects), and carrying out final check on environmental protection implementation and quality acceptance, bringing forward assessment (see table 2.4, 2.5) and submitting to FPCD.
(2) The prefecture communicationsbureaus (commissions) are responsible for taking spot-checks on the basis of examinations from self-checks of county (city, district) communications bureaus in different period, bringing forward assessment and keeping records (see table 2.6). There should be at least one time spot-check record for each financed project before financing.
When carrying out quality acceptance, the environmental protection implementation measures of county (city, district) communications bureaus should be checked and confirmed, with assessment brought forward and submitted to the FPCD Supervision Group.
(3) The county (city, district) communications bureaus are responsible for daily check on environmental protection of financed projects and bringing forward assessment (see table 2.6). There should be at least one time spot-check record of construction stage for each financed project.
The quality acceptance and checks on environmental protection measures will be simultaneously taken, with proposals (see table 2.5, 2.6) brought forward and submitted to prefecture communications bureau (commission).
2.5Report System
2.5.1Combined with Project Acceptance, Establish System of Submitting Statement
When applying for project acceptance, thepractice of environmental protection measures within theirjurisdiction ofcounty (city, district) communications bureaus should be reported to prefecture communications bureau (see table 2.5, 2.6 for format), who carry out the assessment, summarize and submit to the FPCD while reporting to province for spot-checks. FPCD reexamine the projects applied to be ranked among the World Bank financed projects combined with the result of quarterly sampling, and submit the assessment result and relevant filesto World Bank in the table form.
2.5.2Annual Report System
The annual report system is employed in environmental supervision of “Project ⅢRRIP Component”.
The county (city, district) communications bureaus should timely summarize and submit the implementation situation on environmental management and environmental protection measures to prefecture communications bureau (commission) (see table 2.7 for format), which will summarize and submit to FPCD. FPCD will report to the World Bank on the environmental management of “Project ⅢRRIP Component” of the last year.
