Harlan County Fiscal Court/Harlan County EDA seeking Economic Development Director

Harlan County Fiscal Court is the local governing body in Harlan, Ky. This organization was created and tasked to encourage and nurture economic growth throughout Harlan County. We seek an Economic Development Director to join an integrative team of board members with diverse backgrounds and motivated local government officials. The selected individual for this position will perform business development/retention activities to enhance the economic community of Harlan County.

Requirements: A minimum required experience of three (3) years of proven and successful experience in an economic development organization, or any combination of experience and training deemed as equivalent. Preference may be given to candidates who have a Bachelor’s degree in planning, business management, economic development or related field or CEcD certification. Strong verbal and written communication skills and listening skills are required. Salary will be determined based on experience.

Job Duties:
• Responsible for the attraction and recruitment of business and industry to Harlan County and the retention of existing businesses located in Harlan County, Ky. Serves as the Harlan County, Ky. designated representative in dealings with prospective clients, including assisting the County Judge Executive in identifying project incentive packages and conducting discussions and negotiations to secure new business/industry development. Director will also serve as the county representative on the Coalfields Regional Industrial Board.
• Performs economic development work. Work involves conducting industry/business analyses and preparing project reports. Performs research and detailed analysis of key industry requirements.
• Establishes contacts to promote economic development activities, updates contact database and records. Regularly maintains lead sources and key real estate contacts.
• Assists with the development and implementation of outreach campaigns including managing, updating, and maintaining the county Statebook International site.
• Establishes relationships with professional site selection consultants, real estate brokers, and professional services providers seeking to locate prospective new operations to Harlan County, Ky.
• Represents Harlan County Fiscal Court/Harlan County EDA at trade shows, conferences and events and makes presentations. Collaborates with One Harlan County, Shaping Our Appalachian Region (SOAR), The Promise Zone, One East Kentucky, Small Business Development Center, Community and Economic Development Initiative of Kentucky (CEDIK), and Southeast Kentucky Economic Development (SKED).
• Performs other duties as required by Harlan County EDA.
