MINUTES OF A MEETING OF THE SAARF TELEVISION AUDIENCE MEASUREMENT COUNCIL HELD ON THURSDAY 24 FEBRUARY 2011 AT 14h30 AT THE SAARF OFFICES, 54 QUEENS ROAD, BRYANSTON

1.  PRESENT

2.  APPROVAL OF THE MINUTES OF THE MEETING OF:

The minutes of 27 January 2011 were approved by the Council and signed by the chair.

3.  FINALISING OF THE AGENDA

The following items were added to the agenda:

·  Change in TAMS Council Meeting Schedule

4.  TIME SHIFTED VIEWING (PVR)-incl. weighting to it

21 TopTV homes are now included in the panel. TopTV data may initially be released as whole, and not by channel when we start to release it.

Weighting for TopTV can be finalised when the six month figures from AMPS (fieldwork period Jul – Dec 2010) are ready. These will be given to the TAMS team by 21 April. It was proposed that the new universe, probably including TopTV and TSV, be release in July or August. Brenda will look at dates for rate card setting, and a date will be decided at the next Council meeting.

The AMPS six month database will be released with only television data first. The rest of the data in this database will be delayed by scrutiny of the store magazine figures.

AGB Nielsen has agreed to send both TX3 and TX4 files at least 3 weeks prior to the release of the new universe, to software houses. This is to allow them to prepare for the release of Time shifted data. Chris will provide a date at which he will begin sending the files, so that Michelle is able to notify software houses that they may run tests with the Time shifted data but not release it.

It was noted that when TopTV data is released it will change the meaning of “Pay TV”. It was suggested that this term be changed to highlight this. A release notifying users of the change will be sent out when a decision regarding the name has been made.

The test data on Time shifted viewing shown to the Council followed a similar pattern as the previous week’s data, and to international trends.

November 2010 data showed that 1.5% of viewing occurs between 7 and 28 days.

The definition of “TSV” needs to be updated in the Technical Report.

5.  PANEL STATUS AND VIEWING TRENDS

Currently there are 1680 households installed. Of these 498 are DSTV, including 177 Compact subscribers, 107 PVR with 43 HD PVRs.

Viewing currently shows the seasonal summer dip, although it appears that viewing will increase more rapidly than in previous years.

6.  PAY SUBSCRIPTIONS

The discussion will continue privately, and thus the item will be removed from the agenda.

7.  AOB

·  MNet Split Feed

From April, the MNet analogue offering will move to a split feed derived from kykNet, MNet Satellite and SuperSport. The analogue channel will mirror these satellite channels at set times of the day, for each day of the week.

This has implications for AMPS, because viewers are likely to be confused about which channel they are watching. It may be possible to clean the data by using the hardware questions. However, AMPS is not the currency for television.

TAMS currently measures all components and it will be possible to add data back to the relevant channels. The only change required will be in software e.g. Telmar will remove the DSTV filter.

The May TAMS Council meeting date will be moved a day forward.
