General Information

Title: Associate Expert in: Human resources management

Duration: 1 year (with possible extension for another year)

Date Required: as soon as possible

Duty Station (location, sector): New York, Department of Field Support, Field Personnel Division, Field Personnel Specialist Support Service,Quality Assurance and Information Management Section (DFS/FPD/FPSSS/QUAIMS)

Supervision

Title of the supervisor: Human Resources Officer or/and Chief of Section

Content and methodology of the supervision: After initial training, the Associate Expert will work as a Human Resources Officer assigned to the QUAIMS, under direct supervision of a Human Resources Officer andunder guidance of the Chief of the Section.

Duties, responsibilities and output expectations:

Under the direct supervision of a human resources officer and the overall supervision of the Chief, QUAIMS, the incumbent ensures consistency in the application of Human Resources Management (HRM) rules, policies and procedures in FPD and in field Personnel Sections.

He/she, would be responsible for:

  • Developing and optimizing tools to support the exercise of staffing, travel and administrative matters. (i.e. check lists, templates, etc.);
  • Developing, maintaining and disseminating an inventory of best practices and lessons learned in the areas of staffing and administration to the field and within FPD;
  • Monitoring the exercise of HRM functions both within FPD and in the field missions (to be assessed during mission visits)
  • Monitor and provide advice to the Integrated Human Resources Management Sections in the Field Personnel Operations Service (FPOS), ensuring a consistent application of rules, regulations and procedures;
  • Establish and track compliance with benchmarks, standards or targets for measuring progress related to the performance management of HRM functions carried out in Integrated Human Resources Management Sections within FPOS and the field mission Personnel Sections;
  • Review HRM audits, administrative appeals, and cases coming from the ombudsman, coordinating responses to audit reports and ensuring implementation of audit recommendations for HQ and the field missions; identifying areas where a review of procedures and improvements are required;
  • Provide day-to-day guidance and advise on staffing and personnel administrative issues to the Integrated Human Resources Management Sections, field mission Personnel Sections, and to other areas of FPD,
  • Participating in visits to field missions to provide training, mentoring and ensure adherence to established procedures;
  • Participating in the development plan of a career path for current and future Chief Civilian Personnel Officer and Human Resources Officers; and
  • Identifying training needs and developing career development plans for human resources management staff members in Personnel sections in the field.
Qualifications and experience
Qualifications:

Advanced University degree (Master's degree or equivalent) preferably in public or business administration, human resources management or related area such as education and social science. A first level university degree with a relevant combination of academic qualification and experience in human resources management or related area may be accepted in lieu of advanced university degree.

Work experience:

Experience in human resources management, legal analysis, business process and/or strategy consulting or related area. Experience in development of procedures and best practices, re-engineering, and/or process mapping is desirable.

After the assignment the Associate Expert will be able to

  • Have a thorough understanding of all aspects of human resources management as applicable to UN Peacekeeping Operations;
  • Understand complex requirements of UN field operations,
  • Apply relevant UN staff rules and regulations;
  • Advise staff members on entitlements in Peace operations;
  • Prepare budget submissions according to UN standards.
