1. OPENING CEREMONIES
a. Call to Order at 4:16 pm by Chairman Vince Chavier
b. Roll Call
Present: Chairman Chavier, Director Huyssoon, Vice Chairman Vieira, Interim Fire Chief Jay Huyssoon
2. APPROVAL OF AGENDA
a. Motion by Director Huyssoon, second by Vice Chairman Vieira to approve the agenda. Motion carried.
3. APPROVAL OF MINUTES
a. Motion made by Chairman Chavier , second by Vice Chairman Vieira to approve the minutes of August 1, 2016 meeting. Motion carried.
4. PUBLIC FORUM
a. N/A
5. CONSENT AGENDA
a. Motion by Chairman Chavier, second by Vice Chairman Vieira to approve district account payables July 2016 through October 2016. Motion carried.
6. OLD BUSINESS
a. Closed door session- Conference with Legal Counsel- anticipated litigation. Entered into closed door at 4:20 pm. Exited at 4:28 pm. Nothing to report.
7. NEW BUSINESS
a. Motion by Chairman Chavier, second by Director Huyssoon to accept the current 2016 Biennial Notice for Conflict of Interest Codes, with no changes. Motion carried.
b. Motion by Chairman Chavier, second by Vice Chairman Vieira to approve Establishing Rules for Proceedings for Board Meetings, Resolution 2016-05. Motion carried.
c. Motion by Chairman Chavier, second by Vice Chairman Vieira to approve Final Budget FY 2016-17, along with Appropriation Limit, Resolution 2016-06. Motion carried.
d. Motion by Chairman Chavier, second by Vice Chairman Vieira to adopt the 2016 California Fire Code, along with City of Rio Vista Amendments, Resolution 2016-07. First reading. Motion carried.
e. Information only 2016 Sacramento County General Safety Element Amendment.

9. DISTRICT FIRE CHIEF COMMENTS
a. Interim Fire Chief Jay Huyssoon reported that two AED’s have been placed in Delta Fire District and one additional will be placed at Rio Viento RV Park on Sherman Island Road.
10. CHAIRMAN'S COMMENTS
a. Chairman Chavier thanked everyone in attendance and congratulated Director Huyssoon on her reelection to the Board of Directors.
11. BOARD MEMBER COMMENTS
a. Director Huyssoon congratulated Chairman Chavier on his reelection to the Board of Directors.
b. Director Huyssoon now receives Reclamation District agendas and will forward them to the Directors for information and if they choose to attend their meetings.
c. Sacramento County boundaries were incorrect for River Delta when they switched over to Sacramento County dispatch. Chief Huyssoon will contact Sacramento County Dispatch to have this corrected.
d. Engineer Paramedic Alex Bosworth’s 5 ½ month old infant daughter passed away on October 31, 2016 due to complications from birth. All Board members, the Fire Chief, and audience member C.A. Giacoma expressed their condolences.
12. ANNOUNCEMENTS
a. Next business meeting scheduled for December 5, 2016, 4:15 pm for second reading of the 2016 California Fire Code. A list of potential meeting dates for 2017 was also reviewed.
13. ADJOURNMENT
a. Motion made by Director Huyssoon, second by Chairman Chavier to adjourn the meeting at 4:57 pm. Motion carried.
