Role Purpose: / To lead, develop and manage ETF programmes in specified areas that support improvements across the FE sector.

ABOUT THIS POST

The nature of the Foundation’s work means that Heads of Programme are expected to work collaboratively to ensure cross-cutting themes are embedded across all areas. As priorities for the sector change so may the need for particular programmes and we endeavour to maintain a flexible offer that supports this. As a result the responsibilities of Heads of Programme may change to enable this.

We are currently recruiting for five Head of Programme posts:

Head of Technical Education

The post-holder will be responsible for leading the day to day strategy and operations for technical education. This will include drawing on expert knowledge of effective technical teaching and learning to develop and manage programmes to support the FE sector to implement the government reforms of technical education and for apprenticeship providers to move from delivery of frameworks to delivery of apprenticeship standards. The role will need to build and maintain strong relationships with relevant stakeholders and providers and to work collaboratively across ETF, particularly with colleagues working on teaching, learning and assessment, recruitment, and maths and English.

Head of Teaching, Learning & Assessment

This post focuses on the development of in-service teachers, trainers, subject leaders and middle managers and the post-holder will lead programmes including Outstanding Teaching, Learning & Assessment (OTLA), Professional Exchanges, Study Programmes and middle managers. The post-holder will build programmes that support the improvement of teaching, learning and assessment and ready aspiring and current middle managers for their role in designing and delivering curriculum that delivers good and outstanding learner outcomes. There is an expectation that this post draws on the experience and knowledge of colleagues working in other programme areas, including maths & English and technical education, to ensure key themes and priorities for the sector are embedded in programmes.

Head of Senior Leadership & Governance

This post will be responsible for the ongoing management and development of programmes including CEOs/Principals, Chief Financial Officers, Clerks and Governors. As the ETF offer develops the role will need to design and build engaging and high impact development opportunities for aspiring CEOs/Principals and senior leaders. Building and developing relationships both inside and outside of the sector is an essential part of this post, as is having a strong understanding of policy, current sector priorities, expected challenges and the need to horizon-scan to forecast changes and developments.

Head of Wellbeing and Social Inclusion

The purpose of the role is to plan and implement the next phase of ETF’s social mobility strategy. This will involve leading and managing existing programmes including offender learning, supporting learners with disabilities and Prevent, and to extend this work into other areas developing a coherent strategy for ETF support. The post-holder will need to draw on experience and knowledge of how to support a diverse range of learners and staff, and building and maintaining relationships across the sector and beyond to establish ETF as a key stakeholder in this area will be key part of the role.

Head of Learning Technologies

This post focuses on the development and implementation of ETF’s strategy to support staff in the FE sector to use learning technologies and to improve their own digital skills. The aim is to develop a coherent and effective offer which builds and expands on existing ETF programmes as well as extending the programme into new areas. The post-holder will be building on existing knowledge and experience of how effective use of technology in teaching and learning is embedded within FE providers and what works in developing the skills, culture and structures to support this. Building and maintaining strong relationships both internally and externally and the ability to identify key current and future priorities will be integral to the role.

RESPONSIBILITIES

1.  Particular to this post:

Deliver programmes which have a positive impact on overall standards and learner outcomes within the FE and training sector.

1.1  Working in conjunction with the relevant Director, develop and implement a strategy for implementation of high quality programmes within specified areas of the business.

1.2  To provide operational leadership for the commissioning, design, delivery and evaluation of programmes, in line with ETF processes and procedures, including the deployment, development and management of programme staff on short term and associate contracts.

1.3  To maintain a strong understanding of policy, change and trend in the sector ensuring the delivery of evidence informed programmes.

1.4  To ensure high quality delivery of programmes, contributing to governance, quality assurance and continuous quality improvement processes.

1.5  To promote the Foundation and its offer, through effective internal and external communication, events and networks.

Engage with stakeholders to develop and promote the Foundation offer.

1.6  To develop and maintain relationships with key stakeholders and groups across the sector.

1.7  To be an active participant in the ETF’s advisory and stakeholder groups including shaping the agenda and content for meetings.

1.8  To collaborate with colleagues across ETF in the development of a coherent programme offer, ensuring we maximise impact to the sector and remove barriers to accessibility and promote inclusion throughout.

Deliver value-for-money programmes and support sustainable income generation.

1.9  To maximise opportunities for income generation within areas of work, supporting income generating areas of the business (e.g. SET, QTLS, ATS) as part of this.

1.10  To have budgetary responsibility for programme areas, ensuring efficient delivery and value for money at all times.

3. General

·  To work co-operatively with the ETF personnel, including providing cover during absence as may be requested by the Line Manager or other delegated personnel.

·  To undertake any other duties as appropriate that are commensurate with the post as may be determined from time to time by the Line Manager.
