Subject: Street Naming – Alloa Town Centre (2)

1.0  SUMMARY

1.1.  At the meeting of the Regulatory Committee of 23rd November 2006 it was agreed to rename Ring Road and seek new names for the access road and walkway to the railway station and the new public square.

1.2.  In addition to normal consultation and statutory advertising, suggestions were sought via Clacksweb and publicity in the local press resulting in some 67 suggestions.

1.3.  This report sets out in full all of those responses and makes recommendations on the choice of name for these four new streets and places to reflect their importance to the town.

2.0  RECOMMENDATIONS

2.1.  It is recommended that, subject to no objections having being received from Royal Mail, the names set out at paragraph 4.2 be agreed.

3.0  BACKGROUND

3.1.  Members will recall the decision made at the meeting of the Regulatory Committee on 23rd November 2006 to re-name Ring Road and to seek new names for it, the new access road to the railway station, the new walkway and the new public square.

3.2.  The proposal to re-name Ring Road was publicly advertised on 1st March 2007 and no objections were received. In addition a letter was sent to the occupiers of the single property affected by the proposed renaming seeking their views (The Advocacy Place). No objection to the re-naming has been received.

3.3.  In addition to consulting with local Councillors, the Community Council, local schools etc the Service used Clacksweb to publicise the proposed naming and to seek suggestions. A press release was produced and the local press ran an article on the subject on Thursday 1 March 2007.

3.4.  As a result of these exercises some sixty seven (67) suggestions were received from nineteen (19) contributors. All of the responses, and contributors names, are shown for all four streets at Appendices 1-4.

3.5.  Only Ring Road and the new road to the railway station will have postal addresses therefore Royal Mail have been consulted on all of the suggestions, less some that have been identified as having obvious conflict with existing postal addresses. Appendix 6 shows the full list of suggested names for all four streets with those with obvious conflicts scored out.

4.0  PROPOSALS

Careful consideration has been given to all of the suggestions and each has been assessed against the usual criteria for choosing appropriate names which reflect the characteristics of the area and/or historical associations.

4.2  As a result it is proposed that the following names be agreed:

(i)  King Street – for the former Ring Road. Reason: King Street was a street lost as a result of the redevelopment of the area in the 1960’s. It has strong associations with the history of the area and it is a name that reflects the importance of the street to the retail and business heart of the town.

(ii)  Station Road – for the new road accessing the railway station. Reason: This reflects the importance of the new railway station to Alloa and Clackmannanshire. It would assist people when searching for that particular facility in the town.

(iii)  Station Walk – for the pedestrian walkway linking the railway station with the bus station and the rest of the town centre. Reason: This reflects the importance of the new railway station to Alloa and Clackmannanshire. It would assist people when searching for these particular facilities in the town.

(iv)  Station Square – for the public square. Reason: This reflects the importance of the new railway station to Alloa and Clackmannanshire.

5.0  SUSTAINABILITY IMPLICATIONS

5.1.  The recommendation does not have any significant sustainability implications. The consultation and research procedure ensures that community participation has been undertaken.
