Your Contribution

The Infrastructure and Operations Division is custodian of over $6B in infrastructure assets across portfolios of: Transport, Stormwater, Open Space, Water, Waste Water, Waste, Cemeteries, Coastal, Buildings and Facilities assets. The management of these assets requires a large capital renewals program comprising hundreds of various sized projects annually. In addition, continuing growth of the city drives the need for new infrastructure or upgrades to existing infrastructure.

Townsville Water and Waste is the custodian of the water cycle for Townsville and surrounds delivering water, wastewater and solid waste services to the community. It also provides specialised mechanical and electrical trade services across Townsville City Council (TCC)

The Water and Wastewater team objectives are:

·  To ensure the public health of the community by delivering safe and reliable water supply and sanitation services

·  To ensure the environment is protected by the adequate treatment, reuse and disposal of wastewater

·  To ensure the water and wastewater services provided are adequate and affordable for the community, business and major industry

·  To provide amenity and community outcomes to ensure the prosperity of the community

To achieve these objectives the Team Manager Water and Wastewater will lead the transformation of the Water and Wastewater business and culture to one that is engaged with, valued and trusted by the community. This will entail leading a multidisciplinary workforce to deliver safe, affordable and reliable water and wastewater services. It will also require working closely with stakeholders, regulatory bodies and contractual partners.

The Team Manager Water and Wastewater will contribute to implementing a holistic program of change across the Infrastructure and Operations Division in collaboration with the section leadership team and in consultation with the Townsville community. This will involve leading the Townsville Water and Waste section on a transformative journey focusing on the needs and aspirations of the Townsville community developing a culture of customer-centricity and personal accountability; and reshaping how we deliver services to maximise value.

Key Accountabilities

Keeping the customer at the heart of all activities, the Team Manager Water and Wastewater will:

·  Value the wellbeing of all staff and improve safety outcomes and performance by leading safety improvements and creating a safe, high performing culture across water and wastewater services.

·  Deliver an outcomes-focused culture where leaders and staff take personal accountability for delivering on Council’s vision and policy.

·  Ensure that the Water and Wastewater Section delivers on co-design of services with the community, a whole-of-Council approach to integrating service delivery, and an innovative view of council’s long-term opportunities.

·  Deliver safe, reliable and affordable water and wastewater services to the Townsville community ensuring commercial and environmental sustainability of these services.

·  Lead transformational improvements across all water and wastewater services, infrastructure and assets ensuring high quality products are delivered safely, sustainably and with excellent customer service.

·  Work in partnership with regulating bodies and stakeholders to ensure safe, cost effective and fully compliant service delivery of all water and wastewater services.

·  Manage and deliver value and customer outcomes through the implementation and management of major operational contracts and supply agreements.

·  Provide leadership to internal stakeholders and work with the community to reduce the consumption of water while still being seen as a valued service provider.

·  Work with stakeholders and capital delivery partners to deliver infrastructure that is operable, maintainable and provides value to the customer.

·  Follow reasonable directions to maintain critical business activities in the event of an unplanned disruption, including but not limited to a disaster or event.

·  Ensure that your obligations with respect of Workplace Health and Safety and all relevant policies, procedures and legislative requirements are modelled and followed.

Key Requirements

·  Demonstrated experience (7+ years) leading commercially successful water and/or wastewater service delivery for a large regional organisation or city.

·  Demonstrated highly developed leadership, interpersonal and communication skills with experience leading multi-disciplinary teams and diverse stakeholder groups in a safe, supportive and collaborative work culture.

·  Demonstrated experience implementing best-practice safety systems and leading a strong safety culture with embedded risk management practices.

·  Demonstrated experience operating and maintaining complex water/wastewater infrastructure and assets ensuring compliance with all regulatory obligations and service delivery levels.

·  Tertiary level qualifications in engineering or business

·  Current Queensland ‘C’ class driver’s licence.

·  Construction Safety (White Card) (30215 QLD - Course in General Safety Induction for the Construction Industry)

Position Dimensions

Our Council employs 1700 staff and has an annual budget of $593 million and assets of $3.6 billion. The Team Manager Water and Wastewater will be responsible for approximately 170 FTE with an OPEX budget of $55 million and CAPEX budget (renewal and projects) of $16 million.
