MINORITY BUSINESS ENTERPRISE (MBE) POLICY
It shall be the policy of the Housing Authority of the City of ______to actively support, promote and participate in the "Minority Business Enterprise (MBE)" Program as outlined in Notice PIH 88-11 issued March 22, 1988.
"Minority Business Enterprise" means a business enterprise that is fifty-one (51) per cent or more owned, controlled and actively operated by one or more persons who are classified as part of a racial or ethnic minority group. Such groups may include but are not limited to African Americans, Hispanic Americans, Asian Americans and Native Americans.
The annual goals of the Housing Authority in meeting the MBE requirements will be as follows:
a.Development Goal - Five (5) per cent of the dollar value of the total contracts awarded and purchases made under the development program.
b.Management Goal - Ten (10) per cent of the amount expended for management operations under the account classifications listed below as shown on the Statement of Operation Receipts and Expenditures, Form HUD-52599. The goal is based on total expenditures under classifications for contracts and purchases of supplies and services (as distinguished from salaries, wages and benefits paid to, or on behalf of, employees). It should not be inferred that minority participation should be limited to expenditures under these classifications. Any contracts or purchases from MBE sources will count toward accomplishment of the goal.

c.Modernization Goal - Twenty (20) per cent of the dollar value of the total contracts awarded and purchases made with modernization funds during the fiscal year.
The Housing Authority will compile and maintain a list of local MBEs and will consider and actively solicit their participation in the MBE program.
The Housing Authority will also participate in the incentive programs as part of the MBE activity, in any Development and/or Capital Funds project undertaken by the Housing Authority.
