ESSENTIAL JOB FUNCTIONS:
Responsible for responding to and resolving environmental issues for all schools, Central Office and satellite locations. Ensures that the school system provides a healthy and safe environment which promotes favorable working, teaching, and learning conditions. Supervises and directs the work of the Lead Environmental Technician. Supervises and directs the work of the Integrated Pest Management Unit. Works cooperatively with the Operations Manager, Area Managers, Night Quality Control Mangers, and other departments to ensure environmental concerns are satisfactorily addressed. Promotes environmental awareness and provides instruction to school staff and students on related environmental issues. Works in extreme environmental conditions, must be able to enter crawl spaces and climb ladders and lift up to 50 lbs.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
The examples are illustrative and not all inclusive:
1. Designs, develops, implements, and audits environmental programs designed to minimize employee and student exposure to workplace stressors at any assigned site and to ensure that the school system provides a healthy and safe environment which promotes favorable working, teaching, and learning conditions.
2. Supervises the Lead Pest Management Technician and Technicians and the Lead Environmental Technician.
3. Leads the implementation of environmental SOP’s and practices and ensures timely compliance with new environmental legislation.
4. Develops sampling strategies, schedules and conducts surveys and coordinates response action(s) and provides technical expertise to all departments for chemical, physical and biological agents to include indoor environmental quality investigations and radon surveys.
5. Analyzes data and develops enhanced procedures based on collected data.
6. Develops, implements, monitors and incorporates continuous improvement to environmental programs to ensure compliance with new and changing regulations, AACPS Directives, and SOP’s.
7. Designs, develops, and manages the AACPS’s Integrated Pest Management and Notification Program.
8. Develops and manages contracts and oversees expenditures for the school systems’ recycling, hazardous materials removal and safe disposal, solid waste and recycling removal, environmental remediation, drinking water testing programs, as well as environmental consultants.
9. Maintains Industrial Hygiene and water testing equipment, supplies and materials for the pest management program.
10. Directs fuel oil spill clean-up efforts and coordinates response activities with Federal, State, and Local Authorities.
11. Develops training and instructs custodial staff, school administrators, and occasionally students on sustainability issues such as, recycling, energy conservation and water conservation programs.
12. Participates in On-site emergency response team and responds to employee health and safety concerns.
13. Develops collaborative relationships with Regulators, laboratories, and facility staff to integrate EHS programs into daily activities.
14. Maintains all official records, monitoring data and generates reports as required.
15. Conducts environmental training sessions for staff at all levels as required by SOP directives and regulatory requirements.
16. Interfaces with local regulatory agency and health officials.
17. Works with the Safety Officer, Risk Manager and Operations Specialist on Right to Know, Bloodbourne Pathogens, Confined Space Entry, Fall Protection, Electrical Equipment Lock Out – Tag Out, and Noise Protection programs for Facilities staff.
18. Reviews Operations chemical SDS for possible hazards and compliance with Green Cleaning laws.
19. Advises and informs management about goal attainment and issues and trends in environmental issues.
20. Provides comments and written testimony to the Maryland Legislature and other committees on environmental issues affecting schools.
21. Promotes environmental awareness, at all levels of the school system, of the impact of emerging environmental issues and makes recommendations on sustainable procurement for all “green building” custodial goods, equipment and services.
22. Participates in all aspects of pollution control, waste management, recycling, environmental health, energy conservation, and renewable energy initiatives.
23. Performs other duties as required.
EMPLOYEE SAFETY:
Employee is required to use safety devices and protective equipment in order to minimize the frequency and severity of work-related accidents. Adheres to safe practices and methods in the operation of equipment and supplies related to his/her particular job. The employee is responsible for correcting and/or reporting conditions within the building or grounds that may be hazardous to employees, students or staff members assigned to the building.
SUPERVISION AND GUIDANCE RECEIVED:
Works under the general supervision of the Supervisor of Operations and Logistics.
QUALIFICATION REQUIREMENTS:
· Bachelor’s degree from an accredited college or university with a major in Environmental Engineering/Science industrial hygiene or related area.
· Six years of increasingly responsible experience administering environmental health and/or environmental regulations; or an equivalent combination of education and experience deemed sufficient to prepare the applicant to successfully perform the duties of the position.
· Preferred: Certified Industrial Hygienist, Industrial Hygienist in Training or Master Degree in Public Health, Environment Sciences or related scientific technical field.
· Knowledge of related federal and state laws and environmental regulations.
· Ability to recognize, evaluate and control hazards in the workplace and community.
· Knowledge of the principals of biological and chemical hazards, anatomy, toxicology, gases, vapors, solvents, participates in ionizing and non-ionizing radiation, ergonomics, noise pollution, indoor air quality, air sampling, respiratory protection, exhaust fans, ventilation, cooling and heating systems, and air filtration systems.
· Ability to develop proactive programs with the judgment and skill to implement in a timely fashion is critical.
· Proven ability to direct, manage, motivate, lead and negotiate with diverse population and multi-functional teams is needed.
· Ability to respond to emergencies when necessary and other major environmental incidents and must evoke confidence and ability to respond to rapidly changing situations.
· Demonstrated capability in managing multiple projects/tasks, effectively prioritizing tasks, communicating project/task status and ensuring timely closure of assignments.
· Demonstrated ability to effectively work independently and with diverse populations.
· Demonstrated proficiency with business technology applications (e.g. Microsoft Office Suite-Word, Excel, Outlook, and Access preferred).
· Possess a valid Motor Vehicle Operator’s license and have daily access to a car.
Physical Requirements/Work Conditions
• Works in extreme environmental conditions, must have ability to enter crawl spaces, climb ladders, lift up to 50 pounds independently, perform extensive walking, stooping, pushing, carrying, , bending, and have the ability to exert force required to twist/turn equipment/tools required to perform assigned tasks.
•Duties involve sustained physical effort and some exposure to dust, dirt, noise, chemical solutions/solvents/odors, and adverse weather conditions.
QUALIFICATION REQUIREMENTS for employment in Grade E by new hire or transfer:
In addition to all the requirements of Grade D listed above
· Master’s degree in Public Health or certification in Industrial Hygiene – Comprehensive Practice from The American Board of Industrial Hygiene
· Eight years of relevant experience.
Eligibility for Consideration for Advancement from Grade D to Grade E requires:
1. At least two (2) years of successful experience in the position.
2. Achievement of a Master’s degree from an accredited college or university with a major in Environmental Sciences, Industrial Hygiene, Public Health (preferred), or related area or
3. Achievement of professional certification such as: Certified Industrial Hygienist
4. Mastery of all duties and responsibilities of the position.
5. Consistent maintenance of an effective and orderly work environment.
6. Achievement of identified goals as they relate to the needs of the district.
7. Completion of any additional training that may be recommended by supervisor.
8. Consistent compliance with general office procedures such as:
a. Standards contained in the AACPS Employee Handbook
b. Demonstration of discretion and excellent customer service
c. Regular and punctual attendance
d. Building dress code, including wearing AACPS ID badge.
9. Performance evaluation rating of Excellent for the previous two (2) evaluations.
10. Recommendation of the Supervisor.
