ThejurisdictionofthisLocalshallbeasdeterminedfromtimetotimebytheNationalCounciloftheGovernmentServicesUnion,PSAC.
Section1.03
TheheadquartersoftheLocalshallbelocatedintheNationalCapitalRegion(NCR).
BY-LAW2-OBJECTIVES
Section2.01
TouniteinharmonyallmemberswithinthejurisdictionoftheLocal,andtoprotecttheirinterests,rightsandprivileges.
Section2.02
ThisLocalshallsubscribeunconditionally toandacceptas itsgoverningdocuments,theConstitutionofthePublicServiceAllianceofCanada,theBy-lawsoftheGSU,andthesebylaws.
BY-LAW3-AUTHORITYAND RESPONSIBILITIES
Section3.01
TheLocalshallhavetheauthoritytodeal withmanagementrepresentativesintheirlocalonmattersaffectingtheinterestsofthemembership.TheLocalshallalsohavetheauthority toinitiateactiononmattershavingbroadereffectthantheinterestsoftheLocalmembership,bysubmissioninwritingtotheNationalCouncilorbyresolutiontothe
TriennialNationalConventionoftheUnionorbysubmissiononinwritingtotheAreaCouncilofthePublicServiceAllianceofCanada,whicheverisappropriate.

Section3.02
TheLocalmaydesignateoneofitselectedofficersasafull-timeofficeroftheLocalandmay employapersonorpersonstoassistincarryingouttheworkoftheLocal.Anyfinancialundertakingshall bethesoleandexclusiveresponsibilityoftheLocal.
TheLocalmayacquiresuchspaceandfacilitiesas maybenecessaryfortheconductoftheaffairsoftheLocal.AnyfinancialundertakingshallbethesoleandexclusiveresponsibilityoftheLocal.
Section3.04
TheExecutiveCommitteeshallhavetheauthoritytoestablishanycommitteeitdeemsnecessaryfortheconductofLocalbusiness.
Section3.05
TheLocalmayadoptregulationsfor theconductoftheaffairsoftheLocal.Suchregulationsshallnotinany wayconflictwiththeprovisions ofthe ConstitutionofthePublicServiceAllianceofCanadaoroftheGSUBy-laws.
BY-LAW4-MEMBERSHIP
Section4.01-Regular
TheLocalshallbecomposedofallmembersoftheGSUinitsjurisdiction,asdeterminedfromtimetotimebytheNationalCouncil.
Section4.02
Uponapplyingformembership, eachmemberisdeemedtohaveagreedtoabidebyandtobebound bytheprovisionsoftheConstitutionofthePSAC,theBy-lawsoftheGSU,andtheseLocalBy-laws.

BY-LAW5-MEMBERSHIPDUES
Section5.01
EachmemberofthisLocalshallpaysuchduesassetbytheConventionofthePublicServiceAllianceofCanada,bytheConventionoftheGSUandbythisLocal.
Section 5.02
TheamountofLocalmembershipduesforRegularMembersshallbeestablishedbyatwothirds(2/3)majorityvoteofthememberspresentatameetingcalledforthepurposeofestablishingdues.
BY-LAW6-EXECUTIVECOMMITTEE
Section6.01
TheExecutiveCommitteeofthisLocalshallconsist,ataminimum,ofaPresident,aVicePresident,aSecretary-Treasurer.
Section6.02
Thepresidentshallbe nominatedandelectedattheAnnualGeneralMeetingoftheLocal,andshallholdofficeforaperiodof 3 year(s).
Thevicepresident,treasurerandsecretaryshallbenominatedandelectedat theAnnualGeneralMeetingoftheLocal,andshallholdofficeforaperiodof2year(s).
Section6.03
TheExecutiveCommitteeshallconductthebusinessoftheLocalbetweengeneralmeetings.

Section6.04
IftheofficeofPresidentbecomesvacant,itshallbefilledbytheVice-President.Thetermoftheofficeforanyoneassumingofficeinthismannershallextendonlyuntilthenextannualgeneralmeetingofthelocal,atwhichtimeanelectionshalltakeplaceinaccordancewiththeby-lawsgoverningtheelectionofofficers.
Shouldanyotherelectedofficebecomevacantforanyreason,withinthirty(30)daystheexecutivecommitteeshallappointasuccessorandatthenextannualgeneralmeetingofthelocal,anelectionshalltakeplaceinaccordancewiththeby-lawsgoverningtheelectionofofficers.
Intheeventthevacancyoccurswithinthree(3)monthsoftheannualgeneralmeeting,theappointmentmaybedeferred.Thedecisiontodefertheappointmentmustbemadeataproperlyconvenedexecutivecommitteemeetingwhichiscalledwithinthethirty(30)dayperiodallowed.
Thepresidentinhis/herannualreporttothemembershipshallincludeastatementonanyappointmentsmadeordeferred,thereasonforthevacatedofficeandtherationalefortheselectionofthereplacement.
BY-LAW7-DUTIESOFOFFICERS
Section7.01-ThePresidentshall:
(a)ConveneandpresideasChairpersonatallspecialandregularmeetingsoftheExecutiveCommitteeandtheLocal;
(b)SubmitawrittenActivityReporttotheAnnualGeneralMeetingoftheLocalcoveringtheperiodbetweenAnnualGeneralMeetings;
(c)InconsultationwiththeLocalExecutiveCommittee,dealwithlocalrepresentativesoftheemployeronmattersaffectingtheinterestsofthemembersoftheLocal;
(d)AttendtheGSUTriennialConventionasadelegatefromtheLocal;
(e)Performother dutiesasmaybeassignedbytheExecutiveCommittee;
(f)Interpretandenforcetheby-lawsandpoliciesofthelocal;
(g)Decideemergencycasesandmakefullreporttothenextmeetingorcallaspecialmeetingoftheexecutivecommittee.

Section7.02-TheVice-Presidentshall:
(a)AssistthePresidentinhisorherdutiesandreplacethePresidentwhenrequestedtodoso,orinthecaseofabsence,incapacity,resignation,ordeath;
(b)Attendall meetingsoftheExecutiveCommitteeandoftheLocal;
(c)Performotherduties asmaybeassignedbytheExecutiveCommittee.
Section7.03-TheSecretaryshall:
(a)AttendallmeetingsoftheLocalandExecutiveCommittee;
(b)Keepanaccurateaccountoftheproceedings ofeachanddistributetheminutestotheappropriate membersandtheGSUNationalOffice;
(c)Beresponsibleformaintainingproperfilesofdocumentsandallcorrespondence;
(d)Ensurethatanup-to-datelistingofallmembersiskept;
(e)Notifyallmembersofthelocalexecutivecommitteeofmeetingcallsaswellaspostponementofanyregularorspecialmeetingsoftheexecutivecommittee;
(f)Advise thegeneralmembershipbythemostefficientmeans,upontheinstructionsofthelocalexecutivecommittee,ofallmatterswhicharetocomebeforethemeeting;
Section7.04-TheTreasurer shall:
(a)AttendallmeetingsoftheLocalandExecutiveCommittee;
(b)BeresponsibleforthefinancialrecordsoftheLocal;
(c)Beresponsibleforthepreparationandpresentation offinancialstatementsatmembershipandexecutivemeetingsasrequired;
(d)CollectallmoneyspayabletotheLocalanddepositsuch fundsinafinancialinstitutionapprovedbytheExecutiveCommittee;
(e)BeresponsibleforthedisbursementoffundspayablebytheLocalinsettlementofitsjustdebts;
(f)Submitthebooksforauditbytheauthorizedauditors;
(g)Performsuchother dutiesaspertaintotheofficeorasareassignedbytheLocalExecutiveCommittee.
Section7.05-General
AnyofficeroftheLocal,onvacatinganoffice,shalldeliveralldocuments,moneys,orotherpropertyoftheLocaltohisorhersuccessorortothePresident.

Section8.01
TheExecutiveCommitteeshallappointShopStewards.
Section8.02
TheExecutiveCommitteemaydecide,ifnecessary,toelect aChiefShopStewardfromamongtheexistingLocalShopStewards.Thiselection,ifrequired,shalltakeplaceattheAnnualGeneralMeetingofthelocalinaccordancewith theby-lawsgoverningtheelectionofofficersandonceelected,willbecomepartoftheExecutiveCommittee.

Section 9.02-MembershipMeetings
(a)ThegoverningbodyoftheLocalshallbetheAnnualGeneralMeeting,whichshallbeheldinFebruaryorMarchofeachyear.
(b)MembersoftheLocalshallbegivenadvancenoticeofthescheduledAnnualGeneralMeetingatleast30daysbeforethemeetingtogivethemtimetopreparemotionsandamendmentstotheBy-lawsiftheywish.
(c)Thedate,time,locationandtheproposedAgendaoftheAnnualGeneralMeetingshallbeadvertisedtothemembersoftheLocal atleast30daysbeforethemeeting.

(g)QuorumforanAnnualGeneralMeetingshallbethemajorityoftheexecutivecommittee,andlocalmembersequaltothenumberofoccupiedpositionswithinthelocalexecutive committee,plusone.
(h)ASpecialMembershipMeetingshallbecalledattherequestofamajorityoftheLocalExecutiveCommitteeoratthewrittenrequestof25%ofthemembershipor30members(whicheverisless).TheLocalExecutiveshalldecidethetimeandplace,but,itshallbeheldwithinaperiodofthirty(30) calendardaysoftherequest.
(i)Aspecialmeetingshalldealonlywiththemattersforwhichitwascalledunlessthememberspresentagreebyatwo-thirdsmajoritytoconsiderothermattersofanurgentornecessarynature.
Section9.03-RulesofOrder
AllLocalmeetingsshallbegovernedbyPSACRulesofOrder,aspublishedbythePublicServiceAllianceofCanada.
BY-LAW10-ELECTIONOFOFFICERS
Section10.01
(a)Electionofofficers,whenrequired,shalltakeplaceattheAnnualGeneralMeetingandwillfollowtheprocedureoutlinedinthePSACRulesofOrder.
(b)Allofficersshalltakeofficeattheendofthemeetingatwhichtheyareelected.
(c)Theoathofofficeshallbeadministeredtoallofficersimmediatelybeforetakingoffice.

Section11.01
ThefiscalyearoftheLocalshallbeJanuary:1sttoDecember31.
Section11.02
Three(3)membersoftheLocalExecutiveshallbedesignatedassigningofficers,two(2)ofwhomshallsign allcheques.Thesethree(3)executivecommitteemembersshallincludethePresident,VicePresident,andtheTreasurer.Nodisbursementsshallbemadewithoutauthorizationbyamembershipmeetingunlesssuchdisbursementsarewithinbudgetarylimits,inaccordancewithfinancialguidelinesestablishedatamembershipmeetingorinaccordancewithLocal policy.
Section 11.03
TheTreasurershallsubmitafinancialstatementtoallregularmeetingsoftheLocalandshallsubmitanauditedannualfinancialstatementtotheNationalPresidentofGSUwithinthirty(30)daysfollowingtheLocal's AnnualGeneralMeeting.
Section11.04
TheLocalshallnotenterintoanyfinancialcontractualunderstanding oragreementwithoutpriorapprovaloftheNationalCounciloftheUnion.However,anysuchundertakingshallbethesoleandexclusiveresponsibilityoftheLocal.
Section11.05
DisbursementoffundsshallbemadeinaccordancewiththeseBy-lawsandshallreceivethepriorapprovaloftheExecutiveCommittee.
Section11.06
TheExecutiveCommitteemaygrantlegitimateout-of-pocketexpensestothelocalpresidentandtoanyotherelectedmember. AllexpenseslegitimatelyincurredbyelectedofficersincarryingouttheirdutiesinaccordanceewiththeseBy-lawsshallbepaidinaccordancewithlocalpolicy.
