MINUTES OF THE INFORMATIONAL MEETING AND PUBLIC HEARING

FOR THE ANNEXATION OF EAST GRYGLA

June 11, 2007

The informational meeting and public hearing for the annexation of East Grygla was scheduled to be at the Civic Building at 5:30 pm. The meeting was called to order, at 5:40 p.m. by Mayor Klein with the following council members present: Patti Johnson, Rose Hanson, and Hazel Thomas. Absent: David Dunrud. Also present were Loren Lusignan, Edward Moe, Lyle Nelson, Ralph Rundell, Betty Ostby, Greg Monson, Lynn Anderson, Tim Bernstein, and Rose Aune.

Rundell questioned if flood prevention would be included. That would be looked into, as there is a Flood Map Scoping meeting at the Marshall County Courthouse Tuesday, June 12.

Moe asked why we’re working on this now and Klein explained that the residents had wanted water & sewer.

New sites have to have a mound system and be up to code. They also need to have a permit from the county if doing anything different with the septic system.

Klein explained to the town board that if they didn’t receive the water & sewer they could be unannexed if they wanted to.

Nelson wanted to know what the twp would be loosing for tax dollars. Lusignan didn’t think it would be that much and said that could be figured out easily if someone contacted Scott Peters, County Auditor, and asked him to look up what each resident pays.

Moe questioned what happens to the street and who takes care of it since the first part of the road would be the City’s and just the end would be Valley’s.

The report that Houston Engineering did last year was shown to the Town Board so they would understand a little better what the water & sewer plans would be for that area.

June 11, 2007

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:00 p.m. by Mayor Klein with the following council members present: Patti Johnson, David Dunrud, Rose Hanson, and Hazel Thomas. Absent: None. Also present was Rose Aune.

MINUTES OF PRECEEDING MEETING

Motion made by Thomas, seconded by Hanson, to approve the minutes of the City Council Regular meeting of May 14,2007. Motion unanimously carried.

ANNEXATION

Now that the informational meeting and the public hearing are done we need to talk to Rokke and have him get the proper papers ready for us.

GAZEBO

Chuck Petersburg was going to put together a bid and found out it can’t be done for under $20,000 if we want the maintenance free option. We still need to come up with $10,000 to do that. We can do one for about $10,000 if we want to have the up keep expenses each year.

PICNIC SHELTER

It was $350 more than what was approved at the last meeting. The edges along the side were covered with steel and the color was changed.

There is a major crack in the cement that needs to be blown out and put crack sealer in it.

TREES

There are trees by the baseball field that have died and need to be removed. The 2 shrubs in front of the civic building need to be removed. Johnson has whisky barrels for Carter to moved to park. Seven trees were planted at the park and that should come out of the tree budget.

We’re still waiting for a bid to fill in the pond by the sliding hill, or drain it.

GATE VALVES

Klein is still waiting for some prices.

ORRIN AUNE LOT

Since the good faith effort that was promised ended in December and was not met and we are forced to do this. Therefore there will be a $1000 fine if not cleaned up in its entirety within 30 days of signing for the notice.

ARENA IMPROVEMENTS

Don didn’t have a chance to have the shop class do any of the work.

LIBRARY DROP BOX

Johnson waiting to find out if it is the City’s responsibility to get the concrete down for the drop box to sit on. The school agreed to have the drop box on the school property.

FRAN MOSHER LOT

Klein is to have a meeting Tuesday night with Arnold Stanley, Richard Mosher, & Roy Nordby. Roy & Arnold were on the Area Development Corp and thought they could shed some light on which properties were given by the ADC. Klein was to call Leanne at the Assessor’s office to get the “lesser deed” he has been talking about that he has seen. It states what the ADC gave to the City. She wasn’t sure if it was from the Assessor’s or Recorder’s office. If Fran is going to sell the lot they are going to have to make sure the abstract is current and a cleared deed, and that will be their expense, not the City’s.

COMPUTER FOR SHOP

Carter had wanted a computer for in the shop, just a used one from the school maybe. The school didn’t have any available and the council doesn’t feel it would be a wise investment for the city.

LMC INSPECTION RESULTS

Carter needs to have a different way of loading and unloading mowers, and we need new gas cans.

CETA WORKER

Charlie Wells is our new CETA worker for the summer.

WASTEWATER SCHOOL

Klein made a motion, seconded by Thomas, for Carter to attend the Wastewater School in Willmar July 24-27, carried unanimously.

YO-HAWN’S CLEANUP

Klein didn’t get a chance to talk to Severt’s about cleaning up around Yo-Hawn’s, finish painting, and remove the old car.

COMPUTER MEMORY

Rose should check with Radio Shack to see what it would cost to upgrade the memory on the city computer and if they could install it.

SCHOOL SAFETY GRANT

Jeff Langan sent an email with a link to get a grant for getting kids to school safely. We need to look at this a little more.

FLOOD MAP MEETING

There is a Flood Map meeting Tues, June 12 at Marshall County Courthouse at 10 am.

MARSHALL COUNTY FAIR POSTER

Rose is to work on getting a poster done showing pictures of our city.

PUBLIC HEALTH PREPAREDNESS MEETING

There is a Public Health Preparedness meeting on Wed, June 13 at 7:30 pm in Newfolden. Klein can maybe attend.

LSS ANNUAL REPORT

Council looked over the LSS Annual Report, Hanson explained a little on it. Grygla serves about 40 per day and 11 Meals on Wheels a day, and TRF only does 40 meals a day. $2.75 is the cost they ask for the meals & $4.35 for Meals on Wheels. That is what they ask for a donation from seniors and $6.25 for under 60. Our site serves a salad every meal and a lot of sites don’t include that.

PAINTING CIVIC BUILDING WALL

The council would like Kevin Cedergren to paint the wall during the week so there would be supervision, since he would not have insurance himself for doing the work.

LMC DUES

LMC dues might be going up 3.75% this year.

ROSE & CARTER’S BANKED TIME

Rose had 7 hrs of banked time and Carter had none. Dunrud made a motion, seconded by Thomas, to pay banked time, carried unanimously.

SPECIAL MEETINGS

Hanson, Thomas, Klein, & Johnson each had 1 extra meeting for the public hearing held before this council meeting.

TAX EXEMPT # FOR FUEL

So far we haven’t heard how this would benefit the city, because we would end up paying for it another way when it comes to reporting it. We are still waiting to hear from Roy Lunde on this.

MOSQUITO SPRAYING

Carter is to contact Myles in TRF to see how often they are going to be spraying for mosquitoes, and then we need to get it in the paper.

ROSE’S VACATION

Rose will be taking the week of August 6-10 off for vacation.
