BOARD OF EDUCATION

May 23, 2017

The Braxton County Board of Education met on Tuesday, May 23, 2017 at Burnsville

Elementary School. The following members were present:

Jill Cooper, President

Dave Hoover, Vice President

Shane Brown

Van Carr

Brad Shingler

The budget work session began at 5:00 p.m.

Dave Hoover moved to convene into executive session under 6-9A-4 (2)(A) for personnel

issues. Shane Brown seconded the motion.

Vote: Unanimous. Motion carried.

The Board convened into executive session at 5:41 p.m.

Dave Hoover moved and Shane Brown seconded to reconvene into regular session.

Vote: Unanimous. Motion carried.

The Board reconvened at 6:37 p.m.

Jill Cooper called the public budget hearing to order at 6:38 p.m. There were no speakers so

the Board continued with the regular agenda.

Jill Cooper led the Pledge of Allegiance.

Dave Hoover led a non-denominational prayer.

The Burnsville Elementary LSIC shared a presentation.

Phyllis Moore spoke as a delegation about handicap access to the auditorium at Burnsville.

Christina Bailey gave the Head Start Director report. She reviewed Policy Council reports from April 20 and May 17 meetings. Ms. Bailey discussed the addition of number of meals and snacks served each month and the proposed budget for Head Start next year. The budget was approved and Laura Capron’s name was submitted as the Coach/Family service provider. She thanked Cindy Pendry, Linda Leggett and Patty Fussell for their work on Head Start Fun Day and the volunteer luncheon.

Ms. Cook and Ms. Friend gave a presentation by WVU Extension.

Dave Hoover moved and Van Carr seconded to approve the consent agenda items

(approval of May 9, 2017 meeting minutes, payment of bills, budget transfers and

supplements, transportation requests and reports and request to be released from Braxton

County Schools to attend Clay County Schools).

Vote: Unanimous. Motion carried.

Brad Shingler moved and Shane Brown seconded to approve the following rescission of

transfers for 2017-18 school year for professionals:

1. Tammy Arnold – Title I Teacher at Burnsville Elementary

2. Diane Allison – to be placed as LD/BD/MI/AU (Itinerant) Teacher at Burnsville Elementary

3. Michelle Shaver – to be placed as 3 Year Old Teacher at Davis Elementary

4. Lynn Brogan – Grade 3 Teacher at Davis Elementary

5. Michelle Wilson – to be placed as PSSN Teacher at Flatwoods Elementary

6. Brenda Gregory – to be placed as Grade 5 Teacher at Flatwoods Elementary

7. Patricia Nicholas – to be placed as PSSN Teacher at Frametown Elementary

8. Tashauna Chapman – LD/BD/MI/AU (Itinerant) Teacher at Frametown Elementary

Brad Shingler moved and Dave Hoover seconded the following rescission of Termination

of Contracts for the end of 2016-17 school year for professionals:

1. Kayla Rose – Grade 6 Teacher at Burnsville Elementary

2. Sarah Critchfield – to be placed as PSSN Teacher at Burnsville Elementary

Vote: Unanimous. Motion carried.

Shane Brown moved and Brad Shingler seconded to approve the following resignation for

professional:

Courtney Elmore – Band Director at BCHS effective June 30, 2017

Vote: Unanimous. Motion carried.

Dave Hoover moved and Brad Shingler seconded to approve the following employment/

reassignments for professionals:

1. Laura Capron – Coach/Parent, Family and Community Engagement countywide effective

beginning of 2017-18 school year

2. Cara Foster – Title I Teacher at Flatwoods Elementary effective beginning of 2017-18

school year

3. Trisha Gregory – Title I Teacher at Sutton Elementary effective beginning of 2017-18

school year

4. John Kimble – Itinerant Music Teacher/Band/Choral Director at BCHS effective July

1, 2017

5. Kyre-Anna Minney – Principal at Sutton Elementary effective July 1, 2017

Van Carr moved and Shane Brown seconded to approve the following

employment/reassignment for service:

Anita Miller – Athletics and Band Cook/Cafeteria Manager Full Day effective August 1

through 7, 2017

Shane Brown moved and Brad Shingler seconded to approve the following resignation

(retirement) for service:

Sandra Sonderman – Aide at Davis Elementary effective June 30, 2017

Dave Hoover moved and Brad Shingler seconded to approve the following request for Time

Away from Work Day for professional:

Melinda Wilson – Pre-K Teacher at Burnsville

Vote: Unanimous. Motion carried.

Brad Shingler moved and Dave Hoover seconded to approve the following request for Time

Away from Work Day for service:

Michele Butcher – Aide at Frametown Elementary effective retroactive May 15, 2017

Vote: Unanimous. Motion carried.

Brad Shingler moved and Shane Brown seconded to approve the following request for

leave of absence for service:

Robin Hoover – corrected Worker’s Compensation beginning day of March 29, 2017 until

released by physician

Vote: Unanimous. Motion carried.

Van Carr moved and Dave Hoover seconded to approve the following request to remove

name from Service Substitute List due to not working 50% of callout:

Jennica Barker – Substitute Aide effective May 24, 2017

Shane Brown moved and Van Carr seconded to approve fundraisers for BCMS and BCHS.

Vote: Unanimous. Motion carried.

Dave Hoover moved and Van Carr seconded to approve the adoption of preliminary

operating budget for 2017-18 school year (including changes made during work session).

Vote: Unanimous. Motion carried.

Brad Shingler moved and Dave Hoover seconded the approval of the 261 day calendar for

2017-18 school year

Vote: Unanimous. Motion carried.

Van Carr moved and Brad Shingler seconded to approve Title I Involvement Plan for 2017-18

school year.

Vote: Unanimous. Motion carried.

Shane Brown moved and Dave Hoover seconded the copy paper bid from Veritiv Operating

Company – white paper $22.67/case and color paper $36.95/case.

Vote: Unanimous. Motion carried.

Brad Shingler moved and Shane Brown seconded to approve the superintendent

recommendation of 365 day expulsion of Student #1617-15 with the caveat that with good

attendance, academics and behavior he could return to school after the first 9 weeks of the

2017-18 school year.

Vote: Unanimous.

Brad Shingler moved and Shane Brown seconded to adjourn.

The meeting adjourned at 7:43 p.m.

The next regular meeting of the Braxton County Board of Education will be held on June 13,

2017 at 6 p.m. at BCMS.
