TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultancy - Humanitarian Support Officer, Lebanon
Description of Duties and Responsibilities
Under the direct supervision ofField Programme Support Officerand in accordance with established Agency Policy and Procedures, the incumbent will:
- Support the follow up and monitoring processes for all Palestinian Refugees from Syria (PRS) assistance projects and programs, including:
- Monitoring the implementation of the PRS Assistance work-plan and supports to the departments on monitoring and evaluation plans for related projects/programs;
- Working within the Programme Support Office and assists in the planning of monitoring and evaluation of humanitarian programmes;
- Coordinating the production of reports and other information products to ensure fulfillment of external reporting requirements (including Activity Info, Inter-Agency Updates, and common funding appeals).
- Support inter-agency representatives’ role on sectoralworking groups in relation to emergency monitoring;
- Support emergency appeal development;
- Ensure that appropriate and proven monitoring and evaluation mechanisms are included into all departments' work plans and that the information is properly collected, analyzed and shared as planned;
- Perform other duties as may be assigned.
Essential Qualifications and Experience
- Advanced university degree (Master’s degree or equivalent) from an accredited educational institution in international development, social or political sciences,statistics or economics;
- A minimum of threeyears of relevant experience in monitoring and evaluation or project management at an international organization and/or UN agency;
- Experience designing and implementing monitoring andevaluation frameworks and tools for cash assistance/voucher programs;
- Fluency in written and spoken English.
DESIRABLE QUALIFICATIONS
- Experience working in Lebanon or the Middle East;
- Working knowledge of Arabic is an advantage.
Competencies
- Excellent knowledge and understanding of monitoring and evaluation frameworks and tools in a humanitarian or development context;
- Demonstrated ability to develop monitoring tools;
- Knowledge of project cycle management and learning from monitoring and evaluation;
- Proven skills in analyzing and summarizing primary and secondary data;
- Proven skills in critical thinking, assessment and qualitative/quantitative surveys design;
- Knowledge of SPSS software and chart builders;
- Proven skills in capacity building for national staff;
- Demonstrated ability in report writing and presentations;
- Interpersonal skills and teamwork.
CONDITIONS OF SERVICE
- The consultant will be based in Lebanon;
- The duration is 6 months;
- Remuneration for this consultancy will depend on the qualifications and experience of the consultant.
