POSITION SCOPE
The role will provide operational management for a 24/7 residential rehabilitation program for Aboriginal Teenagers. The role will also provide leadership in the provision of quality services to young people within defined Practice Framework and organizational values ofBunjilwarra

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Service Development & Clinical Oversight
•Exercise managerial control, involving the planning, program development, implementation, direction and evaluation of all operations which include providing analysis and interpretation of the services provided
•Ensure all service activity is developmentally appropriate, consistent and culturally appropriate with therapeutic community principles (best practice standards)
•Ensure 24/7 staffing levels are appropriate for client numbers
•Incorporate continuous quality improvement into service delivery practice and service delivery processes including involvement in program review leading to accreditation
•Review, update and implement policies and procedures to reflect operation methods and the philosophies of VAHS
•Ensure service delivery is in line with organisationalphilosophy and policy (ie/ OHS, incident Reporting, Risk Management)
•Ensure the participation of young people through feedback mechanisms and involvement in program design
•Ensure written communication (internal and external) is timely, professional and where required stakeholders are consulted.
  1. People Management and Wellbeing
•Facilitate the positive engagement of (new) staff through equitable recruitment and selection, induction and understanding of policies and procedures at the site level
•Provide an environment for staff to excel, through supervision, training and development and support when things go array (i.e/ critical incidents, grievances, complex client presentations)
•Ensure staff meet the inherent requirements of their position and work within the values and policies and procedures of the Bunjilwarra Program.
•Prioritise workload requirements to ensure staff safety and wellbeing, including managing all leave requests
•Supervise, coordinate, monitor, and establish positive work outcomes that produces effective team and individual performances
•Ensure professional registration and credentialing for staff is collected each year for staff where there is a requirement as part of their registration and / or position description.
•Provision of high quality support, supervision and debriefing for staff as required
•Ensure community to staff is clear, consistent and promotes a positive view of Bunjilwarra and its strategic directions.
•Ensure the workplace is free from discrimination, harassment and bullying.
  1. Stakeholder Relationships
•Manage stakeholder relationships that support service delivery imperatives and initiatives
•In consultation with Senior Manager of VAHS and YSAS, support strategic stakeholder relationships
•Ensure staff stakeholder relationships are purposeful and planned
  1. Financial Responsibility and Capitol Management
•Active involvement in the yearly budgeting process and ongoing financial control within budget parameters and delegations of authority
•Ensure ethical and transparent processes in the management of the Bunjilwarra Youth AoD Program holding Account (client income holding account)
•Day-to-day site management encompassing office and asset management (vehicles, maintenance, purchases) site maintenance (ground / property maintenance, bush fire management) and provision of a safe workplace (responding to critical incidents, safe workplace procedures)
  1. Leadership & Culture
•Develop and maintain strong professional relationships with fellow staff from VAHS and YSAS and facilitate a positive team culture within the Bunjilwarra Team
•Role model leadership and pro-social attitudes within the Bunjilwarra Community
•Highly developed communication and written skills
•Contribute to the development of the strategic direction of Bunjilwarra and successful implementation of site operational plans

  1. Manage Risk and Compliance
•Ensure legislative compliance with Privacy, Incident Reporting, OHS and Employment Conditions (Fair Work Act and YSAS EBA)
•Facilitate OHS compliance and corrective measures where required
•Investigate and review all accidents / incidents within the program and prepare reports as appropriate
•In consultation with stakeholders undertake reviews and / or audits to support continuous quality improvement or individual learning
•Ensure Bunjilwarra has a bush fire management plan that complies with DoH and other relevant government standards
•Develop all high risk activities in line with VAHS / YSAS policies
  1. General Duties
•To represent and speak on behalf of Bunjilwarra when required
•To understand and promote the philosophy of the Victorian Aboriginal Health Service
•Undertake other duties, which are incidental and peripheral to the main tasks, provided that such duties are reasonable within the employee’s competence and training

KEY SELECTION CRITERIA
Understanding of and Commitment to the Aboriginal community.
Essential
  • Demonstrated capacity to motivate, lead, manage and supervise a multidisciplinary 24/7 staff team including facilitating the positive engagement of staff through equitable recruitment and selection, induction and performance management.
  • Demonstrated knowledge and experience of statutory and ethical requirements in a mixed gender residential rehabilitation service for adolescents with problematic substance abuse
  • Demonstrated understanding of treatment, care planning and case management approaches as they relate to therapeutic community principles
  • Demonstrated ability to apply reflective practice at an individual, group and organizational level to develop and implement innovative solutions
  • Ability to maintain positive stakeholder relationships and work collaboratively with key
Stakeholders(i.e/ young people, local community, elders, government agencies etc.)
  • Demonstrated capacity in residential rehabilitation program planning, implementation, review and research including financial management and clinical governance.
  • Ability to lead and motivate staff at all levels to meet performance targets.
  • Excellent negotiation skills and the ability to influence people in difficult and complex situations and to lead change
  • Demonstrated understanding of the issues associated Alcohol and Drugs and their effects on the Aboriginal community
  • Computer literacy and excellent written ability, able to generate reports for CEO and Board
  • Knowledge of and demonstrated understanding of and commitment to the principles of equity, diversity and occupational health and safety.
A current Victorian Driver’s License is required for this role

Salary packaging benefits are available subject to VAHS’ on-going Fringe Benefits Tax exempt status..
Key Performance Indicators (KPI’s) will be set on commencement. A three month probation period applies. Annual performance reviews are undertaken.

VAHS staff are required to familiarise themselves with and abide by VAHS Policies, Procedures, including the Code of Conduct.
Successful applicants are required to have a current full Victorian driving license (unless otherwise agreed to), undergo a police check and where required for the role a current working with children check.
The VAHS offer some programs / services outside of normal business hours. Staff across all VAHS sites may be required to work after hours as an operational requirement of the role if the program / service they work in operates outside of normal business hours.
This position is located at Bunjilwarra – Hastings, however the Service reserves the right to vary the location of the position according to the needs of the Service and its clients and any future changes to the Service’s area of operation.
