The Common Council for the City of Faith, South Dakota met in regular session on April 5, 2011 at 7:00 P.M. in the Community Room of the Community Center. Mayor Haines called the meeting to order, Brown called roll call, and Mayor Haines led the Pledge of Allegiance.

Council members present: Spencer, Springman, Becker, Inghram and Berndt.

Council members absent: Rasmussen.

Others in attendance were: Debbie Brown, Derek Oliver, Loretta Passolt, and Carol Pratt.

Spencer made a motion, seconded by Berndt to approve the agenda as presented. Motion carried.

Inghram made a motion, seconded by Springman to approve the minutes of the March 21, 2011 and the Board of Equalization March 21, 2011 meetings.

Inghram made a motion, seconded by Becker to approve all claims as presented. All yes votes. Motion carried.

ORDINANCES AND RESOLUTIONS:

Becker introduced the following resolution for it’s adoption:

RESOLUTION NO. 04-05-11-01

A Resolution Passed Pursuant to Revised Ordinances, Title 8 - Utilities Establishing Rates and Charges for Utility Services for the City of Faith, South Dakota;

WHEREAS pursuant to the Revised Ordinances, Title 8 - Utilities, the Common Council is authorized to establish rates and charges for all utility services by Resolution; and

RESOLVED, that the following rates and charges are adjusted and added to those rates contained in RESOLUTION NO. 12-15-92-02 and changing RESOLUTION NO. 04-06-10-01 which the following new rates will be effective on May 1, 2011:

WATER – The following rates shall apply for all residential and commercial users subject to adjustment:

RATE:

$9.45------for the first 1,000 gallons of water

$7.04------for each 1,000 gallons of water thereafter

Seconded by Spencer. All yes votes. Motion carried.

Use of Gym:

Derek Oliver met with the Council to ask if he and Toni Vance can use the gym for a portion of the summer again to work with the youth on two nights a week.Toni will take the K – 6 at 5 PM – 7 PM and Derek Oliver will have the 7-12 at 7 PM – 9 PM. Council told Derek that there were a few weddings this summer and the stage would probably be up on one end for most of the summer and from June 16 through June 26 the gym cannot be used. Springman made a motion, seconded by Inghram to allow Toni Vance and Derek Oliver use of the gym for the summer as long as something else isn’t going on in the gym. Motion carried.

It has been brought to the attention of the Mayor with a problem with Wednesday nights and Sunday nights that is approved for gym use with Jim and Melinda Selby and Derek Oliver in charge of the key for those nights. Discussion will be held at a later date on how to handle the upcoming season since the gym won’t be open until fall again. Council appreciates how Jim and Melinda and Derek have handled the use of the gym.

Vendors During Stock Show:

Wanda Ruth had been approached about if the lot north of the Mall Parking lot could be used again during Stock Show for vendors. Council agreed not to do that again this year and the peddler’s permit would still be enforced.

Use of Community Room:

Farmers State Bank needs a planin place for a site in case of a disaster and wanted to know if the Community Room would be a place they could use. Inghram made a motion, seconded by Springman to allow the Farmers State Bank be able to use the Community Room if a disaster at the bank takes place. Motion carried.

Income Tax Form for Chamber:

An Income Tax Form, 990-EZ needs to be prepared for Faith Chamber and Garret TenBroek, CPA PC out of Eagle Butte, SD has done this form for them in the past and they estimate it to be in the range of $425. Spencer made a motion, seconded by Becker to approve TenBroek, CPA PC to prepare the tax form. All yes votes. Motion carried.

Executive Session:

Becker made a motion, seconded by Spencer to retire into executive session to discuss personnel at 7:34 PM. Motion carried.

Mayor Haines declared the Council out of executive session at 7:58 PM.

Berndt made a motion, seconded by Springman to adjourn. Motion carried.
