Mass Meeting of the Madison County Republican Committee (MCRC) of the Republican Party of Virginia

As Chairman of the MCRC of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, William E Harvill, Jr, do hereby issue this call for a Mass Meeting to be held:

Saturday, March 26,2016
County Administration Center
414 N. Main Street
Madison, Virginia
Convening at 11:00am (doors open at 10:00am)
OR
An alternate site if necessary for the following purposes:

  1. Electing a MCRC: (1) Unit Chairman (2) Unit Vice Chairman (3) Unit Treasurer and (4) Unit Secretary.
  1. Electing up to 130Delegates and an equal number ofAlternates to the 5thCongressional District Conventionto be held at the Nelson County High School, Lovingston,Virginia (or an alternate site if necessary) convening on Saturday, May 14, 2016 at 11:00AM for the following purposes :
  1. Election of three (3) National Delegates for the 2016 Republican National Convention
  2. Election of three (3) Alternate National Delegates for the 2016 Republican National Convention
  3. Election of one (1) Elector for the 2016 Presidential Election
  4. Election of three (3) State Central Committee members
  5. Election of 5th District Chairman
  6. Election of Candidate for 2016 Congressional Election
  7. Transaction of such other business as may properly come before the Convention
  1. Electing up to 130 Delegates and an equal number of Alternates to the Republican Party of Virginia 2016 Quadrennial Convention to be held April 29-30 2016 James Madison University Convocation Center, 895 University Blvd, Harrisonburg Va (Convening on April 29, 2016 at 2:30pm and on April 30, 2016 at 12:00pm) for the following purposes:
    1. Electing 13 At-Large Delegates (“National Delegates”) to the Republican National Convention

2. Election of 13 At-Large Alternate Delegates (National Delegates”) to the Republican National Convention

3. Nominating 2 Electors At-Largeto be voted for in the Presidential Election on November 8, 2016

4. Electing a State Chairman

5. Electing a National Committeeman

6. Electing a National Committeewoman

7. Transaction of such other business that may properly come before the Convention

Qualifications for Participation

All legal and qualified voters of Madison County Virginia, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing, as may be required, their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nominating process of a party other than the Republican Party in the last five years from March 21, 2011. A single exception to this restriction shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that they are in accord with the principles of the Republican Party and intends to support the nominees of the Republican Party in the future.

For Mass Meeting registration, all participants shall be required to provide proof of identity in the form of a valid government or employer-issued photo identification. Only those individuals who are registered at the Mass Meeting by 11:00am EST on March 26, 2016, or who are in line for registration by that time, will be entitled to register and participate in the Mass Meeting.

Election of Delegates

The election of Delegates at the Mass Meeting held by the Madison County Republican Committee shall be individuals. The election of delegates by slate or grouping is expressly forbidden and shall not be permitted.

Pre-Filing Requirements

Candidates for all positionsshall pre-file a written statement of their intent. The pre-file forms are available at Eddins Insurance, 121 N. Main Street, Madison,Virginia and rpv.org
For the position of MCRC Chairman, a non-refundable filing fee of $100.00 (check or money order made payable to MCRC) shall accompany the pre-file form.
All complete pre-file forms shall be Hand Delivered to Eddins Insurance, 121 N Main Street, Madison, Virginia not later than 12:00 noon, March 21, 2016.
There will be no nominations for any positions from the floor of the Mass Meeting. All shall have pre-filed.

Registration Fee

A voluntary fee of $10.00 will be requested at the door of the Mass Meeting to defray the cost of advertising; however, it will not be a condition for participation.
